Primary Purpose
- The Procurement Manager is responsible for leading procurement management activities, providing strategic and operational oversight of sourcing, purchasing, contracting, supplier performance, and procurement compliance to support program delivery and organizational objectives.
- The role ensures efficient, compliant, and value-for-money procurement processes through strong planning, market analysis, competitive sourcing, contract management, and internal stakeholder engagement, while aligning with organizational policies, donor regulations, and ethical procurement standards.

Responsibilities
Procurement Strategy & Planning (20%)
- Develop and implement annual procurement plans aligned with programme and operational priorities
- Lead category and sourcing strategies that improve cost efficiency, service quality, and procurement lead times
- Coordinate demand planning and purchasing priorities with programme, finance, and operations teams
- Set and monitor procurement KPIs and drive continuous improvement across procurement processes
Strategic Sourcing & Contract Management (20%)
- Lead supplier prequalification, market assessments, tendering processes, bid evaluations, and award recommendations
- Manage contract drafting, negotiation, administration, and renewal processes to ensure commercial value and compliance
- Ensure sourcing decisions are evidence-based, transparent, and fully documented
- Promote ethical sourcing and supplier diversity where applicable
Supplier Relationship & Performance Management (15%)
- Build and maintain strong supplier relationships to ensure continuity, quality, and responsiveness
- Establish supplier performance scorecards and lead periodic business reviews
- Resolve supplier issues, delivery risks, and non-performance through corrective action plans
- Support development of preferred supplier frameworks and long-term sourcing partnerships
Procurement Operations & Service Delivery (10%)
- Oversee day-to-day procurement transactions from requisition review to purchase order issuance and contract execution
- Ensure timely response to internal procurement requests and service level commitments
- Review procurement documentation for completeness, accuracy, and audit readiness
- Improve workflow efficiency through standardization, digitization, and process optimization
Stakeholder Management & Collaboration (10%)
- Partner with programme, finance, administration, and leadership teams to align procurement support with business needs
- Provide procurement advice to internal stakeholders on planning, sourcing options, and compliance requirements
- Manage escalations and ensure procurement priorities are communicated clearly across teams
- Support procurement capacity building and user awareness on policies and procedures
Leadership & Team Management (10%)
- Provide leadership, supervision, coaching, and performance management for the procurement team
- Allocate workloads, set priorities, and ensure effective delivery of procurement objectives
- Build team capability through training, mentoring, and succession planning
- Promote accountability, customer service, and ethical conduct within procurement operations
Risk, Compliance & Audit (10%)
- Ensure all procurement actions comply with organizational policies, donor requirements, and applicable legal and regulatory frameworks
- Identify procurement risks and implement controls to prevent fraud, conflict of interest, and non-compliance
- Support internal and external audits and ensure timely closure of procurement-related findings
- Maintain complete procurement records and ensure audit-ready filing systems
Data, Reporting & Systems (5%)
- Prepare procurement dashboards and reports on spend, lead times, supplier performance, and compliance metrics
- Analyse procurement data to support category planning, cost-saving opportunities, and decision-making
- Provide regular procurement updates to senior management and relevant stakeholders
- Promote effective use of procurement systems, templates, and reporting tools
Qualifications
Qualifications & Experience
- Minimum 8 years of experience in procurement, sourcing, contracts management, or a related field is required
- At least 2 years of direct supervisory experience is required
- Experience in humanitarian or development context preferred
- Strong experience in strategic sourcing, tender management, supplier management, and procurement compliance
- Knowledge of donor regulations and compliance frameworks is preffered
Education & Certifications
- Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Commerce, or a related field
- Master’s degree is an added advantage
- Professional certification (CIPS, KISM, or equivalent) required

Primary Purpose
- Reporting to the Security Risk Manager, the Security Risk Management Specialist is responsible for supporting, implementing, and ensuring the systematic application of safety and security policies across all CWS Africa operations. The Specialist provides operational security support, consultation, and guidance within the security Risk Management Unit; leads special security projects; and assists in the development and delivery of internal security training programs in liaison with the CWS Africa Training Unit.
- The role also involves compiling and drafting weekly security updates to inform program leadership of any significant developments affecting operations. Additionally, the Specialist conducts facility security assessments, analyses ongoing activities, completes related security evaluations, and ensures proper documentation and filing of both electronic and physical security records.
- The Security Risk Management Specialist also serves as the primary focal point for daily security risk operations within their area of responsibility.

Responsibilities
Leadership and Management (10%)
- Champions and supports security risk management (SRM) policies, procedures, and culture by proactively identifying, communicating, and addressing issues affecting SRM functions and processes under the guidance of the Security Risk Manager.
- Requests security guard deployment, supervises contracted guard forces, and conducts regular briefings, activation response checks, and panic button testing.
- Advises CWS travelling teams on context-specific security risks and reviews mitigation measures to support effective programming, in consultation with the Security Risk Manager.
- Supports the implementation of CWS’s safety and security risk management system in areas of operation.
- Conducts regular analysis and delivers timely, high-quality security information to the Security Risk Manager using established CWS processes and tools.
Administration (35%)
- Reviews and recommends improvements to safety and security field protocols, contingency plans, and the CWS Africa Security Manual, and conducts staff awareness sessions.
- In coordination with the Training Unit, supports the development and implementation of mandatory security training programs, including country-specific security plans, revised manuals, policies, and procedures, as well as new hire and refresher trainings.
- Deploys to support security teams in country offices as required.
- Ensures proper documentation and filing of both electronic and physical security records, including training schedules and related documentation.
- Contributes to the development of country-specific Security Risk Assessments and operational and programmatic contingency plans in collaboration with country office SRM teams and the Regional Senior Security Risk Manager.
- Conducts periodic office security risk assessments, compiles reports with findings and recommendations and advises the Property Manager and Security Risk Manager accordingly.
- Serves as the security risk management focal point for program teams within assigned areas.
- Conducts security briefings for CWS travelers, manages travel tracking through the CWS travel portal, and monitors staff movements in areas of operation.
- Disseminates security advisories to in-country staff through SMS, phone, and email alerts.
Representation (10%)
- Attends partner agency meetings, prepares inputs, and follows up on agreed action points.
- Coordinates with the Property Manager to ensure timely servicing of fire extinguishers and first aid kits, maintaining OSHA compliance across CWS Africa offices.
- Attends weekly security risk management meetings and represents the Security Risk Manager in their absence.
- Serves as the security focal point on joint assessment teams, identifying, reviewing, and approving worksites and accommodation for CWS Africa field teams in line with minimum security standards.
- Collaborates closely with the Regional Senior Security Risk Manager, seeking technical guidance as required.
- Engages with security focal points, floor wardens, and external stakeholders as needed.
Compliance (25%)
- Monitors surveillance systems and works closely with the IT team to ensure CCTV functionality and compliance with access control measures.
- Conducts annual security risk assessments of the Nairobi office and advises the Security Risk Manager on findings and recommendations.
- Plans and conducts building evacuation and lockdown drills, maintains a drill schedule, carries out phone tree tests, and reports findings with recommendations.
- Conducts facility security assessments, compiles findings, and provides practical recommendations.
- Delivers safety and security training, including new staff induction, refresher sessions, and security orientation for visitors.
- Monitors and reviews staff tracking systems, ensuring compliance with security protocols.
- Ensures CCTV systems retain a minimum of 90 days of footage and are routinely serviced.
Data Management (15%)
- Collaborates with IT staff to maintain existing Security Risk Management platforms and liaises with the Systems Development Unit to support the development of new security risk management solutions.
- Ensures CCTV systems remain operational 24/7 and retain a minimum of 90 days of recorded footage.
Additional Responsibilities (5%)
- Performs any other duties as assigned.
Qualifications
Experience:
- A minimum of five (5) years of work experience in the same field is required
- Professional security experience is required, including a minimum of two (2) years within a non-profit or NGO in an international humanitarian and development context is preferred
- Demonstrated knowledge and understanding of INGO security frameworks.
- Familiarity with physical security measures—such as CCTV, safe room design, perimeter security, and access control—is required, along with a solid understanding of communications technology and procedures.
- Proven experience in developing security training plans and modules; implementing safety and security frameworks; conducting security risk assessments; drafting security and incident reports; and coordinating responses to security emergencies.
- Experience facilitating security training for large groups and conducting pre- and post-training assessments.
Skills
- Strong organizational, facilitation and training skills with excellent writing and communications skills with advanced proficiency (verbal and written) in English.
- Proficiency in Microsoft 365 applications including Word, Excel, PowerPoint, and SharePoint.
- Detailed oriented and ability to manage multiple competing deadlines.

Education & Certifications
- A bachelor’s degree in security risk management, humanitarian studies, development, or a related field is required.
