    Monitoring and Evaluation Officer

    Start date: January 2022

    Reports to: Monitoring and Evaluation Manager

    Job Description

    1. Works with senior leadership, staff, consultants and external partners to define data needs, align and enhance the organization’s technological capacity, analyze and report data in forms that are useful and relevant to meet the operating, decision-making and reporting needs.
    2. Supports the coordination of training and technical support needed to implement appropriate processes/protocols for timely, consistent data collection and reporting aligned with program, training, management and reporting needs
    3. Ensures that all data collection processes, used for internal and/or external purposes are aligned with the organization’s as well as project goals and priorities.
    4. Identifies and recommends cost effective strategies for enhancing North Star Alliance’s data collection, tracking and management capacity, including providing training and technical assistance.
    5. Implement established standards for data reporting and ensure that reports are produced and disseminated in a timely and accurate manner.
    6. Provides regular guidance, technical assistance and training to staff in support of data collection, tracking and utilization activities.
    7. Works with management to inform, design and promote linkages between data collection and utilization with program design, operations, assessment, and quality control for the purpose of performance improvement.
    8. Provide administrative and logistical assistance with third-party evaluations. Create dissemination documents on North Star Alliance’s work for internal and external stakeholders including dashboards/scorecards, website, organizational partners and donors. Other projects and responsibilities as needed to advance the strategic data management and institutional learning priorities of North Star Alliance.
    9. Carry out Routine Data Quality Assessments (RDQA) and follow up for necessary system strengthening
    10. Any other duties which may be assigned by the Monitoring & Evaluation Manager from time to time.

    Education & Experience

    1. Degree in Social Sciences, Monitoring and Evaluation/ Statistics/ Research with previous project management experience in public health.
    2. Master’s Degree in relevant field will be an added advantage.
    3. 3 years’ experience in Monitoring and Evaluation.
    4. Proven experience in research, project planning and risk management.
    5. Experience in data entry, analysis, and reporting required.
    6. Ability to communicate sophisticated technical information into accessible and meaningful information for use in decision making and program improvement.
    7. Experience in applied evaluation and data tracking and utilization to inform program improvement required.
    8. Proven experience in people management.
    9. Working knowledge of USG and Global Fund funded projects is a must.
    10. Computer Literacy and Competence essential.
    11. Must be in possession of a valid and current passport, driver’s license and be prepared to travel outside the border of East Africa
    12. Be accustomed to working with people from different countries, cultures and backgrounds.

    Job Description

    • Provide quality HTS services at the RWC and hotspots in accordance with the guidelines set by the Ministry of Health in Kenya.
    • Mobilize eligible KPs eligible for HTS services
    • Link to care all positive Clients

    • Screen all the eligible KPs for TB.
    • Preparing and submitting reports within set deadlines.

    Education & Experience

    • Certificate in Voluntary Counselling and Testing from National AIDS and STI Control Programme (NASCOP).
    • Must have been enrolled in Proficiency Test with satisfactory results.

    • Strong personality with good leadership skills.
    • Ability to prepare timely reports.
    • Unquestionable confidentiality.
    • Excellent inter-personal, negotiation and communication skills.
    • Proficient in English and Kiswahili languages.
    • IT literate (Word, Excel and internet).
    • Familiar with local community structures. Experience working with USG funded projects desirable.

    Project Coordinator.

    Job Description

    • Ensure effective implementation, monitoring and evaluation of the organisations HIV and other projects and timely provision of deliverables.
    • Create and execute project work plans and revise as appropriate to meet changing needs and requirements.
    • Manage the implementation and operationalisation of Roadside Wellness Centres or Blue Box clinics for designated sites.
    • Organise outreach services.
    • Conduct quality assurance/audits of Wellness Centres.
    • Manage, monitor and report on designated Unit / Centre expenditure against project budget.
    • Prepare reports on performance against agreed project objectives, targets, deliverables, milestones and timeframes and which define project progress, problems and solutions.
    • Provide direction and leadership to project staff.
    • Prepare programme budgets and reviews.
    • Identify new funding opportunities in line with the Organization’s Mission for the continuation of project activities after the current donor funding.
    • Support project proposal development processes.
    • Consistently monitor regular and transparent reporting on all donor activities and related results.
    • Build, develop, and grow any business relationships vital to the success of the project including County/District Governments.
    • Identify and manage programme related risks. Any other duties which may be assigned by the Regional Director.

    Education & Experience

    • Bachelor’s Degree in social sciences or related field.
    • Master’s Degree in social sciences or related field will be an added advantage.
    • Computer Literacy and Competence.
    • A strong written and oral command of English.
    • Knowledge of health issues for mobile populations, healthcare delivery systems and models in Africa.
    • Demonstrate a high level of energy, resourcefulness, persistence and stamina in their achievement of objectives.
    • Be an excellent team player, and have very strong communication skills especially in the interaction and negotiations with other partners.
    • Ability to work effectively in a multicultural environment.
    • Broad management experience.
    • Ability to work with minimum supervision.
    • Excellent leadership and people management skills.
    • Experience in multi-cultural communications.

    Finance Officer

    Job Description

    • Project Financial record keeping. Entering various transactions into the accounting system on a daily basis and filing all financial records appropriately in line with the filing system.
    • Ensuring that Wellness centres are well supplied in a timely manner.
    • Processing Purchase orders and payments. Ensuring that all requisite procurement procedures have been followed and the requisite support documentation is available and appropriately filed.
    • Preparing donor reports and submitting them within the stipulated deadlines.
    • Preparing internal financial reports (Budget monitoring reports, etc) on a monthly basis by the 13th day of the following month.
    • Investigate project variances and submit variance reports to management.
    • Report to management regarding the remaining funding available for projects.
    • Maintaining the Assets register. Updating regularly and arranging for Assets verification twice a year.
    • Carrying out bank and other accounts reconciliations and preparing reconciliation statements on a monthly basis by the 13th day of the following month.
    • Ensuring that all bills and statutory deductions are paid in time to avoid penalties.
    • Arranging for physical cash counts once a quarter at the centre level.
    • Ensuring adherence to the financial procedures.
    • Participating in Budget preparation and review.
    • Maintaining Project records
    • Compile information for internal and external auditors, as required and respond to any queries raised.
    • Prepare and submit statutory reports and tax returns related to project on a timely manner.
    • Maintain project staff records
    • Receive, review and file project staff time sheets
    • Prepare the project Payroll.
    • Close out project accounts upon project completion.

    Education & Experience

    • Bachelor’s Degree in Accounting or related field.
    • Certified Public Accountant (CPA).
    • At least 3 years’ experience in project accounting
    • Working knowledge of USG and Global Fund funded projects is a must.
    • A good understanding of the health landscape in Kenya would also be desirable.
    • Proficiency in electronic accounting systems.

    An excellent communicator with strong writing skills
