    Health Officer (Immunization/Supply Chain), NOB

     Accurate, complete and up-to-date programme/project management information is available for effective budget preparation, programme/project design, implementation, management and evaluation.

    • Ensures the availability of accurate, complete and up-to-date information required for effective Immunization programme and project design, implementation, management, monitoring and evaluation. Drafts sound Immunization programme budgets for review by the supervisor, ensuring accuracy and appropriateness of data and coding. Drafts updated project status reports.
    • Assembles and provides updated data and information on national immunization programme and on financial/administrative status for monitoring, analysis and analysis.  Analyses the programme status and recommends appropriate adjustments as necessary.

    Project efficiency, effectiveness and vaccination coverage are enhanced through effective implementation follow-on.

    • Enhances project efficiency and effectiveness through implementation follow-on, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and Immunization project status.
    • Undertakes field visits to counties and sub-counties for monitoring and supervision of project activities and to improve immunization coverage. Supervises the implementation of the routine EPI activities as required.
    • Prepares reports on the results of the field visits and progress of vaccination coverage, vaccine stock and cold chain status.

    Progress reports and project work plans are timely prepared, and effective technical support is provided in the drafting of donor, annual and other reports/project documentation related to EPI.

    • Analyses collected data and information and prepare progress reports; drafts changes in Immunization project work plans and in identification of required supplies and equipment. Drafts sections of donor, annual and other project documentation related to EPI, ensuring accuracy and consistency with established rules, regulations and plans of action.

    Appropriateness and completeness of financial and supply documentation as well as adherence to established allotments are ensured.

    • Monitors flow of supply and non-supply assistance to local authorities. Records supply and non-supply inventory and quarterly update on cold chain equipment, distribution and utilization.
    • Ensures the appropriateness of financial, administrative and supply documentation; verifies that Immunization project expenditures are within allotments and that data is consistent with the project information and database (e.g., FLS, ProMS). Follows up on queries or initiate corrective action on discrepancies.

    The capacities of Country Office staff and teamwork are strengthened through effective capacity building activities in the development, implementation and management of the Immunization Programme.

    • Supports a staff training/development programme to upgrade the capacity of the Country Office staff in the programme development, implementation and management of the Immunization Programme. Conducts relevant orientation, workshop, team work facilitation and staff learning/development activities: ensures that vaccination teams are properly trained on the various aspect of EPI; uses the appropriate training guidelines; participates in the Middle-level management training of vaccinators, cold chain managers, mid-level managers; participates in training activities and micro-planning workshops; participates in the training of field staff for community sensitization and awareness seminars.

    Knowledge sharing with donors and media is promoted.

    • Compiles Immunization project implementation training and orientation materials and shares useful and appropriate information to promote knowledge sharing with donors and media.

    Effective communication, networking and collaboration are achieved with internal and external partners.

    • Ensures the effective communication, networking and working relationships are developed and maintained.
    • Collaborates with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management.
    • Teams with local government counterparts to exchange detail information on Immunization project implementation and status as well as movement and distribution of supplies. Provides technical support in the planning of Subnational EPI micro-plan, vaccine supply and cold chain plans. Recommends courses of action to supervisor, as necessary.
    • Arranges field visits to project sites for government and other partner, providing necessary information for briefing on the project. Participates in the study of the project status and evaluation as required.
    • Collaborates with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to Immunization sector. 

    To qualify as an advocate for every child you will have…

    • Education: University degree in one of the following disciplines: Supply Chain Management, Biomedical Engineering, Public Health, Epidemiology, Vaccinology, Nursing or a field relevant to immunization Supply Chain and Logistics (iSCL).
    • Work Experience: At least 2 years of relevant work experience in cold chain and vaccine supply chain management.  Relevant professional experience working with Government at the National or County levels, and/or a UN system agency or organization will be considered an asset.

    Internal Consultancy: Consultant, Political Analysis, Eastern and Southern Africa Regional Office (ESARO)

    Scope of Work 

    • Goal and objective: Under the supervision of the ESARO Security Section, the consultant will provide a detailed briefing paper (about 10 pages) on political dynamics in South Sudan at the level of decision making. The main goal of the paper is to better understand President Kiir’s strategy and inner circle, as well as those spoilers and help better inform ESARO Security Analysis and interactions in South Sudan.  
    • Provide details/reference to AWP areas covered: This consultancy will strongly complement the work and analysis being understand at the Regional Security Section.  

    Activities and Tasks:  

    • Provide a detailed briefing paper (10-15 pages) on political dynamics in South Sudan. The main goal of the paper is to better understand President Kiir’s inner circle and influential allies and spoilers.
    • The briefing paper should focus on mapping actors/key members within the government and opposition, at both national and state levels, and detailing their positions/links/possible tensions with President Kiir and their level of influence on decision making. The paper should also focus on highlight possible spoilers, as well as regional linkages and dynamics with influence on Kiir’s strategy and inner cycles. The paper will need to include a visual actor mapping.  

     Work relationships: The consultant will undertake the research based on his/her own knowledge and networks in country.  

    Outputs/Deliverables: 

    • By end of February 2025, the consultant should deliver the research paper, including a details actor mapping visual, contributing to better informed analysis and forecasting.  
    • By end of March 2024, the consultant should be available to provide a briefing to UNICEF Senior Leadership and select colleagues on the subject matter.  
    • By mid February, the consultant will outline the status of his research and outline of the research paper, in a discussion with the DRSA.  
    • The DRSA will ensure the timeliness, goals, quality of work through rtouch-base conversations or emails.  

    Desired competencies, technical background and experience 

    • Education: PhD degree in International Relations, Political Science, Anthropology, Social Sciences or related degrees, combined with minimum 5 years of experience; or Master Degree in International Relations, Political Science, Anthropology, Social Sciences or related degrees, combined with minimum 8 years of professional experience.  
    • Expertise and previous published and peer reviewed work on political and security dynamics in South Sudan, Sudan and the region. Provision of sample material and examples of two recent publishes pieces required.
