Main Purpose of the role:
Options Consultancy seeks a Health Systems Strengthening (HSS) Advisor to work closely with the Project Lead to embed sustainability mechanisms for stronger county health systems in the project.
Responsibilities:
The position has a combined technical and managerial role. She/he will oversee the implementation of HSS activities across all 4 project counties while capacity building the HSS officers based in the regions. She/he will work with the County Management Health Teams (CMHT’s), and other counterparts and partners at county level while maintaining National MOH level linkages to entrench sustainability measures and coordinate the county performance reviews, planning and budgeting.
The Health Systems Strengthening Advisor will perform the following tasks:
Technical Leadership and Advisory Services
Provide Technical Leadership and Advisory Services on Health Systems Strengthening.
In close liaison with county HSS officers, support the County Health Management Teams (CHMTs) to strengthen capacity and systems for efficient delivery of essential health services, including planning and budgeting and implementation of the MTEF Cycle.

Options Consultancy Services seeks an Advocacy Advisor based in Nairobi to contribute and work within a dynamic five (5) year UKAID funded programme titled Delivering Sustainable and Equitable Increases in Family Planning in Kenya (DESIP)
Responsibilities:
The DESIP programme aims to ensure greater and more equitable access and uptake of family planning services in 19 priority counties through sustainable involvement of the private and public sector
The Advocacy Advisor will perform the following tasks:
Oversee and give direction to the implementation of the advocacy and evidence strategy by County based partners and other DESIP consortium partners, CSOs, in a way that effectively merges evidence, accountability and advocacy interventions for Family Planning by ensuring more sustainable involvement of the private and public sector.
Oversee and quality assure processes as performed under Options’ led programme indicators, and make sure interventions are sustained beyond the life of the programme.
Support the mapping and capacity building of CSOs for effective engagement in county level advocacy to enhance FP uptake. In liaison with the team, prioritise areas for capacity strengthening working together with DESIP implementing partners to implement identified gaps and ensure continuity of advocacy efforts.

Person specification:
To succeed in this role, you will have:
At least 10 years’ experience of working on large international development programmes in the area of accountability, governance and advocacy in the health sector
Experience with the development of accountability and advocacy strategies, and in having a leading role in the implementation of these strategies
Experience of working in complex political environments, and a sound knowledge of the Kenyan context in terms of MNCH and FP data generation, and use of MNCH/FP data for advocacy and planning processes
Excellent verbal and written communication skills, including reporting concisely in a range of formats (reports, briefings, etc)

Main Purpose of the role:
Options Consultancy Services seeks a Technical Officer to work within the Evidence for Action-MamaYe programme in Bungoma County in Kenya. The post holder will provide programmatic and monitoring and evaluation (M&E) support for the successful delivery of the programme.
Evidence for Action–MamaYe (E4A–MamaYe) is a programme managed by Options Consultancy Services and funded by the Bill and Melinda Gates Foundation (the foundation) to improve reproductive, maternal, new born, child and adolescent health (RMNCAH) outcomes through a combined focus on evidence, advocacy and accountability in several sub-Saharan African countries.
In Kenya, we support coalitions, maternal and perinatal death surveillance and response (MPDSR) committees, County Monitoring and Evaluation Technical Working Groups, Mid-Term Expenditure Framework (MTEFs) Technical Working Groups to have the capacity to advocate for progress on for reproductive, maternal, new born, child and adolescent health (RMNCAH) nationally and through focused work in Bungoma and Nairobi counties. The focus of the current investment from the foundation is to build the sustainability of our approaches so that coalitions are empowered with the knowledge and tools to operate independently, and are supported to identify priorities and to develop strategies to achieve them.
The role is intended to provide support to the Bungoma County Advisor programmatically and administratively. S/he will work closely with the Bungoma County Advisor reporting to them. The role will be based at Options’ office in Bungoma.
The Technical Officer will provide support in civil society organisation (CSO) capacity building initiatives, monitoring and documentation of E4A Bungoma activities, help in keeping track of milestones and deliverables, help gather supporting evidence and documenting learnings.
