    Business Application Software Developer

    CRA SCALE 4A

    Reporting to the Director, Research and Knowledge Management, the successful candidate will work with other team members but be responsible for design, development and implementation of a CRA Data Portal that can display integrated statistical data and information from different sources including from County and National Government sources.

    MAIN DUTIES AND RESPONSIBILITIES:

    1. To design, document, develop and implement a robust, functional data portal for the Commission.
    2. To perform analysis on business requirement documents to serve as a basis for application design and development of the Portal.
    3. To analyze, advise, and implement various business processes, workflows as maybe required by the Commission to improve the functionalities of the portal.
    4.  To work with user departments and stakeholders to continuously identify changing business requirements and ensure these are translated to relevant business applications for the portal.
    5. To train system users and other staff within CRA to ensure there is adequate capacity for continuous technical support for the portal.
    6.  To perform other related functions as assigned by the Commission.

    ACADEMIC QUALIFICATIONS:

    1. A Bachelor's degree in Computer Science or related field. Possession of a Master’s Degree in Computer Science from a recognized University will be an added advantage.
    2. Advanced degree or certification in web-based programming

    EXPERIENCE, KNOWLEDGE AND SKILL REQUIREMENTS:

    • A minimum of five (5) years’ experience in programming languages such as C#, Java, Python, PHP, JavaScript etc.
    • A minimum of five (5) years’ experience in Relational database design and development including Oracle, MySQL, and MS SQL databases.
    • A minimum of five (5) years’ experience as an Application /web Developer or similar role and in designing and building applications.
    • Strong demonstrable experience in software design and programming principles.
    • Experience using ArcGIS for Desktop and ArcGIS Pro to create maps and analysis.
    • Excellent communication skills will be an added advantage.

    Manager Transitional Equalization

    This position is responsible for regular monitoring of socioeconomic developments, collection and analysis of data, and preparation of a policy and criteria identifying marginalized areas.

    MAIN DUTIES AND RESPONSIBILITIES:

    1. Provide input into the development of the directorate’s strategies, policies and guidelines to support the execution of its mandate
    2. Provide input into the development of the directorate’s budgets and work plans
    3. Assign work to Research Officers and Analysts, and carry out periodic performance appraisal as required
    4. Provide technical assistance to members of the Commission along adopted thematic and other relevant areas
    5. Develop models for revenue sharing
    6. Review policies on marginalization to inform preparation of new policies
    7. Monitor and prepare reports on county socioeconomic developments
    8. Conduct policy research to inform decision making on the Commission mandate
    9. Engage stakeholders on matters related to de-marginalization of communities
    10. Prepare proposals for funding
    11. Prepare Project implementation reports
    12. Work jointly with the statistics division to update CRA’s economic database.
    13. Build capacity and mentor staff to ensure competence within the Directorate

    ACADEMIC QUALIFICATIONS:

    Masters’ Degree in Development Economics, Political Science or a relevant field from a recognized institution

    EXPERIENCE REQUIRED:

    Minimum of seven (7) years of work experience in a comparable position from a reputable organization, 3 of which at supervisory position

    Manager Communications

    Reporting to the Commission Secretary/CEO, the job holder shall be responsible for development and implementation of Communications strategies for the Commission for both internal and external communication in order to enhance the achievement of the Commission’s mandate and raise the profile of the Commission externally.

    MAIN DUTIES AND RESPONSIBILITIES

    1. Develop the Commission’s Communications strategies and policies and design appropriate programs and infrastructure to facilitate their implementation.
    2. Develop the Commission’s brand strategy and design appropriate programs and infrastructure to facilitate their implementation.
    3. Develop the Communications Corporate Social responsibility strategy and design appropriate programs and infrastructure to facilitate their implementation.
    4. Ensure the departments performance targets are set, monitored and achieved.
    5. Develop the Commission’s Communications strategies and policies and design appropriate programs and infrastructure to facilitate their implementation.
    6. Develop the Commission’s brand strategy and design appropriate programs and infrastructure to facilitate their implementation.

    12. Oversee the writing and editing of content for the internet, staff newsletters, media briefs, annual reports, and other communications channels.
    13. Develop the Commission’s social media policy and implementation.
    14. Oversee the management and updating of content on CRA website and social media platforms and organize consultative forums on the same.
    15. Oversee the management of the Commission’s advertising and production functions.
    16. Coordinate the development of corporate branding items such as brochures, publications, banners, umbrellas, corporate wear among others.
    17.  Ensure effective media relations and promotion of strategic views of the Commission through innovative media approaches.

    ACADEMIC QUALIFICATIONS:

    Master’s degree in Communications, Corporate Communications, Public Relations or Journalism.

    MINIMUM QUALIFICATIONS AND EXPERIENCE:

    • A minimum of seven (7) years relevant progressive experience in Corporate Communications or Public Relations or Journalism.
    • At least three (3) years of work experience in a supervisory position
    • Strong writing, editing, proofreading, layout design, professional publishing/printing skills and the ability to present concepts verbally.
    • Strong Communication and presentation skills. Excellent knowledge of relevant computer software and applications.
    •  Track record in Media engagements and relations and networks in the Media world and strong knowledge and understanding of current trends in digital media / social media.

    Director Research and Knowledge Management

    Reporting to the Commission Secretary/CEO, the job holder will be responsible for driving independent research to continually build and update the stock of knowledge needed by the Commission’s directorates responsible for implementing its constitutional mandate as envisioned in the CRA Act.

    MAIN DUTIES AND RESPONSIBILITIES:

    1. Ensure preparation and execution of annual research program of the Commission. Research Programs shall have clear links with the Commission’s broader mandate and be synchronized such that research outputs are ready on time for realization of other mandates.
    2. Develop suites of modelling for policy simulation and forecasting, design, preparation and dissemination of analytical economic work and reporting including, macroeconomic modelling and forecasting.
    3. Offer support to the CRA team by contributing to policy notes, studies and reports on a wide range of issues and specifically on fiscal policies, tax spending, equity, natural resource revenue management, economic diversification, productivity and fiscal decentralization.
    4. Oversee the preparation of the Directorate’s budget and implementation of the financial plan for inclusion in the Commission’s budgetary cycle.
    5. Champion the development of internal capacity within the Commission for collection or acquisition and management of data bases relevant for discourse on devolution and fiscal decentralization.
    6. Seek out, establish and nurture the Commissions participation in relevant local, regional and global research network.
    7. Propose and manage the Commissions round of technical presentations.
    8. Propose and implement production of periodic publications such as journals, articles and policy briefs that are instrumental in growing and consolidating the Commission’s profile within the devolution space.
    9. Prepare Commission papers on topical issues, analytical findings as may be required from time to time.
    10. Provide leadership and management of the Research Team of the Commission.

    ACADEMIC QUALIFICATIONS:

    1. A PhD in either Economics or Statistics from a recognized University.

    EXPERIENCE, KNOWLEDGE AND SKILL REQUIREMENTS:

    • At least five (5) years’ post PhD experience in a reputable organization, preferably in a research role.
    • At least (5) years of work experience in supervisory role.
    • At least ten publications in refereed Journals.
    • Demonstrated track record in producing user friendly written outputs.
    • A good understanding of econometrics and ability to use standard econometrics software to conduct research and modeling such as STATA/SPSS, RATS and CATS.
    • Knowledge and experience in development arena – Ability to understand policy making process, distil operationally relevant recommendations for stakeholders.
    • Policy Dialogue Skills: Ability to identify assess and engage policy issues and play an active role in dialogue with a broad range of stakeholders.
    • Lead and innovate – Develops innovative solutions, to entrench devolution.
    • Demonstrable ability to build cohesive teams and to achieve goals through teamwork.
    • Excellent communication, presentation and facilitation skills and result oriented and ability to work under pressure.
    • Be a person of integrity and effective interpersonal skills.
