    Chief Finance Officer

    Ref. MU/ADM/01/4/2024

    The Chief Finance Officer shall, under the general direction of the Vice-Chancellor, be the technical person responsible for the financial matters of the University.

    Duties and Responsibilities

    The Chief Finance Officer shall be responsible for:-

    • Providing guidance on the implementation of financial policies and procedures in theUniversity;
    • Formulation and implementation of financial strategies for the University:
    • Organizing, controlling and supervising Finance and Accounting Units of the University:
    • Reviewing, planning, coordinating, designing, implementing and developing accounting services and systems in the University;
    • Timely submission of annual University financial statements and reports;
    • Setting and maintaining high Accounting Standards in the University; and
    • Advising the University Management Board on all financial matters.

    For appointment to this position, a candidate must:-

    • Be a holder of an earned Master of Science (MSc), Master of Arts or Master of Business Administration (MBA) degree in Finance, Accounting, or related field:
    • Have a Bachelors degree in Finance, Accounting, Economics, or any other related field;
    • Have a Certified Public Accountant (CPA) (K), Association of Chartered Certified Accountants (ACCA) or Chartered Accountant (CA) qualification and be a member of the Institute of Certified Public Accountants and in good standing;
    • Have at least ten (10) years of experience four (4) of which should have been served as Chief Accountant or Deputy Chief Finance Officer or its equivalent in a university setting or public institution;
    • Have demonstrated outstanding qualities of leadership, and coordination and organizational capabilities at top management level;
    • Provide evidence of information communication technology skills;
    • Have a certificate in strategic leadership course or its equivalent lasting not less than four weeks from a recognized institution is an added advantage; and meet any other requirements as may be set by Council.
    • An earned Doctorate degree from a recognized university, majoring in Finance, Accounting, Business Administration or equivalent will be an added advantage

    Deputy Chief Finance Officer (Accounts)

    Ref. MU/ADM/02/4/2024

    The Deputy Chief Finance Officer (Accounts) will be responsible to the Chief Finance Officer

    • Implementation of an adequate accounting system as a means of maintaining sound financial records, which must recognize, classify, post, summarize and report transactions;
    • Overall operation and supervision of finance function in the system;
    • Maintenance of high accounting standards within the department;
    • Supervision and development of staff in the section; and
    • Performing any other duties as may be assigned from time to time.

    Requirements for direct appointment

    For appointment to this position, a candidate must:-

    • Be a holder of an earned Master's degree from a recognized Institution, majoring in Finance, Accounting, Business Administration, or its equivalent;
    • Have a Certified Public Accountant (CPA) (K), Association of Chartered Certified Accountants (ACCA) or Chartered Accountant (CA) qualification and be a member of the Institute of Certified Public Accountants and in good standing:
    • Have at least twelve (12) years relevant experience in a senior position;
    • Have valid registration with ICPAK or any other recognized accounting professional body:
    • Have certificate in relevant computer applications from a recognized institution;
    • Have practical knowledge of Financial Computer packages: and
    • Have a certificate in strategic leadership course or its equivalent lasting not less than four weeks from a recognized institution is an added advantage.
    • An earned Doctorate degree from a recognized university, majoring in Accounting will be an added advantage

    Requirements for Serving Officers

    For appointment to this position, an officer must:-

    • Be a holder of an earned Master’s degree from a recognized Institution, majoring in Finance, Accounting, Business Administration, or its equivalent:
    • Have a Certified Public Accountant (CPA) (K), Association of Chartered Certified Accountants (ACCA) or Chartered Accountant (CA) qualification and be a member of the Institute of Certified Public Accountants and in good standing;
    • Have served in the grade of Senior Accountant Scale 13 for at least three (3) years:
    • Have valid registration with ICPAK or any other recognized accounting professional body;
    • Have certificate in relevant computer applications from recognized institution;
    • Have practical knowledge of Financial Computer packages:
    • Have consistently demonstrated outstanding qualities of Leadership, Coordination and Organization capabilities at Top Management Level:
    • Have a certificate in strategic leadership course or its equivalent lasting not less than four weeks from a recognized institution is an added advantage;
    • Have shown merit and ability as reflected in work performance and results; and
    • An earned Doctorate degree from a recognized university, majoring in Accounting will be an added advantage

    Deputy Internal Auditor

    Ref. MU/ADM/03/4/2024

    • An officer in this grade will be responsible for Internal Audit operations in a Unit in the Audit department or College or Campus.

    Duties and Responsibilities

    • Organizing, Coordinating and Supervising Internal Audit Teams;
    • Coordinating and implementing internal audit policies, strategies and procedures;
    • Monitoring and reviewing of audit programmes;
    • Coordinating and supervising investigations and special audits;
    • Coordinate implementation of the annual audit work plan:
    • Responsible for the preparation of final audit reports;
    • Co-coordinating and periodic review of internal control systems, governance and risk management;
    • Ensuring compliance with laws, regulations, policies, procedures, and contracts;
    • Developing audit techniques and procedures for financial and operations audits;
    • Ensuring correctness and accuracy of findings, facts and reports submitted by audit teams;
    • Coordinating risk assessment by providing support to management in identifying and controlling risks; and
    • Performing any other duties as may be assigned from time to time.

    Requirements for direct appointment

    For appointment to this position, a candidate must:-

    • Be a holder of an earned Master’s degree in: Commerce, Accounting, Finance, Business Administration or its equivalent from a University recognized in Kenya;
    • Have CPA (K);
    • Have Certified Internal Auditor (CIA);
    • Have knowledge of Financial and all relevant government policies and regulations;
    • Have a valid registration with the Institute of Internal Auditors (ITA) or Association of Certified Fraud Examiners (ACFE) or any other recognized professional body;
    • Have knowledge in Computer Aided Auditing tools;
    • Have valid registration with Institute of Certified Public Accountants of Kenya (ICPAK):
    • Be a member of Institute of Internal Auditors (ITA) and in good standing;

    Transport & Garage Manager

    Ref. MU/ADM/04/4/2024

    The Transport and Garage Manager will be responsible to the Registrar (Administration, Planning & Strategy).

    Duties and Responsibilities

    • Controlling and coordination of transport across the University Campuses;
    • Formulating policy for operations and development of transport and garage services:
    • Advising the University Management on transport matters and policy aspects related to specific projects;
    • Carrying out overall budgeting and control of financial requirements in the department; and
    • Performing any other duties as may be assigned from time to time.

    Requirements for direct appointment

    For appointment to this position, a candidate must:-

    • Be a holder of an earned Master’s degree in Automobile Engineering with over five (3) years experience or a Higher National Diploma in Automobile Engineering and five (5) years experience in fleet management;
    • Have thorough knowledge of usage and application of computer programs and other technical software relevant for fleet management; and
    • Have a defensive driving certificate from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized institution

    Requirements for Serving Officer

    For appointment to this position, an officer must;

    • Be a holder of an earned Bachelor’s degree in Automotive Engineering or Higher National Diploma in Automobile Engineering or its equivalent from a recognized institution;
    • Have served in the Grade of Transport Officer Seale 12 for a period of at least three (3) years;
    • Have a thorough knowledge of usage and application of computer programs and other technical software’s relevant for fleet management;
    • Have a defensive driving certificate from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized institution;
    • Have shown wide experience, outstanding professional competence and administrative leadership in a similar level; and
    • Have shown merit and ability as reflected in work performance and results.

    NB: For the above positions, the successful candidates prior to reporting will be expected to meet the requirements of Chapter Six of the Constitution of Kenya by submitting documents from the relevant bodies; KRA, DCI, HELB, EACC & CRB.

    Assistant Legal Officer I

    Ref. MU/ADM/05/4/2024

    Duties and Responsibilities
    An officer at this level will be responsible for:

    • Drafting of legal documents and handling cases involving the University in liaison with University external lawyers;
    • Advising the University on all legal matters;
    • Writing reports and memoranda; and
    • Performing any other duties as may be assigned from time to time.

    Requirements for Direct Appointment

    For appointment to this position, a candidate must:

    • Have Bachelor’s degree in law from a recognized university;
    • Have Post Graduate Diploma in Legal Practice; and
    • Be an advocate of the High Court of Kenya with a current practicing certificate.

    Requirements for Serving Officers

    For appointment to this position, an officer must: -

    • Have Bachelor’s degree in law from a recognized university.
    • Have at least three (3) years experience as a Legal Assistant II Seale 7/8 or its equivalent; and
    • Have shown merit and ability as reflected in work performance.
