    Chief of Party

    JOB GROUP:  RS 17

    Reporting to the AMPATH Board through the AMPATH Executive Committee, the successful candidate will perform duties which include but not limited to the following: -

    Roles

    The Chief of Party (COP) is responsible for the overall management and operations of the Project and is the key liaison with USAID. S/he supervises project implementation and ensures the project meets stated goals and reporting requirements. The COP takes a leadership role in both Technical and Financial coordination among USAID and key stakeholders and other implementing partners. The COP position requires Political Savvy, as s/he interacts with numerous GoK Institutions and Senior-
    level National and County-level Government Officials.

    Duties and Responsibilities:

    • Serve as the custodian of the vision for the Project as it seeks to improve the health and wealth of the population of the Partner and seek extramural funding on any ongoing basis to support this vision;
    • Implement the activities funded by the project and for ensuring that all goals and objectives are achieved;
    • Oversee administrative and fiduciary responsibility for implementing the proposed activities;
    • Encourage and assist the Project to complete accurate and timely programmatic (technical) reports;
    • Ensure that Project initiate timely expenditures and ensure that these are allowable, allocable, reasonable, and supported within the limits of the budget as approved by the donor;
    • Represent the Project in International, National, and local meetings including County Government, Ministry of Education, Ministry of Health and other stakeholder meetings where applicable;

    Qualifications & Experience:

    • Ten years of experience in a senior role leading a complex technical service delivery program of similar scope and dollar value.
    • A Master's degree in social sciences, public health, medicine, management, business    administration, or a related field
    • Seven years of demonstrated experience in partnership building, especially with government representatives, donors, the private sector, and local community organizations.

    Terms of Employment

    The successful candidates will be employed on a 2-years renewable contract terms with competitive salary and allowances.     Finance Officers

    JOB GROUP: RS 9

    Duties & Responsibilities:

    • The incumbent will among others be responsible for the following: -
    • Perform accounting functions including, but not limited to book keeping, reconciliations and reporting;
    • Ensure proper document recordkeeping and entry into the accounting systems, making use of current system technology;
    • Preparation, analysis and review of budgets and preparing periodic internal reports that compare budgeted costs to actual costs as per donor requirements;
    •  Compile and analyze financial information to prepare entries to accounts, such as general ledger accounts and document business transactions;
    • Working with county coordinators to ensure timely receipt of accounting returns and updating of the online systems;
    • Establish, maintain and coordinate the implementation of accounting control procedures;
    • Generate and review accounting and related system reports for accuracy and completeness;
    • Assist with annual external audit and in preparing assigned schedules for the annual and interim audit;
    • Examine financial transaction supporting documentations to ensure completeness, accuracy, timelines and allowability of costs;
    • Authenticate source documents for all financial transactions;
    • Assure timely payment of invoices;
    • Monthly reporting of invoicing totals/aging totals/cash receipts/invoice adjustments;
    •  Other duties as may be assigned.

    Qualifications and Experience: The ideal candidate should: -

    • Hold a Bachelor's Degree in Business related course (Finance Accounting option) from a reputable institution;
    • Certified Public Accountants (CPA) II with a pass; from a recognized Institution;
    • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) as an Associate/student Member;
    • Served for a minimum of three (3) years as an accountants Assistant with relevant experience in a donor related Organization;
    •  Basic accounting, ERP knowledge (ATP software) and Microsoft word & Excel skills is an added advantage;
    • Have excellent problem solving and people skills;
    • Have excellent management, report writing, organization, interpersonal and communication skills with strong command of English and Swahili languages — oral and written proficiency;

    Supply Chain Manager

    JOB GROUP: RS. 14

    Reporting to the Chief of Party the successful candidate will among others, be responsible for the following: -

    • Overall responsibility for the operations of the Supplies and Procurement of Project;
    • Planning and coordinating of the supplies management function.
    • Managing the tendering process and contracts.
    • Train and guide user departments on effective and efficient procurement procedures.
    • Ensure timely and efficient availability of supplies by enabling contractual relationship with external suppliers while minimizing undue exposure to litigation.
    • Enforcement of institution's Supplies Regulations, Systems and Procedures and updating management in changes as and when they occur.
    • Advice administration on various Procurement Regulations, Rules and Guidelines.
    • Be conversant with Public Procurement & Assets Disposal Act 2015.
    • Review systems, processes, policies and procedures as and when required.
    • Attend to all memos marked to the Department for further action.
    • A key stakeholder involved during internal and external audits.
    • Staff supervision and performance management ensuring they meet required standards.

    Qualification and Experience

    • Be a Holder of Master's degree in any of the following discipline: Supply Chain Management, Commerce (Supply Chain Management option); Procurement or its equivalent
    • Be a holder of Degree in Procurement and Supply Chain Management;
    • Must be a member of KISM or its equivalent with valid Practicing License
    • Have a minimum of seven (7) years' experience with at least five (5) years in Managerial Position; and experience with donor funding institutions preferred.
    • Knowledge and understanding of GOK procurement guidelines and donor funded regulations.
    • Knowledge and hands on experience of MS Office, ERP or any other procurement software applications.
    • Ability to work in a fast-paced environment, have strong organizational skills, time management skills, an active listener and a critical thinker.
    • Ability to monitor/assess performance of oneself, other individuals or organizations to make mprovements or take corrective action, and make good judgments and decisions.
    • An active learner and ability to communicate effectively both orally and in writing as appropriate.

    Finance Director

    JOB GROUP: RS 15

    Reporting to the Chief of Party Project, the successful candidate will among others be responsible for the following:

    Role:

    The Finance Director will be responsible for the Financial Management of the Project including forecasting, budgeting, and actual expenditure monitoring. He/she will be expected to design, prepare, and present detailed budgets, analysis of expenditure trends, burn rates, variance analysis, and recommended solutions.

    Duties and Responsibilities:

    •  Manage the preparation of business plans, budgets, and rolling forecast. He/she will be providing specialist advice. He/she will act as the lead person on all financial matters of the program including banking & treasury management, creating and maintaining a good internal control environment, follow up on internal audit recommendations and manage the external audit process;
    •  Develop and maintain budgetary control of the program through reporting, analysis, and tracking of variances, efficiencies, utilization, and risks/opportunities to the management in an appropriate format and timely manner;
    • Manage and report on the cost centre performance for the program;
    • Develop and maintain accounting procedures to deliver integrity of costs, income, forecasts and budgets and complete all technical accounting tasks in line with major donor regulations especially US Government donors;
    • Supervise Research and Sponsored Projects Office accounting team;
    • Manage subcontractors;
    • Prepare timely Financial Reports to the donor, MTRH, and MU as per the agreement.

    Qualification and Experience:

    • Master's degree in Business Management, Accounting, Economics or any relevant field from a recognized institution;
    • Bachelor degree in Business related course (finance or accounting option) or its equivalent from a recognized institution;
    • Be a CPA (K)/ACCA and a registered member of ICPAK;
    • 10 years progressive experience in a senior Management position working in a donor funded environment;
    • Knowledge of US Federal Government regulations will be an added advantage;
    •  Working Knowledge with Financial Accounting software packages and other ERPs will be an added advantage;
    •  Proven track record of exemplary work performance.

    Deputy Chief of Party

    JOB GROUP: RS 16

    Reporting to the Chief of Party Project, the successful candidate will perform duties which include but not limited to the following: -

    Roles

    The Deputy Chief of Party (DCOP) is responsible for the overall technical oversight of the project and is specifically responsible for project implementation that relates to facility and community-level service delivery. The DCOP reports directly to the COP and takes a leadership role in ensuring technical implementation of high impact, proven interventions and ensures the project meets stated goals and reporting requirements. S/he assumes the responsibilities of the COP in the absence of the COP. S/he coordinates among USAID and key stakeholders and other implementing partners and interacts with numerous GoK institutions and representatives, particularly at the county-level. S/he is be knowledgeable about current implementation science and state-of-the-art service delivery approaches.

    Duties and Responsibilities:

    • Encourage and assist Project to complete accurate and timely Programmatic (Technical) reports;
    • Assist the Chief of Party to ensure that Project initiate timely expenditures and ensure that these are allowable, allocable, reasonable, and supported within the limits of the budget as approved by the donor;
    • Represent the Project in international, national, and local meetings including County Government, Ministry of Education, Ministry of Health and other stakeholder meetings where applicable;

    Qualifications & Experience:

    • Eight years of experience in a senior role managing, complex technical service delivery programs of similar scope and dollar value.
