    Project Officer - Sponsorship (CESP)

    Job Scope/Purpose

    To ensure timely implementation of the Community Engagement and Sponsorship Program activities and management of sponsorship operations aimed at contributing to enhanced child and sponsor relationship, and improved child wellbeing outcomes within the AP.

    Community Engagement in Sponsorship  Program implementation

    • Facilitate development of CESP project annual operating plan (AOP)
    • Roll out Child Protection Minimum Programming Standards in the AP using approved programming models.
    • Ensure Child protection, participation and safeguarding is integrated in the monthly, semi-annual and annual reporting
    • Ensure integration of RC in CPP&S projects/activities as beneficiaries
    • Ensure Child protection, participation and safeguarding responsive programming with specific consideration of the objectives and indicators
    • Ensure timely implementation of activities and budgets sustained at acceptable level
    • Facilitate implementation of CPP&S program and projects.
    • Support effective integration of Sponsorship operation interventions with other projects in the program.
    • Coordinate integration of Faith and Development Models: CFC, EWV,  DNHFLs,  SNC,  COH,  SSF  and  the  facilitation  of  spiritual nurture of children in the AP
    • Support in the asset mapping against RC
    • Coordinate the implementation of micro projects in the AP.
    • Ensure timely capacity assessment for LI conducted annually and programs initiated to address gaps identified
    • Support roll out of new WV initiatives as guided from time to time.
    • Support implementation of Child protection, participation and safeguarding models at the AP
    • Coordinate capacity building initiatives for faith leaders, churches, FBOs, and other strategic groups within the AP as per WV strategy, policy and guidelines.
    • Coordinate training & refresher courses for CPP&S to ensure informed and CPP&S responsive programming
    • Facilitate coaching and mentoring to the AP sponsorship staff in order to attain better results in the sponsorship performance indictors/Dashboard.
    • Contextualize and adopt the use of approved training materials and methods which respond to local needs.
    • Ensure integration of advocacy and gender, equality and social inclusion (GESI) in all technical projects implemented in an AP.
    • Coordinate integration of Faith & Development modules within the AP programmes and activities.

    Sponsorship Operations

    • Gift Notifications (GNs) are tracked, processed, closed at AP and NO and acknowledgement documentation sent to SO within the standard timeline as per the respective SO requirements.
    • Correspondences (SLs, ILs, queries, ELs etc) are tracked and processed within the standard time.
    • Facilitate production of sponsorship 2.0 products (Child Greeting Video (CGV), Child Special Moment Videos (CSMVs), Community Introductory Videos (YIVs) and Community Annual Photos (YAP)) as per guidelines/standards and timelines
    • Ensure RC level are maintained as per the AP plan
    • Ensure overage RC records are dropped as per standards
    • Facilitate development of MOUs with LIs and timely funding of the LIs
    • Ensure CWB/case management issues are addressed as per standards
    • Facilitate timely implementation of birthday bounce backs and community gifts funding.
    • Facilitate processing of APR and Christmas cards as per guidelines and timelines – ensure business processes are followed accordingly
    • Facilitate capturing of child and family participation and support
    • Facilitate children birth registration within the AP
    • Facilitate management of RC files
    • Ensure security of sponsor addresses/contacts
    • Facilitate effective management of RC death processes – timely reporting, development of detailed report, dropping of records, verbal autopsy
    • Facilitate effective sponsor/donor visits to the AP – ensure they sign child protection protocol and complete feedback questionnaire
    • Facilitate integration of child protection initiatives and take lead in case management – reporting of cases as per WV standards, follow for actions
    • Follow up RC Case management until closure in collaborations with other technical projects/grants Staff
    • Coordinate with Safe Guarding, Advocacy and Child Participation Officer to Follow up Protection Cases involving RC and their families.

    Monitoring & Evaluation Accountability and Learning

    • Facilitate DME processes – assessments, AP re/design, baselines, project    monitoring/implementation,     evaluations,     transition processes,
    • Facilitate learning, review and reflection forums and documentation of best practices/change stories
    • Ensure CPP&S responsive reporting with integrated data on participation, prevention and response
    • Generating quality reports – activity reports, monthly, quarterly, semi-annual and annual
    • Management of project management information system (horizon) – DIPs, ITTs, budgets and activity monitoring
    • Ensure timely sharing of SSUI reports for management decision makin
    • Coordinate training & refresher courses and conduct regular monitoring to ensure that sponsorship standards and sponsorship business processes are adhered to in the AP/Local Institutions.
    • Seek useful feedback from participants and staff that will improve future capacity building
    • Build capacity of partners effectively to collect monitoring data on CWB outcomes.

    Engagement and networking

    • Effective representation of WVK in meetings including CPP&S stakeholder meetings at county, sub-county and ward levels
    • Effective representation of WVK in Child rights stakeholder meetings at county and sub-county levels.
    • Participate in County forums including AAC, intergovernmental gender platform, CUC among others at the sub county and ward levels as will be appropriate.
    • Facilitate community forums – for planning, joint monitoring Facilitate community forums including those that address CPP&S interventions – for planning, implementation joint monitoring
    • Participation in National/International Child rights days such as DAC, IDZTFGM, IDGC, 16 days of activism as well as other WV sanctioned days including Day of Prayer, World Vision month, etc at county and sub
    • Participation in National/International Child rights days at county and sub-county level.
    • Provide information to inform fund raising initiatives at county and national level
    • Facilitate community members to advocate on child wellbeing issues to relevant stakeholders
    • Support advocacy initiatives in the AP.
    • Coordinate partnership with the Local Church, Pastor’s Fellowship other FBOs in rolling out F & D models and related activities.
    • Mobilize local Advocacy groups using CVA and CPA Models

    • Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team
    • Grow Supervise and ensure high performing teams including supporting    supervisee    in    Performance    Objectives,    setting, continuous Performance conversations, Learning and development, mentorship and coaching by creating a high performing culture.

    Qualifications & Skills

    • Bachelor’s degree in social sciences or related fields (Bachelor’s degree in Sociology, Psychology, Community development, Education, Community Health, Development Studies or any other related degree from a recognized University).
    • Master’s degree will be an added advantage.
    • Minimum 3 years’ experience in community development work which include Child Sponsorship Operations
    • Experience in Project Management including program design, implementation, monitoring and evaluation and reporting
    • Knowledge of and experience working with the Government and community structures  
    • Excellent communication, Networking and advocacy skills
    • Experience in managing sponsorship systems
    • Above average knowledge and experience in videography and photography.
    • Experience in working with and training local partners.
    • Understanding of a systems approach to child protection programming
    • Experience in implementing faith and development models and working with the church leaders
    • Demonstrate skills for relating and working with children.
    • Computer proficiency

    Regional Manager- World Vision Kenya

    Job Scope:

    Provide overall strategic leadership, coordination and management of Area Programs and the region. Ensure a highly motivated workforce that operationalizes OP2030 priorities into an integrated programming to foster stakeholder engagement and contribute to child well-being outcomes.

    The position holder will ensure that area programs and the region meet community and donor accountability in line with World Vision’s policies and standards.  This role is part of the senior management team (SMT) at the national office.

    Main Responsibilities:

    Strategic Leadership and Management

    • Provide leadership to the Regional and Program/Project teams and fostering an environment of team synergy and ensuring competent and motivated staff are hired and retained.
    • Foster a conducive environment for spiritual and professional development of staff through coaching, mentoring and on-the-job training.
    • Work with Integrated Programmes Director (IPD) to ensure high and effective performance management that leads to engaged and motivated staff at regional and program/project levels.
    • Ensure integration of all programming aspects (Transformation Development, Humanitarian and Emergency Affairs, and Advocacy) in programs and projects for effective achievement of the organization’s strategic priorities.
    • Ensure operationalization of risk management, including the implementation and maintenance of core security requirements.
    • Provide leadership in branding and profiling the organisation.
    • Contribute to the development of strategy, technical Programmes, directions and key priorities of WV operations (short, medium and long term).
    • Guide the Region in identifying opportunities for new programs and ensuring smooth transitioning of phasing out programs.
    • In partnership with the finance unit ensure that planning and budgeting of programs/project funding, expenditures and process is aligned and operating smoothly.
    • Ensure adherence to internal controls.
    • Communicate and implement change within the region in a timely manner and ensure good change management.
    • Support and facilitate staff technical and leadership skill development for quality implementation
    • Coordinate and facilitate Staff partnering for performance for the staff in the Region.
    • Act as the official World Vision Kenya spokesperson in the Region.

    Accountability; Quality Assurance and Capacity Building

    • Ensure Area Programme Managers, Grant Project Managers set up, utilize and maintain effective complaints and feedback mechanisms to ensure stakeholders’ concerns are addressed.
    • In consultation with Technical Programs Managers, ensure design documents and plans are confirmed compliant with LEAP (including timeliness) and other standards.
    • Ensure timely and appropriate budget utilization and put in place immediate measures to address all variances so as to have an acceptable Field Finance Reports (FFR)
    • Coordinate and facilitate institutionalisation of Programme Accountability Framework (PAF) in the Region
    • Ensure that all Area Programmes and projects achieve acceptable Risk Based Integrated Audit results by implementing interventions in accordance with established norms and policies.
    • Tracking implementation of previous Audits recommendations for acceptable audit ratings

    Design, Monitoring and Evaluation

    • Ensure design teams are supported to systematically incorporate sustainability strategies, transition steps and sustainability indicators in programme designs.
    • Ensure monitoring data collected by Area Programmes includes cross-cutting themes (advocacy, gender, peace, disability, Christian Commitment, Climate Change, Child Protection)
    • Ensure program designs are done in compliance with WV standards and ensure execution in accordance with donor requirements while employing an empowerment approach, building on strong relationships with key stakeholders for all Area Programs and projects.
    • Ensure Area Programmes do and are supported to do assessments to identify issues for the NO strategy and child wellbeing outcomes.
    • Ensure designs include cross-cutting themes (advocacy, gender, peace, disability, Christian Commitment, Climate Change, Child Protection)
    • Ensure Area Programmes are supported in the review of terms of reference (ToRs) for evaluations and baselines – Merge with evaluations e.t.c
    • In consultation with Programme Effectiveness team, ensure review measurement tools are contextualized for use by evaluation team. 
    • Contribute to the development of recommendations based on the findings, drawing from knowledge of the programme area and context.
    • Ensure Area Programmes are supported for feedback sessions of the evaluation findings with staff, community and other partners in an inclusive manner.
    • Ensure evaluation reports are reviewed and comply with the standards before feedback with the partners. 
    • Ensure all required reports are approved and uploaded into required platforms within timelines and guidelines provided
    • Ensure review of semi-annual and annual reports for all the ADPs in their region is undertaken and work with OD.
    • In consultation with Integrated Programmes Director, ensure AP annual and semi-annual reports are complete and consistent with programme designs and WV requirements (such as NO strategy, CWBT, PDD, APs, ITTs).
    • Ensure timely submission of reports for approval to OD (for onward submission to Support Offices and other key donors) where applicable
    • Submit quality monthly management reports (MMRs) in a timely manner
    • Follow up on smooth Programs & grant projects initiation & closure
    • Conduct routine outcome monitoring to provide evidence for progress management (including SOIs), advocacy and resource mobilization. 
    • Monitor activity implementation through holding regular meetings with Area Program management teams, adherence to work-break-down processes in horizon, field visits and subsequently participating in the National Office SMTs.
    • Ensure managers are supported for participatory development and reviews of the programme designs to ensure a shared understanding of interventions, roles and contributions of all parties involved.
    • Ensure sponsorship meets required standards.

    Capacity Building & Knowledge Management

    • Ensure Area Programme teams are supported to share learning and undertake advocacy with/among stakeholders for Child Well Being in the region.
    • In consultation with Programme Effectiveness, ensure Area Programmes undertake reflection and learning sessions that informs and ensures documentation, sharing and replication of best practices and innovations with internal & external partners.
    • Cultivate a culture of operational research, reflection and learning for enhance ministry quality
    • Identify and encourage innovation and creativity
    • In coordination/consultation with the Integrated Programmes Director, technical program managers (Associate Directors in Operations) P&C and others as appropriate, facilitate staff capacity building and training.

    Engagement & Networking

    • Build and maintain effective communications and pro-active relationships with partners at the region and counties, including visits by donors.
    • In coordination/consultation with Area Managers and National Office Advocacy Team, support engagement process, develop and maintain pro-active relationships with representatives of the county governments, stakeholders, like-minded organizations and other agencies.
    • Participate in county level coalitions on specific advocacy issues.
    • Ensure WV representation by Area managers at County level is highly profiled.
    • Engage in strategic engagements at Area Programmes, County levels and Regional blocks.
    • Develop new strategic MoUs for partnerships with CSOs, Church, Para-Church and other Faith groups, corporate donors/private partners and GoK at the Regional levels.
    • Participate in National and County budget and policy influencing forums
    • Ensure that Area Program managers within region are successfully engaging with key internal and external stakeholders, including other WVK divisions (e.g. F&SS, PAS, PD&GA), SO and GC representatives; as well as government, community, FBOs and other civil society organizations.

    Resource Acquisition and Management

    • Timely development and submission of Area annual plans and budgets for securing financial resources by all projects in the region.
    • Ensure donor and stakeholder concerns are addressed for effective and sustained engagement for programs and projects in the region.
    • Facilitate assesment of growth areas for inclusion in the development of the NO growth plan based on the assessment reports. This provides the basis of identifying new project/ program areas.
    • Local resource mobilization through engagements with county governments and Public private partner organizations
    • Ensure APs are able to develop proposals and concepts for resource mobilization and engagement with partners (county governments, donors) using monitoring and evaluation reports for addressing intervention gaps.
    • Engage with key Strategic donor negotiations / meetings (Bi-laterals, multilateral, PPP, GoK, new donors within the Region)
    • Host key donors in the region for distinctive resource growth and maintaining good donor relations.

    Others

    • Perform any other duty as may be assigned by supervisor or designee from time to time
    • Participate and contribute in committees and task forces e.g. Senior Management Committees

    Knowledge & Skills

    • Minimum of 8 years’ experience with a thorough understanding of all areas of project management cycles in a complex, international development organization especially in development and Relief Projects.  5 years should have been at a managerial level.
    • Training or certification in Portfolio and/or Project Management with accredited institutions will be an added advantage
    • Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
    • Knowledge and appreciation of WVI working systems, policies, standards, vision, mission, core values and OP2030.
    • Proficiency in written and spoken English.
    • Training or certification in Portfolio and/or Program Management with accredited institutions.
    • Computer knowledge including Microsoft office (Word, Excel, power point), and Lotus Notes
    • Ability to engage at a strategic level with senior government, UN and INGO officials.
    • Ability to lead a multi-cultural team with an empowering and outcome oriented approach.
    • Strong budgetary and financial management skills.
    • Strong communication and interpersonal skills.
