    Community Based Surveillance Data Officer

    Job Summary

    Reporting technically to the Data Manager and administratively to the CP3 project coordinator, the CBS Data Officer will be responsible for overall data updates and management of data by managing and maintaining the overall databases that tracks the CP3 Project CBS data to include timely actions and response of the CBS alerts. S/He will be responsible for maintaining technical quality of the CBS data.

    S/he will be training and building capacity within the NS and with partners as relevant and overseeing the data management and timely actions to CBS alerts raised by volunteers and community.

    SCOPE OF THE ROLE:

    As both demand and scale of CBS increases, NSs implementing the CP3 project are applying a standardized methodology of CBS and developing a ‘CBS Hub’ at their HQ levels in order to support the implementation in the field in both preparedness and emergency response programs.

    The CBS Data Officer position has a key role in:

    1. Maintaining technical quality of the CBS program
    2. Training and building capacity within the NS and with partners as relevant, and
    3. Overseeing the data management processes and timely actions in response to CBS alerts raised by volunteers and communities.

    KEY RESPONSIBILITIES:

    The CBS Officer is responsible for the following tasks:

    1. Supervise the implementation of CBS in the CP3 program, with close monitoring for quality control in the field.
    2. Support the CBS Field Officers and Branch CBS Supervisors to work as a team, support them to manage CBS alerts and to coordinate with authorities for investigation and response.
    3. Manage the CBS database in the central ‘CBS Hub’ – ensure the database is maintained up-to-date, investigation, response and outcomes are followed-up and documented.
    4. Analyze CBS data on a daily and weekly basis to take action on critical alerts and summaries the alerts and zero report performance.
    5. Prepare data visualization dashboards, reports, presentations, and support in publications for sharing the CBS data results with the field teams and with external partners. Contribute to evaluation studies.
    6. Contribute to work plans, budgets and reports for the implementation of CBS activities.
    7. Ensure that NS CBS guidelines, protocols, training materials and monitoring systems are revised and up to date.
    8. Support CBS Master trainings in-country and coordinate and oversee cascade field trainings.
    9. Support expansion of CBS and provide technical support and guidance on CBS to other programs and emergency response operations to ensure that all CBS implementations apply the standardised CBS methods and data is managed in the central ‘CBS Hub’ database.
    10. Actively collaborate with Ministry of Health, Ministry of Agriculture and Livestock and partners in TWGs and CBS-related forums on a regular basis, maintain positive professional relationships and represent the NS with high technical standard of CBS.
    11. Collaborate with NS Branch management, County officials, volunteers, and stakeholders in support of improved epidemic preparedness and response in communities.
    12. Coordinate and link CBS with other CP3 program aspects, for instance data readiness.
    13. Coordinate and link CBS with other NS departments such as WASH, HNSS, DM for disease response programs where CBS is relevant, such as cholera control or emergencies, immunization program, disaster response operations etc.

    DESIRED COMPETENCIES AND SKILLS:

    1. Demonstrated knowledge and professional skills on the public health aspects of infectious disease control, specifically understanding of surveillance / epidemiological systems and data.
    2. Excellent computer skills. (e.g. Microsoft Outlook, Word, Excel, Adobe Acrobat).
    3. Excellent verbal and written communication skills (in both English and Kiswahili), strong presentation, and public speaking skills.
    4. Ability to develop data collection tools in electronic platform and proficiency in data analysis using the statistical tools (R, Stata)
    5. Strong operational management ability: a clear focus on quality, precision, and attention to detail
    6. Competence with Excel and PowerPoint to prepare graphs and presentations.
    7. A team-oriented and collaborative approach; flexible and responsive when working with other departments and teams.
    8. Willingness to travel between HQ and the field program locations.
    9. Able to work with your own initiative and solve problems.
    10. Ability to maintain high standards of personal integrity, establish straightforward, productive relationships; treat staff with fairness and respect, demonstrate sensitivity for ethnic, cultural and gender difference.

    EDUCATION AND EXPERIENCE:

    1. Bachelor’s Degree in public health, epidemiology, social science, nursing, veterinary science, or any relevant degree.
    2. Post Graduate qualification in Public Health, Epidemiology, Health information Management systems or public management of communicable diseases will be an added advantage
    3. At least 3 year experience working in public health programs in the development or humanitarian sector
    4. Experience with community-based surveillance, public health surveillance, IDSR, or epidemic response operations.
    5. Familiarity with diseases of epidemic potential, and One Health principles
    6. Knowledge of the National health and surveillance systems
    7. Experience participating in forums with Ministry officials and partners, as a representative of the organization
    8. Experience conducting trainings and workshops
    9. Experience with geospatial mapping or use of epidemiological or health information system data
    10. Experience supporting a team of staff, especially by distance in field positions
    11. Experience working with Red Cross or other development organization, especially with a community focus

    Pharmaceutical Technologist (3 Position)

    Overall Purpose

    The pharmaceutical Technologist will be working under the guidance and supervision of the Pharmacy in Charge and will be directly responsible for the running of the hospital/health post dispensing pharmacy.                                                                                                   
    Duties and Responsibilities

    1. Monitoring and supervising the hospital/health posts dispensing pharmacy staff to ensure all pharmaceutical ethical protocols are observed.
    2. Prepare and submit regular inventory reports and requisition orders in time.
    3. Monitoring drug consumption rate and keeping accurate records of the same.
    4. Carry out regular pharmacy quality audits in all dispensing units.
    5. Advise the logistics Manager of procurement-specific issues or improvements.
    6. Provide on-time, standard monthly reports to pharmacy in charge.
    7. Review prescriptions to assure accuracy, to ascertain the needed ingredients and to evaluate their suitability.
    8. Provide information and advice regarding drug interactions, side effects, dosage and proper medication storage.
    9. Analyze prescribing trends to monitor patient compliance and to prevent excessive usage or harmful interactions
    10. Maintain records such as pharmacy files, patient files inventories, control records and registries of poisons, narcotics and controlled drugs.
    11. Collaborate with other health care professionals to plan, monitor review and evaluate the quality and effectiveness of drugs and drug regiments, providing advice on drug applications and characteristics.
    12. Compound and dispense medications as prescribed by clinicians by calculating, weighing, measuring and mixing ingredients.
    13. Offer health promotion and prevention activities, for example training people to use devices such as blood pressure or diabetes monitors.
    14. Plan, Implement and maintain procedures for mixing, packaging and labelling pharmaceuticals, according to policy and legal requirements to ensure quality, security and proper disposal.

    Minimum Qualifications

    1. Diploma in pharmacy. Degree in pharmacy is an added advantage
    2. Member of Pharmacy Society of Kenya and valid practicing license form PSK
    3. Registered with Pharmacy and Poisons Board
    4. 2 years work experience and at least 1 year working in a Refugee Operations set up.

    Regional Program Coordinator

    JOB SUMMARY:

    The Regional Programme Coordinator (RPC) will be responsible for managing and coordinating the Global fund grant implementation in the region. The RPC is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations across the assigned counties and adherence to donor and KRCS policies and procedures. S/He will spearhead the implementation of strategic capacity enhancement for the Sub recipients’ performance to ensure effective utilization of physical, financial and human resources. The position will be technical reporting to relevant technical managers and administrative reporting to Regional Manager.

    KEY RESPONSIBILITIES:

    1. Provide general support, guidance, and serves as focal point during program planning, grant implementation, and reporting.
    2. Support development, implementation and review of the Sub recipient’s budgets and other contractual documents and ensure timely disbursements of funds to sub-recipients
    3. Ensure realization of verifiable and full reporting for all contract deliverables and the project realizes full contract compliance at SR Level
    4. Monitoring target achievement vs budget absorption and report
    5. Support RGO in ensuring proper management and accountability of funds in line with financial and budgetary policies and procedures of GF in the region and assigned Sub recipients
    6. Provide leadership in ensuring Programme Quality and alignment to National Policies, Guidelines and strategies in the Region
    7. Support proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling-up in different community settings within the region
    8. Ensure proper asset management and asset maintenance at the region
    9. Maintain, Update and develop risk mitigation measures for the regional risk register
    10. Crosswalk budget and work plan to ensure timely implementation and prudent use of resources
    11. Manage work to time and budget to ensure that log frame milestones and annual expenditure are achieved, while ensuring value for money
    12. Setting capacity building priority and respond to SR technical support needs and provide mentorship and capacity building for those who require remedial actions
    13. Coordinate the design, development, implementation and evaluation of capacity building plans aimed at strengthening SRs and Networks with capacity to manage GF Grant
    14. Facilitate documentation and program visibility at county level
    15. Provide strategic leadership and direction to GF staff in the Region and assigned sub recipients in project management to ensure efficient and effective program delivery
    16. Maintain strong relationship with all key stakeholders in the region and provide the link between the GF program, the Region Management and relevant stakeholders
    17. Represent the organization at the regional level and manage the visit of donors’ representatives, KRCS teams/visitors and other partners and stakeholders in the region.

     
    EDUCATION AND EXPERIENCE:

    1. Masters Degree or equivalent, preferably in Public Health, Community Development and Social work, Environmental Health or related fields.
    2. Minimum 3 years of professional experience in management and coordination of multi-disciplinary teams
    3. At least 5 years of specific experience in managing, leading, monitoring and/or evaluating regional or local health and/or HIV programme initiatives.
    4. Previous working experience as a Program Coordinator for at least 2 year(s) is essential.
    5. Excellent communication and representative skills (written, oral, cross-cultural)
    6. Ability to multitask and deal with stressful situations.
    7. Ability to adapt the working environment and work in a team setting.
    8. Ability to maintain high standards of personal integrity; establishing productive relationships; treating individuals with fairness and respect.
    9. Demonstrated strong database management and problem-solving skills.
