    National Project Officer- NOA (DC)

    Description of Duties

    • Support effective implementation of the Social Protection component of the project under the guidance of the Project Manager, Social Protection and Enterprise Promotion, which includes the planning, development and delivery of social protection activities under the project, building on ILO’s existing portfolio of social protection activities.
    • Promote the standards, approaches and tools of the ILO when it comes to universal social protection for a range of social security branches and contingencies, including health, sickness, maternity, disability and other short-term benefits, with a systematic gender-sensitive approach.
    • Liaise and build capacity of the ILO tripartite partners and other project stakeholders for delivery of results as per the project documents in collaboration with CO Dar-es-Salaam, the Decent Work Team in Pretoria and SOCPRO. 
    • Effectively liaise and build a trust relationship with partner institutions in charge of social protection, in particular the National Social Protection Secretariat, the National Health Insurance Fund, the National Social Security Fund, and other relevant institutions.
    • Support the effective planning, delivery and adjustment (as required) of the project budget allocated to social protection in line with ILO guidelines and procedures.
    • Support coordination with other UN and non-UN agencies involved in social protection in Kenya, in collaboration with the other projects working on different aspects of social protection and different target groups.
    • Liaise in a timely manner with other relevant ILO projects and the DW Technical Team covering the country to maximize synergy that may exist with other ILO core priorities and ensure the project is in line with the outcomes established under the P&B, the DWCPs, and ensure smooth collaboration with the Social Protection Global Technical Team of the ILO.
    • Support efforts to strengthen relationships to cooperate and coordinate with government ministries, employers' and workers' organizations, non-governmental organizations, organizations of informal economy workers and entrepreneurs and other vulnerable populations, other development partners in the planning and implementation of programme activities.

    Required qualifications

    Education

    • First level university degree in economics, social/health sciences, development or other relevant discipline/field.  

    Experience

    • At least two years of professional experience in the area of social policy at the national level. A good knowledge of the national social protection system and experience working with social protection institutions, especially in the areas of health, maternity, disability and other short-term benefits would be a strong asset.
    • Familiarity with ILO policies, technical programmes and procedures, including experience working with officials of ministries of labour, employer and worker organizations would be considered a plus.

    Languages

    • Excellent command of English. Working knowledge of an official national language of the duty station.

    Competencies

    • Knowledge of the programming cycle (planning, monitoring, reporting and evaluation).
    • Political awareness and understanding of socio-economic factors.
    • Knowledge of the substantive nature of social protection.
    • Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.

    Technical Officer - Social Protection and Enterprise Promotion P2 (DC)

    Description of Duties

    • Support the Project Manager and the National Project Coordinators in effective coordination and planning, implementation, monitoring and evaluation of the project, in conformity with ILO and PRM policies and project strategies, and in accordance with ILO programming guidelines and the country’s Decent Work Programme, and administrative and financial procedures. 
    • Assist in conducting a gender-sensitive market systems analysis for refugee livelihoods promotion as well as assessments of policy frameworks that govern refugees’ access to work permits, sim cards and social protection schemes, and use results to design a detailed strategy to promote decent livelihoods and identify opportunities and constraints to extend social protection of refugees and host communities in sectors and value chains with potential for inclusive growth and job creation. 
    • Contribute to the development of a comprehensive monitoring system for the project, including the design of a theory of change, and support the project team in conducting a baseline assessment as well as regular monitoring visits as needed to collect data on progress and results of project activities. This includes ensuring that monitoring efforts contribute to the generation of evidence on social protection coverage of refugee populations to feed the world social protection database and the Global Refugee Forum monitoring thereof. 
    • Assist the Project Manager in drafting regular progress reports and fulfilling overall reporting in line with PRM requirements, as well as drafting and implementation of communication and visibility strategies. 
    • Support the organization of seminars, trainings and capacity building measures for various project partners and constituents on entrepreneurship promotion, market systems development and universal social protection systems, as well as trainings to build skills and capacities of refugees and vulnerable host communities as well as their awareness on social protection rights and entitlements. 
    • Support the identification of synergies with other projects on social protection and enterprise promotion in Kenya to leverage opportunities at the macro-, meso-, and micro-level.
    • Conduct any other tasks and duties as requested by the Project Manager, Social Protection and Enterprise Promotion.

    Required qualifications

    Education

    • First-level university degree in economics, development studies, social sciences, public health or any other relevant field.

    Experience

    • At least three years of relevant experience in the formulation, implementation, evaluation or backstopping of project activities
    • Experience with either social protection or market systems/value chain development would be an asset.
    • Field experience and / or experience supporting project in the fields of either social policies or private sector development would be an advantage

    Languages

    • Excellent command of written and spoken English.

    Competencies

    • Ability to conceptualise, plan, coordinate and conduct straightforward research work, discussion papers, reports.
    • Strong written and verbal communication skills, including the ability to write reports 
    • Good analytical skills, and ability to conceptualise, plan, coordinate and conduct activities consistent with the project's objectives.
    • Ability to carry out assignments in accordance with instructions and guidelines and ability to work on own initiative
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

    Consultancy: Development of an Online Learning Management System for National Industrial Training Authority (NITA)

    Objectives of the LMS

    The Learning Management System (LMS) aims to drive NITA towards having an efficient and effective platform for disseminating learning and information to trainees and other stakeholders. This will lead to better, timelier, and accurate data for decision-making. The specific objectives are:

    • To maximize the use of all available information
    • To use resources efficiently and effectively
    • To cut down costs which is associated with traditional classroom training methods
    • To track and monitor a trainee’s progress at any time.
    • To produce comprehensive statistical information on training so as to facilitate decision-planning
    • To reduce learning time and make learning more enjoyable and friendly for the trainees
    • To promote blended and flexible approach to skills training
    • To have content and information on a Learning Management System that can be easily upgraded
    • To leverage technological mechanisms for training, analysis, and dissemination of information
    • To centralize harmonized learning materials

    Justification for an LMS for NITA

    National Industrial Training Authority under Section 3A of the Industrial Training Act No. 12 of 2012 is mandated in:

    • Undertaking Industrial training;
    • Assessing and collecting industrial training levy and fees;
    • Regulating trainers registered under section 7C of the Act
    • Developing industrial training curricula;
    • Integrating labour market information into skills development;
    • Harmonizing curricula and certificates of competence;
    • Assessing industrial training, testing occupational skills and awarding certificates including Government trade test certificates and National skills certificate;
    • Equating certificates;
    • Accrediting institutions engaged in skills training for industry;

    In order to reach a wide range of NITA stakeholders, there is need to have an LMS where digital content can be uploaded for the trainees and Industrial Training Officers (ITOs). The LMS will serve as focal point for online learning.

    Scope of the Consultancy

    • The purpose of the consultancy is to design, develop and implement a comprehensive computerized and online Learning Management System for NITA which is cost effective, user friendly and functional and which responds to the needs for improved data management. The objective is to reach various NITA trainees and other stakeholders so that they can acquire the right skills, at the right time and in the right format to enable effective decision making and planning.

    The specific scope of this Consultancy include:

    • Design, develop, deploy and commission a Learning Management System at NITA as per the tabulated features in section 6.
    • Provide capacity building to key stakeholders in the operation and administration of Learning Management System. See appendix 1.
    • Develop technical specifications for any additional ICT infrastructure (the hardware equipment and networks) required to operate the LMS program applications and database. The needed hardware and software licenses will be procured separately, as necessary. Although the hardware will be purchased under another specific tender, the consultant is responsible for providing the technical specifications, configuration and installation of all hardware/equipment.
    • Test and roll out the LMS including migrating information from any existing data base
    • Integrate the LMS with NITA ERP system.
    • Upload digitized content at least two trade area.
    • Provide technical support for 2 years after deployment of the LMS. The consulting firm should describe the support mechanism to be used.

    Qualifications and Experience of Lead Consultant

    • Degree in either MIS, ICT, IT, Computer Science, Software Engineering
    • Relevant Certification in a relevant field (e.g Linux Administration, MySQL, Instructional design) will be an added advantage
    • At least 8 years of progressive experience in the area of business analysis, (digital) learning solutions, training delivery. A mixed profile with business analysis, project management is strongly preferred.
    • Understanding of the CBET approach
    • Expert understanding of the Kenyan digital ecosystem and learning solutions from system analysis, technical implementation, review, scaling and capacity building.
    • Excellent technical understanding of digital technologies development of Learning Management Systems and digitization of learning solutions through web platforms.
    • A good understanding of SDLC, Applications, APIs, Databases and software, including data management tools programming languages and technology trends in digital learning environment is required.
    • Monitoring and evaluation experience. Being able to gather, retrieve, explore and analyse data for reporting and data visualisation purposes
