    Deployment Manager

    Responsibilities

    • Deployment Management
    • Continually innovate the deployment process and all related guidelines, policies, and procedures.
    • Ensure that all deployments are appropriately documented in the Deployment Management System, and that the assigned Technical Focal Point and deployable staff member are thoroughly informed of all necessary information to support a successful deployment.
    • Support travel bookings & provide visa guidance & support for deploying staff.
    • Carry out follow-up and completion of post-deployment processes (performance management, debriefings)
    • Serve as primary point of contact for ERT and GST members on deployment and related administrative tasks.
    • Report on deployment statistics and provide regular status updates on staff location and availability.
    • Financial
    • Secure correct codes for deployments from requesting Country Programs and IRC departments.
    • Submit monthly ERT salary re-coding. 
    • Review monthly GST timesheet submissions.
    • Check transactions for proper coding of salaries and other deployment-related costs.
    • Roster Management 
    • In collaboration with the Response Management team & People and Culture, keep the talent profile of roster members closely matched to the changing needs of the EmU and Crisis Response, Recovery & Development (CRRD) 
    • Promote EmU and the IRC as an employer of choice. 
    • Maintain rigorous communication outreach to all members of the IRC’s GST to assure a sense of inclusion and team, and so as to increase engagement with the IRC roster system.
    • Collaborate with GST People & Culture to ensure GST members have regular access to training opportunities. 
    • Build and maintain positive relationships with deployable staff and technical focal points. 
    • Ensure that all applicable policies outlined in the Deployment Terms and Conditions, ERT and GST manuals, and IRC Travel Policy are adhered to by deployable staff, technical focal points, and IRC technical units and country programs.
    • Administration
    • Support in organizing the onboarding and orientation of EmU and Global Surge Team staff.
    • Ensure all deployable staff receive timely updates and necessary trainings on changes to IRC policies, systems, or procedures.
    • Support the facilitation of trainings to deployable staff and technical focal points on new guidance or changes to systems, procedures, and/or policies.
    • Communicate deployment data to GST People & Culture to ensure accurate benefit tracking.
    • Contribute to policy revisions and procedural updates. 
    • Provide support to field teams with INTEGRA, the IRCs ERP platform.
    • Process vendor invoices, travel reimbursements, contract payments, and wire transfers for emergency unit operations. 
    • Perform administrative tasks related to staff recruitment.  
    • As needed, assist in planning EmU conferences.
    • When requested, assist with scheduling meetings for SMT and EmU weekly calls.

    Requirements

    • University degree, or at least three years’ comparable experience working in a fast-paced customer service capacity; previous experience managing rosters or emergency team deployment systems an advantage.
    • Proven attention to detail, and proactivity to address issues and concerns. 
    • Excellent customer service and relationship building skills. 
    • Experience with data visualization tools and dashboards such as Airtable and PowerBI an advantage. 
    • Fluency in all standard PC office software such as Word, Outlook, Excel.
    • Excellent interpersonal and oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment, within and across departments/functions and develop positive relationships with local and remote staff.
    • Excellent oral and written communications skills (English) required; multi-lingual skills advantageous – with priority placed on French, Spanish and Arabic

    Monitoring Evaluation Accountability and Learning Global Practice Lead

    Major Responsibilities 

    • Define the Gold Standard for What and How We Measure
    • Lead the MEAL Technical working group, with representatives from the Technical Units, to identify cross-cutting issues, develop needed guidance, and encourage consistency and coherence in MEAL mechanisms and practices across Technical Units
    • Support technical staff in identifying and developing key indicators that demonstrate program outcomes at client, community, and systemic levels
    • Provide technical oversight to the Core Indicator List and global data analysis efforts (e.g. Annual Statistics), ensuring adherence to strong technical standards for indicators, methodologies, and analysis
    • Work with the Deputy Director, MEAL to update minimum and comprehensive MEAL standards, competency frameworks, and good practices in MEAL documents 
    • Provide leadership and coordination from the programmatic side on the design of indicators, tools, and methodologies, and where relevant, support these tools to be translated to technology solutions at the organizational level, specifically Data Toolkits and PID. This includes supporting the unit and other teams to prioritize efforts effectively and identify when certain guidance, tools, or frameworks will be retired.
    • Assess and develop strategy for strengthening CRRD’s approach to program evaluation, bringing innovative approaches to incorporating evaluation and learning processes into program design and implementation
    • Support the IRC’s strategic ambition of Client-Centered Programming by ensuring client voices are central to program design and delivery through the fostering of client data use in decision-making and providing oversight of mainstreaming client responsiveness activities.
    • Strengthen Capacity to Deliver MEAL Technical Excellence
    • Coordinate efforts across technical units, including but not limited to: developing and testing new methodologies for learning, setting performance goals and tracking progress; technical support on MEAL activities and engaging the team in global initiatives and consultations.
    • Coordinate with the TDs/TU MEAL Leads to prioritize Global Practice Areas (or Interventions) for improved global and country-level MEAL practice.
    • Refresh and maintain the MEAL Community of Practice and other communication channels to ensure pro-active and inclusive learning, development, innovation, and sharing of best practice
    • In partnership with the Deputy Director, provide support across teams for the transfer of global standards into reality at regional and country levels
    • Collaborate with the TU MEAL Leads to develop strategies and processes that support technical staff in strengthening their fluency in using various forms of data, both quantitative and qualitative, to identify trends and derive insights that drive program improvements
    • Develop and deliver trainings/workshops to drive the uptake of MEAL resources, optimize MEAL processes and increase MEAL knowledge and skills among CRRD staff
    • Follow developments in MEAL globally in and outside the IRC, including new methodologies and approaches, and support their integration into IRC’s strategy and practice
    • Drive a Culture of Continuous Learning
    • Collaborate with the Senior Director, MEAL to cultivate a culture of learning and inquiry among CRRD staff that embraces failures as learning opportunities and leads to deeper outcomes for more clients 
    • Provide guidance to TUs and Regional Measurement Teams on setting, maintaining, and updating robust learning agendas with a focus on (a) improvements to practice (b) program outcomes and (c) elements of effective systems change
    • Identify recurring or cross-cutting learning questions and themes from specific programs or projects, and elevate them for cross-program sharing and discussion
    • Collaborate with the TU MEAL Leads to advise technical staff in practicing adaptive management
    • Coordinate with Technical Unit MEAL Leads and Regional Measurement Teams to lift-up program learning for cross-sharing and incorporation into global best practice
    • Business Development and External Influence
    • Responsible for identification, development, and maintenance of strategic relationships and global partnerships with relevant stakeholders (e.g. donors, UN agencies, NGOs, research and educational institutions, private sector actors) related to MEAL
    • In partnership with the Deputy Director, develop and maintain a coherent approach to MEAL planning and budgeting for high impact strategic grants
    • Represent IRC in external forums as relevant

    Desired Experience and Skills 

    • Proven experience of successful development and tracking of key metrics for measuring the impact of humanitarian or development programming
    • Fluency in a range of analysis skills for understanding strengths and weaknesses in program implementation as well as outcomes at multiple levels, including an understanding of what (e.g., in terms of measures, data analysis, visualizations, statistical methods and tools etc.) is usable and useful in practical settings
    • Experience in designing, collecting, analyzing, and interpreting qualitative data. Proficiency in synthesizing findings into actionable insights and communicating results to diverse stakeholders
    • Experience designing and implementing evaluations and using findings to inform program design, decision-making, and organizational learning
    • Adeptness at going beyond the numbers, translating large amounts of complex data and trends into learnings that have the power to shape and influence design and strategic decision-making
    • Proven experience of operating in a complex organization, across functions and projects, on own initiative and collaboratively as part of diverse teams, including project management experience.
    • Strong understanding of the humanitarian and/or development fields, with experience in winning proposal development and strengthening donor relationships
    • Experience of managing teams, with excellent management and leadership skills including coaching, mentoring, and performance management.
    • Experience facilitating knowledge transfer and capacity sharing through communities of practice or similar
    • Demonstrated experience and ability to identify gaps and deliver solutions/improvements
    • Strong computer skills: proficiency with MS Office, web conferencing, MS Project, and analytic tools such as MS PowerBI.
    • Fluency in English required; Arabic, French and/or Spanish also strongly preferred.
    • Ability to travel globally up to 25% of the time, occasionally on short notice.

    Education: 

    • Sound training or equivalent combination of education and work experience on the use of data for programmatic decisions and rigorous analytic skills are required.

    Sexual and Reproductive Health in Emergencies (SRHiE) Specialist

    Major responsibilities:

    • Support the Institutionalization of the SRHiE (MISP) at all levels of IRC’s emergency response architecture (30%)
    • Engage in internal advocacy and capacity strengthening on the MISP at all levels, proactively identifying and resolving gaps in IRC’s preparedness and response systems, tools and resources 
    • Support standardization of SRHiE M&E systems/practices, including reviewing needs assessments, emergency response plans and proposals from country programs to ensure MISP standards are met in all emergency health responses
    • Coordinate and maintain SRHiE response resources including but not limited to STEP, emergency rapid needs assessment tools, technical tools and libraries/dashboards with ERT support. 
    • Support SRH analysis across emergencies, including trend analyses across health programs in delivery, and as requested for regional and country programs engaged with emergency response and preparedness activities.
    • Technical Assistance to IRC SRHiE (MISP) Responses (20%)
    • As required, make extended TA visits to support the implementation of the MISP as part of emergency health programming start-up in complex or large-scale emergencies (20% of time and maximum 6 weeks for single visit). This is inclusive of, but not limited to, responsibilities such as:
    • Rapid needs assessments, evaluation/learning efforts, or other accountability support functions;
    • Provide technical support for SRHiE programming, including identifying capacity gaps in technical aspects and determining strategies/modalities to address them.;
    • Ensure program quality, accountability and consistency in MISP programming led by IRC’s local and national partners by providing remote and occasionally in person technical assistance, training and socializing systems and tools.
    • Support the identification of strategic SRHiE partnerships with NGOs and government entities as part of emergency preparedness efforts. 
    • Champion a culture of effective and respective partnerships across the Emergency Health team. Promote partner-led programming in line with IRC’s “why not partner?” approach. 
    • Following an emergency response, work with Country Programs to evaluate the MISP response, collect lessons learned, and support subsequent preparedness actions to address identified gaps.
    • Advise and train IRC and/or IRC partners on MISP tools and resources for emergency preparedness, early action and response, as needed.
    • Support Global Efforts for Advocacy and Accountability for the MISP in all Emergencies (40%)
    • Support the design, launch and implementation of IRC’s new Center of Excellence for SRHiE
    • Support the development and dissemination of IRC’s SRHiE field experiences, lessons learned, and practical global learning on MISP implementation 
    • Work with members of the Health Unit and EmU to develop a global MISP monitoring platform to raise real-time awareness among key global and national stakeholders about key gaps in MISP implementation in order to better direct resources to the places most in need. 
    • Conduct strategic advocacy to donors, partners, multi-laterals and other humanitarian stakeholders to promote improved commitment to and increased resources for the MISP in every emergency and help ensure no crisis is left behind.  
    • Maintain strategic relationships with and contribute to initiatives led by key humanitarian stakeholders for SRHiE, including the Interagency Working Group for Reproductive Health in Crises, the SRH Task team within the Global Health Cluster, etc.
    • Business Development and Grant Management (10%)
    • Lead or contribute to the development, review and submission of strategic proposals and concept notes around IRC’s innovative programming related to health in emergencies, aligned with the Emergency Unit SAP, Emergency Health strategy and other identified strategic priorities.
    • Provide support to emergency health response and preparedness awards, inclusive of awards focused on subawards to partners (maximum 1 per year).
    • Team Culture
    • Build and maintain strong working relationships with EmU, TechEx and Regional colleagues and continually promote a culture of partnership and collaboration
    • Cultivate and maintain a positive, collaborative, safe and protective work environment, while additionally setting an example of ‘One IRC’-way of working within the team, EmU and the wider organization
    • Contribute to efforts across EmU to promote gender equality, diversity and more inclusive practice across our programming and our ways of working

    • Other contacts:  Close working relationships with all sectors in the EmU Quality in Emergencies (QiE) team, across EmU and the Health Unit, (including SRHR technical team members, advocacy colleagues, regionally aligned Health Unit TAs assigned to specific countries,) notably ERT/EST Health Coordinators, as well as the Preparedness, Response Management, and Deployment teams, and regional leadership and Country Program focal points. 

    Job requirements: 

    • Education: Master of Public Health, or equivalent, with background in SRHR; A medical/nursing/midwifery degree is a strong plus
    • Work Experience: Approximately 7+ years of progressive public health related international field experience in SRH in low income countries and humanitarian settings, including experience implementing the MISP. Experience in SRHR program implementation, monitoring & evaluation, and learning management, technical tools development, data analysis and advocacy is required. 
    • Field Experience: 4-5 years of field experience preferred, including at least 2 years implementing SRH programs in humanitarian settings

    Demonstrated Skills and Competencies:

    • Demonstrated expertise in SRHR programming, planning and implementation.
    • Strong track record of support values clarification and attitudes transformation around SRHR, especially for contraception and abortion care. 
    • Effectiveness in bridging conceptual frameworks and practical guidance, ability to turn concepts and strategy into measurable and relevant action.
    • Strong interpersonal skills and ability to facilitate effective collaboration within the organization externally with local partners.
    • Excellent capability to represent the IRC in forums in emergency settings and excellent communication skills including the ability to deliver presentations to professional, lay and donor audiences;
    • Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports; 
    • Effective people and program management skills in acute emergency contexts: the ability to train, lead and manage staff productively under stressful circumstances;
    • Ability to work with multi-cultural and multi-disciplinary teams and proven ability to develop positive relationships with global, local and remote team members, while providing and coordinating context-appropriate technical assistance. 
    • Proven ability to deliver results under pressure and in a timely manner. 
    • Strong track record as a capable trainer and facilitator, able to effectively transfer technical knowledge and skills 
    • Demonstrated success in working with donors, partners, project design, and business proposal development.
