    Purpose

    The role is responsible for the development, implementation and evaluation of disaster management programmes designed to prepare for, respond to and mitigate the impact of natural and man-made disasters.

    Key Responsibilities

    • Coordinate with KRCS Regions & Branches, communities and other stakeholders in order to develop a strategic disaster management plan and budget aligned to the Society's strategic objectives, Red Cross Movement policies and strategies as well as Government policies and strategies.
    • Coordinate mapping and vulnerabilities capacity assessment (VCA) in order to minimize disaster risks by building the capacity of communities to effectively prepare and respond to natural and man-made disasters.
    • Identify and put in place early warning systems (EWS) in vulnerable areas by utilizing the latest technology contingency plans, strategies and tactics as well as traditional knowledge management systems to respond and recover from disasters.
    • Coordinate with supply chain function to procure and stock adequate relief supplies and protective gear to facilitate rapid disaster response at the branch, regional or national level.
    • Coordinate the proper establishment and management of large-scale intergovernmental, interagency and interdisciplinary unified commands and regular exercises in order to respond effectively to disasters.
    • Develop and implement effective resource mobilisation strategies, including coordinate the development and preparation of funding proposals and appeals for material assistance.
    • Coordinate monitoring and evaluation of donor funded programmes by staff in order to evaluate progress, ensure accountability, determine impact and report on significant achievements to ensure organisational learning.
    • Provide strategic guidance and oversight on Preparedness for effective Disaster Operations and implementation of KRCS Disaster Management policy.
    • Establish and manage collaborative partnerships with relevant agencies to support effective coordination on Disaster Operations
    • Provide leadership and oversight in regular monitoring of Disaster Operations and the capacity development strategy.
    • Coordinate emergency WASH & public Health activities in liaison with other departments and stakeholders.
    • Provide strategic guidance and support in Disaster Risk Reduction & Livelihood programmes ensuring effective design and efficient implementation of the same

    Person Specifications

    Academic Qualification

    • A post graduate degree in Social Sciences, or an equivalent qualification
    • Experience in emergency response and disaster risk reduction programmes will be an added advanted
    • Project management certification or at least (5) years project management work experience in a disaster management agency or similar organization
    • Sound knowledge of emergency and disaster management concepts, programmes and practices. To include technical familiarity of hazards, forecasts and warnings.

    Professional Qualifications

    • Relevant professional qualification.
    • Member of a relevant professional body.

    Experience

    • Minimum of ten (10) years' relevant experience with five (5) years managerial level.

    Emergency Operations Centre Coordinator

    Reports To

    Overall Purpose

    This position supports efficient preparedness to disaster response by ensuring effective coordination of KRCS capacity countrywide before during and after Disaster emergencies. The incumbent is responsible for effective operations of the KRCS Emergency Operations Centre as the National focal point for all KRCS Disaster Operations.

    Key Responsibilities

    Emergency Operations Centre(EOC)

    • In Charge of KRCS Emergency Operations Centre and its functions
    • Maintains effective liaison with other National emergency response agencies during response planning.
    • Conducts effective internal and external operations coordination during response and early recovery to Disasters across Kenya.
    • Implements KRCS National Multi-Hazard Contingency Plan
    • Maintains operational efficiency of all EOC and related equipment
    • Activate hazard informed Early Warning and Alerts
    • Supports development and review of National Contingency Plan
    • Supports review of KRCS Disaster Management Operations SOPs
    • Supports preparedness coordination between KRCS partners and other Disaster response agencies
    • Supports review of Disaster Response training curriculum for KRCS staff and volunteers

    Disaster Preparedness

    • Prepares and maintains updated countrywide hazard map
    • Maintains Countrywide hazard surveillance
    • Conducts continuous review of KRCS countrywide disaster response Capacity
    • Supports development and review of KRCS National Multi-Hazard Contingency Plan
    • Supports review of KRCS Disaster Management Operations (DM Ops) SOPs

    Disaster Response

    • Maintains hazard informed capacity alignment
    • Focal point for KRCS National Disaster response coordination
    • Leads response readiness through implementation of an effective standby system
    • Responsible for effective data capturing in all response operations
    • Supports coordination of non-KRCS capacity in support of County response operations
    • Responsible of effective hazard monitoring for timely response activation
    • Ensures effective operations information management
    • Provides technical support to Regional EOCs
    • Provides technical support to National DM Operations Training, Workshops, Drills and Exercises

    Learning

    • Supports documentation of Disaster Operations information to enhance learning
    • Supports continuous review of Disaster Operations Procedures to enhance system strengthening
    • Ensure capture of Lessons Learnt In and On Disaster operations to support improvement of efficiency

    Administration

    • Responsible of day to day administration of staff and equipment deployed in the EOC
    • Contributes to DM Ops department annual plans and budget
    • Contributes to development of DM Operations logistics plan
    • Implements DM Ops Regional material resource support plan

    WASH Officer - Hygiene & Sanitation

    Reporting to:              

    WASH Manager

    Job Location:              

    Baringo, West Pokot and Samburu

    PURPOSE:

    The role will be responsible and accountable for the effective planning, budgeting, implementing and evaluating integrated and sustainable community-based Water Sanitation and Hygiene activities. Other responsibilities include strengthening volunteer networks, building their capacity for large scale reach to supplement public health services.

    KEY RESPONSIBILITIES

    • Support in development of hygiene promotion topics, hygiene sessions and IEC materials
    • Develop materials to promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services.
    • Ensure that action is taken to mitigate priority water and sanitation related health risks.
    • Provide technical support in preparation of divisional strategies, annual operational plan and budget.
    • Develop a strategic community-based health plan and budget aligned to the Society’s strategic objectives as well as Government health policies and strategies.
    • Conduct technical assessment to establish critical community-based sanitation and hygiene needs as well follow-up investigations of reported infectious diseases to determine source, contacts and carriers of disease.
    • Develop strategies for integrating community-based health programmes through awareness and sensitization of hygiene and sanitation practices.
    • Coordinate the support in establishment of emergency health facilities, and emergency trained personnel and volunteers capable of meeting area’s emergency needs.
    • Integrate emergency health into other programmes and undertake joint planning and implementation with other health agencies at all levels
    • In liaison with the Health, Nutrition and Social Services, support establishment of health facilities services to ensure improved access to emergency health services during disasters, large scale emergencies and disease outbreaks
    • Building community partnerships, identification and building the capacity of volunteer community leaders to spearhead hygiene promotion and sanitation.
    • Participate in the design, development, implementation and evaluation of a community awareness campaigns aimed at equipping and strengthening staff, volunteers and communities with capacity to provide community-based sanitation and hygiene services.
    • Prepare funding proposals and appeals for material assistance in line with the strategic plan by ensuring adherence to donor requirements.
    • Implement strategies for strengthening collaborative partnerships and networks with stakeholders, donors, government agencies, the private sector and other players to ensure implementation of programmes that enhance organizational effectiveness
    • Provide leadership to multidisciplinary teams to develop, implement and evaluate strategic management plans using participatory community methods, in order to improve performance standards and organisational effectiveness.
    • Develop and implement lobby and advocacy programmes with a view to reform laws and policies that hamper the implementation of effective disaster management to ensure that KRCS is recognised as the leading player in the provision of humanitarian relief services
    • Plan, monitor and evaluate the performance of programme staff against set targets and objectives, assess training needs and implementing development action plans aimed at building the capacity of individuals and multi-disciplinary teams 
    • Represent the Society at meetings, conferences and workshops and other forums to articulate issues related to humanitarian relief services
    • Prepare concept papers, periodic progress reports and annual reports showing achievements against planned targets as well as providing justification for performance variances and areas of improvement.

    EDUCATION AND EXPERIENCE:

    • Bachelor of Arts in Public Health, Social Sciences or related fields.
    • At least 2-year experience and understanding of Hygiene Promotion and community mobilization in relation to water and sanitation activities
    • Experience implementing PHAST/CHAST or CLTS behaviour change methodologies

    Technical Skills & Abilities:

    • Computer skills.
    • Demonstrate ability in supervision
    • Experience in working with water projects
