    Monitoring And Evaluation Officer

    JOB SUMMARY

    Assist in supporting Coptic Hope Center to enhance use of Data for evidence-based decision making.

    DUTIES & ESSENTIAL JOB FUNCTIONS

    • Data analysis and accurate report generation on program performance
    • Provide frequent on-going audit of program data based on established PEPFAR and/or CDC Project targets
    • Prepare regular data feedback reports (monthly and quarterly) including follow-up on any new strategies agreed upon with the program team
    • Ensure program data quality standard are met through leading and coordinating data quality audits & assessments (paper & electronic) for the program
    • Support program staff to utilize the available M&E tools and data to analyze program information and use results to improve implementation to ensure programmatic missed opportunities are followed through to logical conclusion
    • Ensure that registers /EMR are filled out adequately and correctly
    • Collect data from the registers for reporting purposes
    • Participate in data analysis and manuscript writing for program evaluation
    • Provide any other M&E technical support as required

    REQUIREMENTS:

    • Bsc in relevant discipline such as mathematics, statistics, M&E or IT with at least 3 years’ experience.
    • Knowledge of HIV program indicators.
    • Experience with DATIM & DHIS reporting systems
    • Must be conversant with the Ministry of Health M&E NASCOP tools and DATIM reporting systems.
    • Conversant with the HIV EMR systems
    • Strong data management and data analysis skills are essential especially in SPSS
    • Advanced skills in data visualization

    Health Information Systems (HIS) Programmer

    The Health Information Systems (HIS) Programmer will work under the overall guidance of the Strategic Information (SI) Director to provide technical support in system development, set up, testing, implementation, maintenance of a robust interoperable point of care (POC) EMR for use at the Coptic Hope Center to enhance monitoring and evaluation (M&E) activities within the HIV prevention, care and treatment program.

    Duties &Responsibilities

    • Support patient electronic medical records (EMR) software design, development, implementation & maintenance
    • Support server and SQL Database Administration (MySQL, SQL Server, PostgreSQL)
    • Development of Electronic MoH and clinical reporting modules in the facility EMR
    • Link the EMR system to the lab, pharmacy and other sections
    • Develop a system manuals and SOPs for end users
    • Capacity build & train hospital staff & program staff to optimally operate the facility EMR and required information systems
    • Perform other duties assigned by the supervisor

    Qualifications

    • Bachelor’s Degree in Computer Science, Information Technology or relevant field
    • At least 2 years hands on experience & knowledge in computer programming skills in Java, MySQL, HTML, CSS, JavaScript, XML and JSON
    •  Experience in SQL database design and administration, server setup and maintenance (including networking and computer hardware maintenance)
    • Experience in MOH M&E and in development and/or implementation of HIV-related EMRs (IQCare, C-PAD, OpenMRS/KenyaEMR) system development and/or implementation will be an added advantage.
    • Ability to plan and manage simultaneous competing priorities with little supervision
