    Disaster Risk Management Advisor-DRC

    DUTIES & RESPONSIBILITIES

    • Advise on and provide technical support to the development and implementation of DRC supported disaster risk management initiatives in Kenya
    • Contribute to fundraising and resource mobilization for disaster risk management initiatives in line with the DRC country strategy and KRCS strategic plan
    • Be focal person at the DRC Kenya country office providing the overall support to community resilience building and continuity in crisis programmes, including DRC related grant management and oversight.
    • Support, liaise and collaborate closely with the KRCS programme focal persons to ensure that programmes/operations are well planned, coordinated and implemented in a timely and accurate manner, and as per the technical specifications agreed between DRC and KRCS and in accordance with the back donor requirements. 
    • Conduct joint monitoring visits with KRCS and implementing partners to the project implementation sites to assess the quality of implementation and gather feedback from beneficiaries and stakeholders for continuous programme delivery improvements. 
    • Liaise and closely work with the DRC Country Finance Officer to monitor the programme resource allocation from DRC against the resource utilization at the implementers (KRCS) level and advise the Country Manager for relevant and timely action. 
    • For back donor reporting, coordinate and consolidate the information and reports from KRCS and other implementing partners and prepare annual project progress reports as per DRC reporting requirements. 
    • Monitor closely and provide relevant technical support to the KRCS Programme focal persons to ensure full compliance with the relevant programmes donor requirements as they relate to the programme and budget management and implementation.
    • In Close collaboration with KRCS facilitate potential monitoring visits and/or field audits by the back donor
    • Provide technical support to the development and implementation disaster risk management initiatives in Somalia, including the following activities under the ECHO Pilot Programmatic Partnership:
    • Protect communities from the impacts of predictable extreme events by supporting the development and testing of early warning systems and early action triggers and standard protocols, through a bottom-up strategy linking community, local and national level, and integrating risk/impact projections 
    • Support communities to take climate smart, context-specific, and innovative measures to protect their livelihoods and assets, including through climate-smart production, income-generation, and timely safety nets
    • Focal person for DRC supported Somalia-Kenya cross-border collaborations and joint programme initiatives across National Societies in the region.
    • Responsible for harvesting cross-learning and best practices from the regional programmes/initiatives in close liaison with the respective DRC, National Societies and IFRC and organize a joint/peer learning as may be necessary. 
    • Provide the CMs with support in maintaining an active engagement with relevant private sector partners relevant for the regional programmes/initiatives.
    • Maintain regular dialogue with relevant persons within the Global Partnerships to assure meaningful private sector engagement and liaison
    • Act as DRC Field Operations Manager in emergency operations, such floods and droughts responses in Kenya and Somalia or as requested and agreed with relevant line managers
    • Engage in relavant DRC matrices and communities of practice, including disaster preparedness, forecast based  action
    • Daily budget responsibility of programme budget including HQ and Regional Office (RO) expenditures in line with budget guidelines 
    • Decision-maker in relation to programme implementation in close coordination with KRCS, SRCS and other National Societies in line with standard operational procedures and DRC international and regional strategy and under supervision of the DRC Country Manager.
    • Communication in relation to the tasks
    • Regular communication with implementing partners in line with DRC partnership approach
    • Regular communication with DRC Country Managers in Kenya and Somalia and other DRC in-country delegates and technical experts
    • Regular communication with relevant DRC Matrices.
    • The delegate is obliged to stay updated on relevant donor rules and regulations, DRC standard operational procedures and guidelines including reports to be submitted as described on the International Platform.
    • Communicate need for support to the International Department in close cooperation with the Country Managers

    Proven skills and experience:

    • University degree in Disaster Management, Public Health, Community development or related field
    • Previous experience in Disaster Risk Management, response operations/ programme development and implementation including working within fragile settings is a strong advantage 
    • Proven experience on Programme and financial management, internal programme and donor reporting, proposal writing and development and maintenance of partner and donor relation management 
    • Self-management within a distance management setup
    • Experience of working for the Red Cross/Red Crescent or International Humanitarian agency  • Excellent English language skills

    Finance and Administrative Assistant

    The Finance and Administrative assistant will provide administration, Human Resources, logistics and finance support to DRC Kenya Office, with particular focus on supporting the Country Finance Officer in the effective and timely financial management DRC supported programmes in Kenya as well as efficient running of the DRC office in Kenya. 

    He/she will part of the Kenya Country Office team and will report to the DRC Country Manager (Line Manager), while also maintaining a technical and supervisory reporting line to the Country Finance Officer and Regional Finance Manager. 

    Key responsibilities                                                                

    • Processing the booking of all entries into the accounting system.
    • Ensure monthly reporting of country office accounts including reconciliations for petty cash, bank, and intercompany account
    • Maintain financial records/documentation and an appropriate and efficient financial filing system according to the filing system / guidelines
    • Process Country Office payments
    • Support annual audits of Country Office Accounts
    • Maintain the CO asset register
    • Support the preparation and monitoring of CO Master Budget through a monthly or quarterly budget monitoring/reporting process
    • Prepare the quarterly consolidated financial program reports
    • Support in quality control of cash requests and quarterly financial statements submitted by partners through the responsible delegates and other staff
    • Support in the development of (and adjustments to) financial budgets and reports
    • Ensure correct posting of transactions booked to programs
    • Advise on program financial and administrative systems and procedures including on corruption, fraud, or misuse of funds
    • Periodically undertake field visits to provide on-site support and financial management capacity development
    • Support the CFO in close coordination with the Regional Office, HQ and Country Team, the compliant completion/closure of projects, including but not limited to, financial reporting, final external audit, updating of the country project and program portfolio overviews and the recording in the accounting system
    • Undertake on a quarterly basis spot checks on the KRCS transactions incurred during the reporting period.
    • Administration, HR, and Logistics tasks     
    • Ensure administrative procedures in the Country Office are up to date, including the financial filing system, vehicle log systems, staff leave among others
    • Provide office staff with relevant Administrative and HR tasks support including procurement, organizing meetings and workshops, mission order filling, travel requests support and welcoming and supporting settling in of DRC visitors. 

     Communication in relation to the tasks

    •  Day to day communication with the DRC Country Finance Officer
    •  Coordination and regular communication with the DRC staff in the country office, Regional Office and at HQ

    Competences requirements

    • Professional/academic qualification in finance or accounting (min. degree in business studies)
    • Professional qualification in finance or accounting (ICPAK)
    • Relevant experience of minimum 3 years in finance management and administration
    • Experience in preparing budgets, financial reports, and monitoring of budgets
    • Those with audit experience will have an added advantage

    Migration and Inclusion Advisor

    The Migration and Inclusion advisor will provide overall support in the development and implementation of migration and inclusion initiatives targeting refugees and displaced populations in Kenya. This includes liaison with the Danish MoFA on new refugee initiatives as well as regional and cross border migration initiatives in the East and Horn of Africa. The advisor will be part of the DRC Kenya Country Office team and will report to the DRC Country Manager and work closely with the DRC Migration matrix.

     Key responsibilities                                                    

    • Advise on and provide technical support to the development and implementation of DRC supported migration and inclusion initiatives in Kenya
    • Contribute to fundraising and resource mobilization for initiatives targeting displaced populations, including refugees and host communities in line with the DRC country strategy and KRCS strategic plan
    • Focal person at the DRC country office for migration related projects providing the support to KRCS, in including DRC related grant management and oversight.
    • Liaise and collaborate closely with KRCS programme focal person in planning for and execution of the key planned project initiatives including but not limited to programme kick off meeting, programme baseline assessment, midterm evaluation as well as the end line evaluation.
    • For optimal programme objectives delivery, liaise closely and support KRCS programme focal person (with the support of the KRCS partnerships focal person) in building and fostering good working relations with the programme actions co implementers i.e. Centre for Rights Education and Awareness (CREAW), Grassroot Economics (GE) and the Regional Durable Solutions Secretariat (ReDSS) as well as in rolling out relevant coordination mechanisms.
    • Conduct joint monitoring visits with KRCS and implementing partners to the project implementation sites to assess the quality of implementation and gather feedback from beneficiaries and stakeholders for continuous programme delivery improvements. 
    • Liaise and closely work with the DRC Country Finance Officer to monitor the programme resource allocation from DRC against the resource utilization at the implementers (KRCS) level and advise the Country Manager for relevant and timely action. 
    • For back donor reporting, coordinate and consolidate the information and reports from KRCS and other implementing partners and prepare annual project progress reports as per DRC reporting requirements. 
    • To harvest cross-learning from migration projects, in close liaison with KRCS and the other implementing partners, organize a joint learning event with the Danish MFA and other grant recipients after 24 months of project implementation. 
    • Monitor closely and provide relevant technical support to the KRCS programme focal person to ensure full compliance with the donor (DANIDA) requirements as they relate to the programme and budget management and implementation.
    • In close collaboration with KRCS facilitate potential monitoring visits and/or field audits by the back donor 
    • Focal point within the DRC Kenya office for the development of migration initiatives in the East and Horn of Africa
    • Lead and serve as the focal point following up on the developments of the uupcoming ‘ Inclusive Refugees Response Programmer' in Kenya by Danish Government and closely work with the KRCS on the preparatory works as may be necessary (assessments, concept development etc.) in close liaison with DRC HQ colleagues and the Country Manager.
    • Provide the necessary liaison and support the DRC Country Manager in maintaining regular and meaningful donor relations, including those programme specific engagements with the Danish Embassy at country level.
    • Maintain a regular dialogue on the migration programme development status with the support of the Country Manager to the relevant DRC matrices, Head of Region, and other relevant stakeholders.
    • Represent the DRC in Kenya in relevant in country DANIDA strategic partners forums during the implementation of migration programmes as well as the migration programme development 
    • Contribute to DRC communications and fundraising objectives by compiling and availing relevant information and communication materials/ products developed from the programmes and other related initiatives in Kenya as requested DRC country Manger and/or HQ
    • Promote the mainstreaming of cross-cutting themes and approaches; Protection Gender and Inclusion (PGI), Community Engagement and Accountability (CEA), principles of Dignity, Access, Participation and Safety (DAPS), RCRC principles and commitment to the foundation for the project’s rights-based approach.
    • In coordination with the DRC country Manager and other delegates, contribute to ongoing analysis of the humanitarian context in Kenya with particular focus on migrants, refugees and displaced populations– and develop new programme ideas and concepts together with KRCS addressing needs identified including development of relevant RC position papers to donors.
    • Be part of the DRC global migration matrix
    • Support the Country Manager and Disaster Response unit as requested in case of emergencies
    • Daily budget responsibility of dedicated project budgets, including HQ and Regional Office expenditures in line with budget guidelines 
    • Decision-maker in relation to project implementation in close coordination with KRCS, in line with standard operational procedures and DRC international and regional strategy and under supervision of the DRC Country Manager.

    Project Officer - ECOSEC

    Overall Purpose

    Reporting to the County Coordinator, the Project Officer will be responsible for implementation, coordination, monitoring, evaluation, data management and documentation of ECOSEC project activities. S/he will support in the coordination of project activities in Garissa county with technical support and guidance from the Program Manager at HQ.

    KEY RESPONSIBILITIES

    Leadership:

    • In liaison with the Program manager, support management, monitoring and coordination of ECOSEC project activities.
    • Promote livelihood programing and mainstreaming within the county government through capacity building and on-going coaching and mentoring
    • Conduct awareness and training sessions to build capacity in target communities
    • Document pre and post-training assessments, and develop timely progress and final reports as required
    • Research, compile, summarize and present information/ data on innovative local actions towards livelihoods programing
    • Support establishment of early warning early action plans for potential disasters;
    • Carry out Monitoring and Evaluation of activities and purpose corrective action required during the course of implementation of the work plan.

    Planning & Budgeting:

    • Participate and/or coordinate the development and implementation of the annual plans and budget under the project.
    • Ensure proper accounts in accordance to the KRCS regulations and donor requirements.
    • Consolidate programme implementation of work plans that capture all donor requirements as well as planned activity accomplishments, outputs, and verifiable indicators.

    Coordination:

    • Coordinate implementation of ECOSEC activities at the County level
    • Support the program manager in developing strategies for strengthening collaborative partnerships and networks with stakeholders, and other players on the ground to ensure enhanced effectiveness project implementation.
    • Support in designing of capacity building programmes to effectively prepare communities to respond to disasters, restore family links as well as put in place systems for community reconstruction and environmental conservation. 

    DESIRED COMPETENCIES

    Technical:

    • A good understanding of community work, development programming and effective project management.
    • Knowledge of humanitarian relief issues, trends and goals at national and sub national levels aimed at preventing and alleviating human suffering in the urban context.

    • Demonstrated experience in livelihood programming with a specific focus on community engagement and accountability
    • Demonstrated ability to work closely and effectively with administrative and community structures in development and emergency context;
    • Proficient and experienced in planning, monitoring and reporting of project activities in relevant field in multi-stakeholder partnerships and collaborations
    • Possess skills in proposal and report writing, project cycle management and participatory monitoring and evaluation of projects.
