    Spatial Planner

    JOB SUMMARY:

    Reporting to the Area Manager, the Spatial Planner shall perform complex statistical, spatial and graphic data analysis and provides a high level of coordination and technical services for the planning and development of refugee camps projects associated with renovations and new constructions. He will develop, implement and maintain a strategic space information system that assures accurate physical space utilization and inventory and serve as the primary resource for all technical problems and questions regarding the management and analyses of data used in camps space planning, undertake spatial analysis, site assessments and conduct trainings as necessary.

    DUTIES AND RESPONSIBILITIES:

    • Manages, maintains and updates a complex computerized asset management system and databases to facilitate and expedite the usability, accuracy, integrity and availability of data for camps planning and space utilization purposes.
    • Coordinates the development of space inventory data; manages information to analyze current space and camps planning. Makes recommendations to integrate into master plan, strategic plan and facilities planning issues.
    • Performs needs assessments for determining actual facilities, land use and space characteristics; develops space utilization recommendations and solutions to unique project planning, engineering and administrative problems as needed.
    • Supervises and trains professional technical staff; oversees work and coordinates daily workflow in office. Provides direction to team members on project plans and leadership in training staff; sets priorities and makes changes as appropriate to optimize resources and meet deadlines.
    • Periodically inspects projects to ensure availability of space and accurate inventory; conducts monthly space audits to determine space needs and priorities for required changes to allow work progress in a sequential order.
    • Acts as a liaison with donors and Partners regarding accuracy of data and details of project requirements; works with users and management to obtain information and develop an understanding of needs; recommends solutions utilizing technology.
    • Responds to various requests for reports and documentation concerning the functional use of facilities and space to assist in short and long range planning.
    • Establishes and implements methods, systems and procedures to systematically collect, update and measure data integrity related to project planning, design and construction of facilities.
    • Manages data and construction documents including camps space standards, drawings, specifications, camps maps, records and correspondence.
    • Prepares plans for Master Plan of physical facilities which identify major land uses, building sites, location of utilities, flood control, open and recreational spaces, community and residential impact.
    • Performs any other related duties as assigned

    Qualifications & Professional Experience

    • 6 years’ relevant experience with Undergraduate degree in in architecture, urban design, urban planning, environmental studies, building construction technology or a closely related field. 10 years’ experience for diploma holders.
    • Hands on experience in space/urban/camp planning and design management of buildings.
    • Demonstrated knowledge, skill and ability to manage computer-based facilities and space management systems, including use of GIS and CAD.
    • Thorough knowledge of the principles, practices and methods of Space Management.
    • Excellent interpersonal and communication skills including the ability to work effectively with vendors, staff and users at all levels.
    • Wide ranging skills in such areas as planning, leadership, decision-making and administration.
    • Ability to provide study reports, technical documentation, papers and/or project plans for technical staff members.
    • Considerable knowledge of camp planning, space inventory and management.
    • In-depth knowledge of AutoCAD, Archibus, Adobe Photoshop, internet, Web-Editing, Microsoft Office and Windows products.
    • Ability to read, understand and interpret blueprints.
    • Technical experience in database systems development and maintenance.

    • Ability to communicate well in English and prepare technical reports.

    Community Based Protection Assistant

    JOB SUMMARY:

    Reporting to the Shelter Engineer, this staff shall conduct comprehensive sectoral needs assessments in liaison with other relevant sectors such as protection, programme, community services, public health, WASH, administration and supply. S/he will ensure the most effective response, by collecting both quantitative and qualitative data on the profile/needs and living conditions of the People of Concern.

    DUTIES AND RESPONSIBILITIES:

    • Conducts comprehensive sectoral needs assessments in liaison with other relevant sectors such as WASH, Administration and supply Chain.
    • Support feedback and response systems and the incorporation of feedback received from persons of concern into programme design and adaptation.
    • Leads to collect quantitative and qualitative data on the profile/needs and living conditions of the People of Concern
    • Supports inclusive and protection concerns in shelter & infrastructure design, planning, implementation and construction monitoring throughout all phases of the sheltering cycle,
    • Oversee and manage individual protection cases including those on GBV and child protection.
    • Ensuring the shelter risks of eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions are avoided during construction cycle.
    • Leads in giving attention to the environment and low carbon approaches, attention to material selection through sustainable means to ensure a green approach to shelter delivery.
    • Ensures PWJ/s consideration and inclusion on area-based multi-sectoral approaches, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
    • Engage with the relevant stakeholders to ensure that the beneficiary selection process prioritizes the shelter needs of the most vulnerable Persons of Concern (POC) are addressed.
    • Contribute to the development of PWJ shelter strategies and periodically review them to reflect evolving situations and ensure alignment with national and global level policies and guidelines including: the Global Compact on Refugees, Sustainable Development Goals, Relevant Global Strategies and Policies.
    • When planning shelter solutions, ensure that due consideration is given to standards in other relevant sectors such as water and sanitation and infrastructure so that implementation is synchronized and coordinated.
    • Monitor and follow up the design and construction work to confirm these are approved by the relevant authorities, technically sound, supplemented with accurate drawings, detailed BOQs and specifications.
    • Performs any other related duties as assigned

    Shelter Engineer

    JOB SUMMARY:

    Reporting to the Area Manager, the Shelter Engineer will play a key role to ensure that construction projects are well planned, implemented, supervised, monitored and evaluated according to technical standards and PWJ policies. The successful candidate must have managerial and technical ability to support a specialist team in emergency and/or protracted situations. Lastly the engineer should have previous similar job experience in the humanitarian settlement planning / infrastructure field, knowledge of technical drawing software, GIS tools and an ability to produce technical plans, undertake spatial analysis, site assessments and conduct training.

    DUTIES AND RESPONSIBILITIES:

    • Design, develop engineer’s cost estimate, prepare tender document packages as well as ensure cost-effectiveness and technologically sound design. In case of direct implementation, design and supervise construction activities undertaken by PWJ.
    • When planning shelter works, ensuring that the technical component reflects donor’s minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Due consideration should be given to standards in other relevant sectors such as water and sanitation
    • Ensure that the shelter strategy is taking into consideration the local context, culture, climate, environment, protection, and usage of local resources including sustainable building materials.
    • Ensuring that specifications, bills of quantities and drawings for community shelter projects, other infrastructure and construction projects are produced in a technically sound and standardized manner.
    • Establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe
    • Assist in provision of technical guidance and supervision in compound maintenance and site construction activities. This includes making recommendations on the procurement of the required building materials, equipment and tools to ensure timely implementation.
    • Assist in provision of technical guidance and supervision taking into account technical standards (Sphere/National) and UNHCR’s protection mandate and policy priorities, such as the environment, women and children, groups with specific needs etc.
    • Assist the Area manager in the areas of compound maintenance, buildings, alterations and to provide regular technical report to the supervisor and to other colleagues as appropriate.
    • Undertake site planning visits as required and provide clear guidance on standards for settlements and shelter, including minimum emergency standards to meet basic and essential needs as well as guidance for durable shelter solutions.
    • Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.
    • When identifying beneficiaries, ensure that the needs of the most vulnerable population of concern (POC) and host families are addressed. UNHCR’s vulnerability indicators should be applied in a participatory manner during the beneficiary selection.
    • Close and regular contact with technical and non-technical staff of donor, Protection Partners and DRS to discuss matters relating to shelter and infrastructure coordination and provision.
    • Develop adequate reports and share information with Management, stakeholders and with other sectors.
    • Undertake any other responsibilities/ functions deemed necessary or as requested by supervisor.
