    Process Coordinator

    Under the guidance of the Secretary General of the Community, the Process Coordinator shall among other important tasks:

    • Coordinate administrative support to the Facilitator in consultation with the Special Envoys and the Technical Advisory Team;
    • Facilitate the work of the Technical Advisory Team in terms of documentation and logistical support;
    • Coordinate resource mobilization and Donor support to the process;
    • Provide administrative support to the Military Track liaison office at the Secretariat;
    • Prepare briefs for presentation by the Secretary General to the AU and the UN as required;
    • Prepare regular briefs to the EAC Council of Ministers on the implementation of the Process;
    • Coordinate provision of technical and administrative support to the Joint Secretariat;
    • Represent the EAC in the relevant coordination forums as may be determined;
    • Follow up on the implementation of recommendations matrix made to enhance complementarity of the Nairobi and Luanda Processes;
    • Ensure submission of Financial and Narrative Reports to the funding Partners;
    • Ensure coordination of initiatives under the ICGLR and EAC on DRC with the ICGLR secretariat;
    • Ensure proper documentation and archiving related to the entire Nairobi process;
    • Take initial action on any matters that may require the attention of the EAC Council of Ministers of relevant Sectoral Councils as may be required;
    • Perform any other roles as may be assigned by the Secretary General.

    Qualifications/special skills

    • An advanced university degree (Master’s or Doctorate degree or equivalent) in Public Administration, Political Science, International Relations, Law, Economics, Social Science or a related field is required.
    • Alternatively, a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
    • A minimum of 10 years of progressively responsible experience in the political, security and development fields at international or regional level is required;
    • Experience working on the Great Lakes region is required;
    • Experience working for a regional organization is required;
    • Experience in coordination and project management is required;
    • Experience in advising senior officials is required;
    • Excellent teamwork and collaboration skills and demonstrated ability to build trusted working relationships with stakeholders and external actors is required;
    • Experience in designing, coordinating or implementing processes or policies at regional level is desirable;
    • Experience in promoting or coordinating state and non-state partnerships is desirable;
    • Experience in resource mobilization is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat.

    International Consultant - PSCF Assessment

    Duties and Responsibilities
    The Consultant will carry out the following tasks:

    • Design a work methodology with timelines for the consultative process with relevant national, regional, international stakeholders as well as civil society organizations and academia;
    • Review previous progress reports on the implementation of the PSC Framework and related documents;
    • Undertake travels in and/or conduct online engagements with, as appropriate, signatory countries in the region;
    • Conduct an updated and comprehensive evaluation of the implementation of the PSC Framework, including the commitments by signatory countries and the role of the Guarantor Institutions, as well as the functioning of the governance mechanisms of the PSC Framework;
    • Produce a high-quality and detailed report entailing key findings and forward-looking recommendations/actions for the revitalization of the PSC Framework, including entry points for the effective participation of women and youth in existing monitoring mechanisms.
    • Participate in a retreat with signatory countries and other stakeholders to present the findings of the report and incorporate additional inputs as may be required.

    Qualifications/special skills

    • An advanced university degree (Master’s degree or equivalent) in Political Science, International Relations, Social Science, Law, Security Studies, or a related field is required.
    • Alternatively, a first-level university degree in combination with five additional years of qualifying experience may be accepted in lieu of an advanced university degree.
    • Experience working on the Great Lakes region is required;
    • Experience working on regional peace and security mechanisms in a conflict or post-conflict setting is required;
    • Experience in mediation/facilitation, political negotiations or dialogue processes is desirable;
    • Excellent teamwork and collaboration skills and demonstrated ability to build trusted working relationships with stakeholders and external actors, is required;
    • Experience in conducting/guiding evaluations is required;
    • Strong analytical and writing skills is required

    Communication Officer

    The Communication Officer will perform the following functions:

    • Develop and maintain a webpage on the EAC website on the Nairobi Process;
    • Ensure dissemination of communications, as approved by the EAC Facilitator, as needed;
    • Maintain social media presence, as may be approved by the EAC Facilitator on continuous basis;
    • Provide IT support to the office of the Facilitator;
    • Support continuous sharing of information with the EAC Partner States on the Nairobi Process on regular basis;
    • Support the Coordinator in provision of administrative support to the Nairobi Process;
    • Ensure proper documentation and maintenance of records of all aspects of the Nairobi Process;
    • In consultation with the Strategic Communications Office of the Process Facilitator and the EAC Corporate Communications Office:
    • Review the current status of public awareness, information sharing and communication activities on the Nairobi Process(es);
    • Design and develop a working schedule for information sharing, communication and education or public awareness activities on the processes;
    • Provide professional services in developing information and communication materials and networking with the broad spectrum of stakeholders to promote positive awareness of the EAC Peace and Security Agenda in the Eastern DRC.
    • Perform any other duties, as required.

    Qualifications/special skills

    • Advanced university degree (Master's degree or equivalent) in Political Science, International Relations, Management or Development, or a related field is required.
    • A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree in Communications, Social Science, Business Studies or a related field is required.
    • A minimum of 5 years of progressively responsible experience in communications at international or regional level required;
    • Experience working in the Great Lakes region required;
    • Experience in creating media campaigns is required;
    • Experience in website management is required;
    • Experience in data analysis and visualization is required;
    • Proficiency in R Statistical Programming and Phyton is required;
    • Experience working for a regional organization is desirable;
    • Experience in preparing speeches and briefs for senior officials is desirable.
