    Finance And Budget Officer, P4

    GENERAL:

    • Collecting and analyzing data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decisionmaking, presentation and reporting.
    • Provides advice and guidance, including training, on budgetary and financial policies and procedures, including results-based budgeting.
    • Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues.
    • Keeps up to date on documents/reports/guidelines that have a bearing on matters related to program, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
    • Drafts reports for intergovernmental bodies and for management on budgetary issues, and correspondence.
    • Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications.
    • Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.
    • Liaises with the UNEP's Corporate Services Division, UN Secretariat as well as UNDP and UNOPS offices on financial and administrative matters that may affect programme implementation and delivery.
    • Ensures the integrity of financial and management systems and the controls that underpin them.
    • Provides support with respect to representation of the Law Division in meetings of legislative organs.
    • Represents the Division in inter and intra-departmental meetings.
    • May plan, organize, manage and supervise the work of the Unit/Section assigned.
    • Incumbent may be asked to perform other related duties.

    Education

    • An advanced university degree (Master's degree or equivalent) in business administration, finance, accounting or a related area is required.
    • A first-level university degree in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of seven (7) years of progressively responsible experience in finance, administration, budget, business administration or related area is required Working experience with Systems Application and Products (SAP) system or another Enterprise Resource Planning (ERP) system is required. Experience in preparing/analyzing financial statements with application of private sector or public sector accounting standards such as International Financial Report Standard (s) (IFRS) or International Public Sector Accounting Standard (IPSAS) is required.
    • Experience in providing financial management and administrative services to Multilateral Environmental Agreements (MEAs) and/or International Environmental treaties (i.e. Montreal protocol) promoted by the United Nations is required.
    • Experience with data analysis, reconciliations, and reporting is required. Experience in the preparation of reports to intergovernmental bodies or donors is desirable Experience in an international organization such as the United Nations or a similar international organization is desirable.

    Programme Management Officer, P3

    Responsibilities

    • Participates in the development, implementation and evaluation of assigned programmes/projects and activities; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
    • Researches, analyzes and presents information gathered from diverse sources.
    • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
    • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
    • Undertakes outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities.
    • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
    • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements.) and prepares related documents/reports (pledging, work programme, programme budget.).

    Education

    • Advanced university degree (master’s degree or equivalent) in Environmental Science, Public Health, Interdisciplinary Studies, Social Sciences or a related field is required.
    • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in project or programme management in the area of One Health, biodiversity, climate or pollution linked to health is required.
    • At least two (2) years of relevant work experience in developing countries is required.
    • At least two (2) years of experience working in international organizations such as the United Nations is required.
    • Experience in international interagency initiatives involving health and environment sectors is desirable.
    • Two (2) years or more of experience in data analytics or related area is desirable.
