    Chief of Investigations (Regional Investigations Centre)

    Core Functions / Responsibilities:

    • Lead the Investigations Center (at Geneva, Nairobi, or Vienna), provide guidance and supervision to investigation teams and ensure their work is in compliance with Standard Operating Procedures.
    • Manage operations for office and field-based investigations into allegations of violations of IOM’s policies, procedures, standards, guidelines, and applicable regulations and rules, in a timely and effective manner, in line with Standard Operating Procedures. Conduct high-priority, complex and/or sensitive investigations as necessary.
    • Review and assess complaints and allegations, formulate and review investigation plans.
    • Maintain a system for allocating, prioritizing and tracking investigation assignments.
    • Plan, conduct and record interviews of staff and other involved parties, obtain, analyze and file potential documentary, electronic and forensic evidence and conduct investigative research.
    • Prepare high quality investigation and closure reports to present investigative results, prepare ad-hoc briefs and notes. Ensure the quality of investigation reports produced by supervisees including with quality assurance of OIO output. Draft official communications for OIO.
    • Identify systemic weaknesses in IOM activities and bring them to the attention of the OIO Directorate.
    • Collaborate with other Investigators and staff members to achieve Organizational goals, in accordance with OIO Standard Operating Procedures and in compliance with Organizational
    • Regulations and Rules. Regularly appraise progress of investigations and assess probable impact of investigation outcome relative to strategies.
    • Design and conduct outreach, training and awareness initiatives.
    • Contribute to policy development and strategic planning, and coordination, as requested by the OIO Directorate.
    • Provide support with the administration of OIO, as requested by the OIO Directorate.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Law, Criminology, Human Rights, Forensic Accounting, or a related field from an accredited academic institution with ten years of relevant professional experience in investigatory work; or,
    • University degree in the above fields with twelve years of relevant professional experience in investigatory work.

    Experience

    • At least ten years of postgraduate progressively responsible professional experience related to administrative or criminal investigations, including supervisory functions;
    • Experience in managing investigation teams with an international organization or NGO, multilateral financial institution or similar, is required;
    • Experience in reviewing investigation output and ensuring compliance with Standard Operating Procedures is required;
    • Experience in applying and promoting a victim-centred approach to investigations is required;
    • Previous experience in conducting high-priority, complex and/or sensitive investigations of an administrative nature with an international organization or NGO, multilateral financial institution or similar, is a distinct advantage; and,
    • Previous experience in investigating gender based violence and/or sexual exploitation and abuse and/or sexual harassment and/or complex fraud is a distinct advantage.

    DTM Analytical Officer (Regional Data Hub)

    Core Functions / Responsibilities:

    • Perform quality control and analysis of DTM sub-regional data collected by DTM teams in the region through routine DTM activities and Flow Monitoring specifically, and ad hoc surveys and assessments and bring inconsistencies to the attention of the supervisor.
    • Collaborate with RDH technical colleagues to improve data management and data analysis, including data mapping, processing, analysis, and dissemination in line with IOM data protection principles and DTM tools and standards.
    • Generate and produce in a timely manner required reports and RDH information products with specific focus on DTM data sources, including, but not limited to, analytical reports, migration data dashboards, and other relevant products.
    • Support capacity development of IOM staff in the area of DTM and provide technical recommendations in line with relevant IOM and DTM policies and methodologies and standards.
    • Research, analyze and draft sections of and format internal and external programme reports and documents. Proof-read documents, attend meetings, take meeting minutes, and provide administrative support as requested by the supervisor.
    • Support the Regional DTM Information Management Officer in providing operational guidance to DTM operations including on training, program design and set-up, data collection, database management, coordination with stakeholders and monitoring.
    • Upon request and in coordination with the Regional DTM Information Management Officer, liaise with relevant authorities, UN agencies, non-governmental organizations (NGOs), think tanks and government counterparts, among others, on issues relevant to the DTM programme, including supporting the use of relevant data by practitioners, policy makers and other partners.
    • Undertake duty travel to support field operations as required.
    • Perform such other related duties as may be assigned.

    Required Qualifications and Experience:
    Education

    • Master’s degree in Social or Political Sciences, Communications, Information Management, Computer Science, or a related field from an accredited academic institution with two years of relevant professional experience; or,
    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience in information management and related operations in different crisis or conflict contexts;
    • Experience in mixed migration analyses, root causes and drivers is required;
    • Experience in data collection, research, and report writing;
    • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse dataset;
    • Professional experience in coordinating multi-cultural teams and field-based staff;
    • Experience in supervising and training staff;
    • Experience in liaison and working with partners and government counterpart; and,
    • Previous experience with Power BI, Tableau, or similar is an advantage.

    Capacity Development and Statistics Officer (Regional Data Hub)

    Core Functions / Responsibilities:

    • Identify migration and displacement data and statistical capacity development needs at national and regional level and advise on and promote action.
    • Design, oversee and deliver technical support and capacity development activities, such as trainings, workshops, and study visits.
    • Advise on and support liaison and partnership activities with Regional Economic Communities (RECs), UN agencies, national statistical offices, and other stakeholders; manage and support
    • IOM engagement on migration and displacement statistics with the African Union Commission and UN Economic Commission for Africa, through IOM’s Special Liaison Office in Addis Ababa.
    • Develop user-friendly training modules, workshop materials based on IOM and international recommendations and guidelines.
    • Provide expert technical support and advice on the development of national and regional guidance documents and tools on migration and displacement data and statistics, including specialized migration surveys, integrating migration into other survey exercises and censuses, using administrative data from a range of sources, and to support governance, sharing, harmonization, and use of data.
    • Ensure relevant coordination structures are established and maintained at national and regional level to support timely, reliable and comparable statistics on migration across the region, including technical working groups and networks to foster a community of practice in the region.
    • Represent IOM in national, regional and other fora on migration and displacement statistics.
    • Analyze and advise on good practices from around the region on reporting on progress against migration-related indicators for relevant regional, continental and global processes.
    • Advise governments and technical bodies in the region to align and promote the advancement of inter-regional and continental initiatives towards more regular and comparable migration statistics beyond the region, in alignment with applicable international standards.
    • Establish and maintain liaison with relevant focal points at the national and regional level and with relevant partners on the regular publication of statistical reports and analysis.
    • Manage and ensure the organization of regular dissemination activities or events for internal and external stakeholders.
    • Perform such other related duties as may be assigned.

    Required Qualifications and Experience:
    Education

    • Master’s degree in Statistics, Economics, Political Science, Migration Studies, Development Studies, Demography or another relevant discipline with a minimum of five years of relevant professional experience; or,
    • University degree in above fields with minimum of seven years of relevant professional experience.

    Experience

    • Experience developing and implementing capacity development initiatives, preferably in migration statistics, is a distinct advantage;
    • Experience in developing and managing statistics projects (e.g. survey methodology design and implementation, statistical analysis);
    • Experience/knowledge in use of administrative data for compilation of statistics, preferably migration statistics;
    • Previous experience in organizing and supporting multistakeholder events (capacity building workshops with government officials a distinct advantage);
    • Previous experience organizing dissemination events of analytical findings targeting a wide audience; and,
    • Experience in and/or knowledge of East, Horn, and Southern Africa is an advantage.

    Private Sector Officer

    Core Functions / Responsibilities:
    Private Sector Partnerships:

    • Actively identify and lead opportunities to develop partnerships with the private sector in coordination with relevant Missions.
    • Map and build existing partnerships at the national level across the region.
    • Lead the initiation, outreach, scale up and expansion of existing and new partnerships with
    • Major Donors, corporates and foundations in the East, Horn and Southern Africa.
    • In coordination with the Department of Financial Management and PSP team, ensure internal financial and legal frameworks at IOM are conducive and responsive to private sector income collection and allocation of flexible funding.
    • Contribute to the establishment of an external private sector advisory group.
    • Actively identify and lead opportunities to develop impactful and innovative partnerships with the private sector across the region.
    • Coordinate with Missions, private sector focal points and thematic specialists to develop partnerships with the private sector.

    Regular Pathways:

    • Review and validate all the documents and publications related to regular pathways.
    • Support the design and implementation regular pathways strategies to engage the private sector in the Country Offices.
    • Support the implementation at the national level of the partnership within Country Offices in the
    • East, Horn and Southern Africa missions, while being responsible for escalating the existing partnerships with the private sector across the region.

    Capacity Building:

    • Coach and build the capacities of IOM staff and PSP Peer Support Group by providing advice, guidance and training to ensure consistent, outreach activities that deliver the desired impact in the regions.
    • In coordination with the PSP team, plan and support global capacity-building initiatives through online and in-person trainings and workshops.
    • Contribute to the setup of communities of practice and tools for collaboration and knowledge management for private sector partnerships across IOM, with a special focus in the East and Horn of Africa Region.
    • Identify and propose opportunities for knowledge exchanges in the areas and geographies assigned – for IOM Staff to learn about best practices and success stories on private sector engagement from IOM staff in other regions.
    • Provide advice and input to Country Offices in the East, Horn and Southern Africa Region todevelop proposals that are relevant and appropriate for the private sector to provide support to institutional priorities in Africa, specifically Regular Pathways, and solutions for displacement.
    • Support the Country Offices in designing and implementing national strategies for private sector engagement.

    Coordination and M&E:

    • Monitoring and reporting upon progress against Key Performance Indicators (KPIs) for pipeline under direct responsibility as outlined in the Private Sector Strategy.
    • Work with PSP Team as appropriate, to compile and draft narrative and financial reports to private sector donors as it relates to activities led by the Unit.
    • Contribute to the development of reporting mechanisms to enable timely impact reporting to Member States, private sector partners and the public to enhance accountability.
    • Perform other duties as required.

    Required Qualifications and Experience:
    Education

    • Master's degree in Marketing, Communications, Business Administration, Social Sciences, International Relations, Management, Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or,
    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Excellent understanding and experience with fundraising and building partnerships with the private sector in Africa;
    • Proven and successful multi-year track record in private sector partnerships and fundraising with strong ability to meet fundraising targets;
    • Experience in handling Corporate Social Responsibility programs, ESG Frameworks, and corporate recognition programs;
    • Significant experience in exploring new private sector opportunities and providing inputs to design and develop solutions with prospective partners;
    • Experience building long-term partner relationships and understands the value of expanding relationships across geographies and is comfortable engaging with multiple sectors;
    • Experience in working cross-functionally and obtaining relevant content and information from different units to build innovative partnerships with private sector; and,
    • At least five years of experience in private sector partnership building with proven success in mobilizing financial resources from corporations and philanthropic foundations.
