    Job Summary

    The Manager, Finance & Accounts will be responsible for:-

    • Overseeing the management of the department;
    • Management of cash flows including preparation, implementation and evaluation of daily, monthly and annual budgets;
    • Preparation of management financial statements for planning purposes (Ad-hoc reporting);
    • Supervision of banking and bank reconciliation;
    • Developing supplementary financial regulations and procedures to enhance internal controls established through Treasury regulations and procedures;
    • Monitoring and implementing the laid down expenditure controls so as to ensure that financial expenditure is planned, controlled and properly authorized;
    • Formulation and implementation of Internal Control Systems (ICS);
    • Collecting, analyzing and interpreting financial policies, data and statistics;
    • Coordinating budget preparation, consolidating and submitting as per the guidelines issued;
    • Managing the Board’s financial investment and assets;
    • Coordinating the preparation of all financial reconciliations;
    • Accounting for funds disbursed to the Board;
    • Managing the preparation and interpreting financial statements, management accounts and reports;
    • Ensuring Statutory and quarterly management reports are prepared and submitted as per the legal requirements;
    • Coordinating maintenance of an asset register;
    • Identification and management of departmental risks/opportunities and Business Continuity Management;
    • Coordinating implementation of departmental strategic objectives;
    • Ensuring compliance with Treasury regulations and procedures;
    • Authorizing payments and signing of cheques subject to set limits;
    • Management of staff performance within the department and
    • Mentoring and coaching the departmental staff.

    Job Specifications

    • Served in a comparable and relevant position for a minimum period of ten (10) years with at least three (3) years’ experience in a management position;
    • Certified Public Accountants K (CPA)/ACCA, CIFA or equivalent qualification;
    • Master’s degree in any of the following: Commerce, Accounting, Business Administration, Finance or their equivalent qualification from a recognized Institution;
    • Attended a senior management course from a recognized institution lasting not less than 4 weeks;
    • Knowledge and understanding of International Accounting Standards;
    • Member Institute of Certified Public Accountants of Kenya (ICPAK);
    • Effective communication and interpersonal skills;
    • Proficiency in the usage of recognized computer accounting software and common office applications; and
    • Fulfilled the requirements of Chapter Six of the Constitution.

    Job Summary:

    The Principal, Public Relations and Communications Officer will be responsible for:-

    • Initiating the development of corporate affairs and communication policies, strategies, procedures and systems;
    • Coordinating all corporate communications and related matters in the Board;
    • Coordinating the implementation of the Board’s corporate communications strategy;
    • Planning and conducting programs designed to create and maintain a positive corporate image;
    • Planning and directing the communication strategies and policies;
    • Coordinating the production of in-house publications and other communication materials;
    • Managing corporate communications and media relations as required;
    • Managing Corporate Social Responsibility Programmes;
    • Managing stakeholders relationships;
    • Coordinating stakeholder and service delivery surveys;
    • Coordinating complaints handling and resultant statutory reporting;
    • Coordinating implementation of Departmental deliverables in realization of the Board’s Strategic Plan and Performance Contract;
    • Managing Performance Management in the Department;
    • Coaching and mentoring departmental staff.

    Job Specifications

    For appointment to this grade, an officer must have:

    • Minimum of eight (8) years relevant work experience;
    • Bachelor’s Degree in any of the following:- Journalism, Mass Communications, Public Relations or other relevant social science from a recognized institution;
    • Masters Degree in any of the following:- Journalism, Mass Communications, Public Relations or other relevant social science from a recognized institution;
    • Management Course lasting not less than four (4) weeks from a recognized institution;
    • Good communication and interpersonal skills;
    • Proficiency in computer applications; and
    • Fulfilled the requirements of Chapter Six of the Constitution.

    Senior Assistant Office Administrator

    Job Summary

    The Senior Assistant Office Administrator will be responsible for:

    • Provision of secretarial services to staff;
    • Oversee the security of office records/classified materials, equipment and office machines;
    • Assist in organizing staff meetings, e-mailing notices of meetings to staff and giving out the agenda on time;
    • Maintain inventories of office equipment and supplies, monitor utilization of consumables and requisition of additional supplies;
    • Maintain records and information system and file tracking system on a daily basis in a secure and confidential manner;
    • Supervise office cleaning;
    • Assist in managing office protocol;
    • Prepare responses to routing correspondence;
    • Taking minutes in meetings;
    • Attending to visitors;
    • Coordinate schedules of meetings and appointments;
    • Any other relevant duties as may be assigned by management from time to time.

    Job Specification

    For appointment to this grade, an office must have:-

    • Three (3) years work experience;
    • Diploma in Secretarial studies, Business Education Single and Group Certificates (BES & GC) Stages I, II and III from the Kenya National Examinations Council or any other recognized Institution;
    • Training in Secretarial services or Business Communication;
    • Certificate in computer application skills from a recognized institution;
    • Good communication and interpersonal skills; and
    • Fulfil the requirements of Chapter Six of the Constitution.
