    Chief of Party - Kenya Irrigation Project

    Project Description:

    Kenya Irrigation Project is a 5-year $14M-$18M project funded by the USDA Food for Progress Program. The project will work closely with the National Irrigation Board and act as a steward of USDA funds to design and construct small and medium sized irrigation projects that demonstrate a strong potential for expanding agricultural production and trade.

    Position Summary and Primary Responsibilities:

    The Chief of Party (COP) will provide strategic vision, overall leadership and technical direction to the project. The COP will ensure the project is planned and executed with quality, accountability and measurable impact. The COP will be the primary liaison with USDA and other donor partners, as necessary, and will manage project staff and implementing partners to ensure proper reporting, financial management, and compliance. The COP is expected to coordinate with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to country and global standards. The position will be based in Nairobi, Kenya with frequent travel to other field sites.

    Primary responsibilities of the position include but are not limited to the following:

    • Provide strategic leadership to the design and implementation of the project activities and oversees program planning, monitoring, reporting evaluation and overall learning
    • Oversee project finances, planning, administration, compliance, reporting, and monitoring and evaluation;
    • Ensure successful project implementation and achievement of results on time and within budget;
    • Manage relationship with implementing partners.
    • Ensure optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables and targets.
    • Oversee and coordinate the successful completion of planning and budgeting requirements of the project.
    • Ensure mechanisms are in place to monitor the implementation of projects, including progress toward achieving objectives and targets with high-quality and on-time performance;
    • Ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by the donor;
    • Ensure that all activities are undertaken in full compliance with Land O’Lakes’ standard operating procedures, and USDA policies and regulations, and national policies and laws;
    • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned;
    • Represent project both internally and externally to other donors, stakeholders, implementing partners and government counterparts.
    • Ensure gender equality approaches are integrated into programming; implement an engendered design, identifying learnings on a regular basis, refining the design as needed to improve gender equality across project activities.
    • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
    • Create a collaborative organizational culture and facilitate exchange of knowledge for cross-organizational learning.
    • Encourage learning and knowledge sharing as an essential part of doing business and ensure employees own their own learning;
    • Ensure important decisions are recorded, and easily available for retrieval thus making it employees’ responsibility to share the learning; and
    • Ensure tools for learning, such as blogs, articles, social media, brochures, coaching, training, etc. are in place. Encourage employees’ enrollment in relevant social networks and communities of practice.

    Reporting & Supervision:

    The Chief of Party reports to the Program Director – Africa and supervises, mentors and develops technical leads.

    Required Skills and Qualifications:

    • Master’s degree in international development, business administration, economics, social sciences, agriculture, or a closely related field is required.
    • 10 + years’ experience designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries, of which at least five years has been spent in the position of CoP, Deputy CoP or a similar role of a large development program of equivalent size and scope.
    • Strong leadership, communication and interpersonal skills, including proven ability to develop and communicate a common vision among diverse partners and lead a multi-disciplinary team.
    • Strong leadership qualities and depth and breadth of technical and management expertise in agriculture programming.
    • Experience in systems strengthening, capacity building, service delivery, and quality improvement is highly desirable.
    • At least two years of experience living or working in a developing country required;
    • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
    • Strong interpersonal, writing and oral presentation skills in English.
    • Ability to work independently and manage a high volume work flow
    • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).

    Desired Skills and Qualifications:

    • Experience living and working in Kenya is preferred;
    • Management experience of a USG contract or cooperative agreement is preferred;

    Finance Director - Kenya Irrigation Project

    Project Description:

    Position Summary and Primary Responsibilities:

    The Finance Director is responsible for the overall financial oversight and cost containment for the Kenya Irrigation Project. This position will oversee the accounting, financial reporting and audits, while ensuring program compliance with Land O’Lakes and donor rules and regulations. This position partners with and supports the Chief of Party in regards to all accounting and financial reporting activities; as well as provides leadership to the entire program team regarding any and all financial and administrative issues. The position will be based in Nairobi, Kenya with travel to other field sites.

    Primary responsibilities of the position include but are not limited to the following:

    • Supervise the accountants in the use of the CostPoint Accounting System and complete reviews of various accounting reports to validate that all project transactions are processed accurately.
    • Ensure all accounting transactions for the project are properly supported, documented and are recorded in the CostPoint accounting system timely and accurately.
    • Manage all project advances to staff and ensure they are accounted for and cleared per the accounting policies and procedures.
    • Ensure payments for employee benefits are processed and paid in accordance with local laws.
    • Ensure local timesheets are completed timely and accurately.
    • Ensure local payroll is calculated and processed timely and accurately, and ensure that changes to salaries or supplemental payments are supported by appropriate documentation.
    • Complete accurate and timely balance sheet reconciliations.
    • Ensure accurate and timely project financial reports are prepared as required by the internal Finance and Accounting policies and donor rules and regulations.
    • Monitor program spending by reviewing the monthly project status reports and other management reports for accuracy, impact and potential adjustments.
    • Lead the budget forecasting process for the project, using Hyperion to communicate budget information to the Chief of Party and HQ.
    • Guide and assist all budget users to prepare, revise and monitor monthly, quarterly and annual budgets for their ongoing activities.
    • Conduct budget analyses and clearly communicate any potential financial issues and their impact on the project to the Chief of Party, Regional Program Director and HQ management teams in a timely and transparent manner.
    • Identify and lead budget realignment efforts, if necessary.
    • Ensure compliance with all Land O’Lakes and donor financial and operational policies.
    • Provide training and direct supervision to the Project Operations manager and the Accounting team, including providing performance feedback throughout the year.
    • Assist the Chief of Party in limiting financial risk to the program and Land O'Lakes.
    • Review all procurements before payments are made to ensure Land O’Lakes and donor policies and procedures were followed.
    • Maintain strong internal control environment to safeguard organization assets.
    • Coordinate all necessary audits, statutory requirements, and financial enquiries from USDA, the Government of Kenya and HQ; including tax reporting as required by local law.
    • Ensure registration requirements are met each year and registration renewal is documented.
    • Any other duties as may be assigned from time to time.

    Reporting & Supervision:

    This position reports to the Chief of Party and supervises 2-4 positions

    Required Skills and Qualifications:

    • A Master’s degree in Accounting/Auditing/Business Administration
    • Accounting certification(s)
    • Minimum 10 years relevant experience in an international development organization in a similar position
    • Accounting software user experience
    • Excellent computer skills in Microsoft Word, Excel, Outlook, and PowerPoint,
    • Previous experience in managing U.S. Government grants, agreements, and/or contracts
    • Excellent inter-personal skills managing people in complex projects while under tight deadline schedules.
    • Professional proficiency in the English language

    Desired Skills and Qualifications:

    • Prior working experience with CostPoint Accounting system will be an added advantage
    • A self-starter who is able to work with minimum supervision

    Monitoring and Evaluation Specialist, Kenya Irrigation Project

    Project Description:

    Job Summary:

    The Monitoring and Evaluation (M&E) Specialist will be responsible for the development and oversight of all monitoring, evaluation and learning (MEL) activities for Kenya Irrigation Project. This will include developing and implementing a robust MEL system that meets the requirements of USDA and Land O’Lakes’ MEL policies. Specifically, the M&E Specialist will manage a team of field-based MEL coordinators to create quantitative and qualitative data collection tools and processes documented in a monitoring, evaluation and learning plan (MELP), train staff and partners in MEL system implementation, coordinate all data collection efforts, ensure data quality, process and analyze the data for donor reporting, adaptive management, and learning purposes, and provide oversight support to external evaluators. Additionally, the M&E Specialist will support the development and roll-out of a tablet-based data collection system that will assist in tracking indicators. The M&E Specialist will also take an active role in adaptive management through active participation in stakeholder, learning and work planning meetings. This individual will report to the Chief of Party with technical support from the headquarters Global MEL staff.

    Responsibilities:

    • Lead the development of the MELP and update as necessary throughout the life of the project;
    • Implement appropriate mechanisms for monitoring and tracking of program activities and results;
    • Train all project staff in project monitoring and learning;
    • Manage a tablet-based data collection platform, including training staff ensuring timely data entry.
    • Select and manage appropriate consultants for required evaluations and monitor these activities, including the following:
    • Review survey design and tools in consultation with Global MEL Team and/or appropriate consultant
    • Assist with selection of consultant with skills appropriate to conduct study,
    • Oversee quality control/monitor progress of the consultant’s work, and
    • Review and comment on content of evaluation reports.
    • Regularly review data collection processes, perform data quality assessments, and adjust as needed;
    • Undertake regular visits to the field to support implementation of MEL and to identify where adaptations and improvements might be needed;
    • Provide regular updates on project progress against key metrics to the Chief of Party for inclusion in donor reports, work planning and learning events
    • Lead the regular sharing and learning from the findings of M&E data with program staff and partners.
    • Assist project staff to use project data to report and disseminate evidence of project work to the wider community, USDA, Land O'Lakes, Host Government, and other external stakeholders.
    • Demonstrate the highest degree of integrity throughout all activities, and raise any concerns with implementation quality immediately with the Chief of Party
    • Utilize established sharepoint system to store key documents and share key project and country related information with other staff.
    • Other duties as requested.

    Required Skills and Qualifications:

    • Bachelor’s Degree; Master’s preferred
    • At least seven (7) to ten (10) years of increasingly senior roles designing and implementing MEL systems for agricultural programs, specific to the roles above
    • Experience managing a MEL system for US government-funded projects, experience on a USDA-funded projects preferred
    • Experience overseeing rigorous mixed methods evaluations for agricultural programs
    • Experience in implementing mobile or tablet-based data-collection systems for data entry, analysis and storage of quantitative data
    • Experience managing and training staff
    • Professional proficiency in English and Swahili required
    • Computer literacy and competency in use of Microsoft Office software
    • Competency in quantitative data analysis software (ex: SPSS or Stata)
    • Highly developed conceptual, analytical and innovative problem-solving ability
    • Ability to establish priorities and to plan, coordinate and monitor tasks
    • Good time management and willingness to work occasional long hours and travel to the field as required
    • Ability to independently and proactively work as a team member with minimum day-to-day oversight
    • Strong interpersonal skills, self-motivated and result-driven, with ability to effectively build and manage networks and relationships for program promotion and issue-resolution
