    Head, Outcome & Impact Evaluation

    THE OPPORTUNITY

    Reporting to the Head of Impact; The Head, Outcome & Impact Evaluation will be responsible for leading, overseeing and managing a team of outcome Lead evaluation managers who plan, commission and manage Evaluations and Reviews across all locations and programs of the Foundation in Africa and Canada. The Head Outcome & Impact Evaluation will be expected to evolve evaluation practice in the Foundation to reflect new MEL innovations, establish progressive Evaluation standards for the Foundation, develop the overall Evaluation Plan for the Foundation in consultation with ExCo and Country Heads, and oversee evaluation reporting to the Executive Committee and the Board of the Foundation.

    The successful candidate will be based in any of our listed offices in Africa (Ghana, Rwanda, Kenya).

    WAYS YOU CAN CONTRIBUTE

    • Build and manage a talented team of outcome and impact evaluation managers with experience across thematic sectors across Africa, globally, including indigenous Canada.
    • Lead the development and implementation of a Foundation wide Evaluation Plan and budget in consultation with the Head of Impact, ExCo, the Board, Country and Program Heads.
    • Manage the team to ensure that the Foundation has broad evaluation coverage across the geographic and thematic priorities of the Foundation and at Portfolio, Country Strategy and Regional and Mission levels, and strategic coverage of the areas of work that are most important.
    • Lead evaluation reporting to the Executive Committee (and Board if requested) the key results of evaluations. This will be done in collaboration with the Head of Impact and the relevant Lead Outcome manager.
    • Lead the development of Evaluation Standards for the Foundation drawing on innovative and advanced practice in adaptive management, market-based evaluation, innovation and systems evaluation.
    • Ensure that ongoing evaluations benefits from the Innovation work of the Impact Labs and Indigenous Evaluation incubators in Africa and Canada, and that the ongoing evaluation work of reflects these new advances.
    • Ensure that Regional and Country Impact staff have the support needed to plan and manage evaluations at regional and country and partner level, including country strategy and annual program Impact reviews, aiming to generate formative, independent, credible, and useful evidence and insights by assessing the performance and results of Foundation’s Young Africa Works country strategic plans.
    • Manage and report on the budget of the Outcome and Impact Workstream.
    • Lead the development of Evaluation Policy, Approach and Standards for the Foundation drawing on leading evaluation practice in innovative in indigenous evaluation, adaptive management, market-based evaluation, innovation and systems evaluation.
    • Support the use of Evaluation Standards throughout the Foundation, particularly to ensure that the outcome evaluation team incorporate the standards in all evaluations conducted for the Foundation.
    • Lead the definition of the scope and types of Evidence required to establish and measure impacts in short, medium, and long run.
    • Develop protocols for commissioning, executing and managing Evidence and Evaluations, assessing competencies in evaluation teams, and applying Quality Assurance Standards (QAS).
    • Provide strategic management advice and support to the Head of Impact and other Foundation senior leaders on Outcome and Impact Evaluation (what to evaluate, why and when).
    • Advise on key strategic issues emanating from evaluations and identify issues that should be elevated to risk management and strategic review.
    • Participate as a member of the Core Impact Management Team, working collaboratively across the Impact and Program Teams in all evaluation related work
    • Build collaborative work arrangements with risk management, research and knowledge management as appropriate.
    • Promote MCF’s evidence and insights culture of accountability and learning internally and externally.
    • Ensure that Evaluation results and Evidence and Insights are communicated in a way that empowers young women and men. Working closely with MCF Communications prepare presentations of these, tailoring messages to specific audiences and platforms.
    • Participate and represent the Impact Team in external professional evaluation forums and networks as may be authorized by the Head of Impact.
    • Participate in MCF internal evidence and evaluation expertise groups to enable sharing of experience and development of good practice.
    • Engage and collaborate actively with Mandated Institutions (in-country) that have mandates and capacity for commissioning evaluations and using and disseminating evidence/evaluation results for policy and related work.
    • Manage outcome evaluation managers, consultants and provide guidance as required to ensure appropriate development and enable high performance.

    WHO YOU ARE

    • Advanced University degree in International Development, Evaluation, Economics, Social Science, or another relevant field is an asset.
    • Membership in professional evaluation associations, notably in emerging African and Indigenous Evaluation networks, American Evaluation Association, European Evaluation Association, IDEAS (International Development Evaluation Association); and professional certificate in evaluation is highly desired.
    • Minimum 12 years of relevant professional experience managing an evaluation function in a medium to large international organization with Africa as a priority focus.
    • Minimum 5 years’ experience conducting country strategy and program evaluations in diverse development and or private sector managed initiatives.
    • Experience in evaluating large partnerships.
    • Majority of career focused on complex outcome focused evaluations across multiple thematic sectors and geographies.
    • Experience with risk related evaluations (related to the risk framework of an organization).
    • Experience in evaluation of market systems interventions with private sector, and with public sectors.
    • Extensive experience with programmatic, system level evaluation and extensive experience using participatory techniques for facilitating inclusive evaluations.
    • Experience with youth-targeted development investments and associated evaluation
    • Experience presenting Evaluation, Evidence and Insights findings to high-level Boards, Governments, and other relevant stakeholders.
    • Experience leading and managing evaluation team(s) and in supervising professional staff.
    • Management and leadership skills, including strategic analysis and strategic communication.
    • Familiarity with and participation in policy and practice debates on evidence and insights, particularly arising from evaluation.
    • Exceptional understanding of data systems and insights for triangulating evidence for Impact measurement and decision-making.
    • Familiarity with networks and work with youth groups, including youth in vulnerable circumstances.
    • Strong understanding and commitment to the use of indigenous knowledge and techniques of enquiry to enrich evidence with communities and citizens.
    • Mixed methods in evaluation including the harvesting of outcome and impact narratives that are qualitative as well as quantitative.
    • Excellent research and analytical as well as writing and communication skills.
    • Familiarity with innovation in MEL, the use of big data and tech-enabled data collection and analysis youth and citizen-led MEL.
    • Possess excellent verbal, written, and presentation skills with the ability to articulate information to a variety of constituents across cultures.

    THE OPPORTUNITY

    Reporting to the Head of Research Strengthening and Knowledge Mobilization, The Lead, Research Strengthening will lead knowledge development and research strengthening enterprise-wide to further Young Africa Works and other Foundation’s program objectives. They will contribute to and lead the delivery of the five-year research and knowledge development agenda as it applies to strengthening young researchers in Africa and among indigenous communities in Canada and developing partnerships to advance institutional strengthening of research organizations and networks in Africa. They will also respond to immediate research questions, providing quality assurance for diagnostic, R&D and other research to enable programming across   programs.

    The successful candidate will be based in Canada or any of our listed offices in Africa (Rwanda, Ghana, Kenya)

    • Lead the design of strengthening research. systems/processes/protocols across programs to ensure high-quality research design, implementation, and analysis.

     WHO YOU ARE

    • PHD./Master’s/MBA in global development, the social sciences, education, public policy or another related field is an asset.
    • Leadership experience in education, the social sciences and humanities, development and/or public policy within non-profit organizations, international NGO’s and/or learning institutions.
    • Expertise in research strengthening in development, social science and policy research across Africa and indigenous communities in Canada.
    • Understanding of the ecosystem of research strengthening and capacity building in Africa and current trends in methodologies and approaches, especially in economic transformation/growth and development policy.
    • Experience in effectively engaging with technical experts and institutions to build communities of practice.
    • Ability to plan for and prioritize multiple enterprise-wide initiatives with varying timelines.
    • Some success in building and managing high performing teams with proven success.
    • Strong research strengthening and capacity building skills (including non-conventional and emerging inclusive approaches) with the ability to translate knowledge to technical and non-technical teams.
    • Fluency in other languages relevant to the work; French would be desirable.

    THE OPPORTUNITY

    Reporting to the Head of Research, The Head of Research Strengthening and Knowledge Mobilization under the guidance of Head of Research will drive the research and institutional strengthening and knowledge mobilization objectives of the Foundation with particular emphasis on young researchers and research institutions in Africa & the indigenous communities of Canada. S/he will lead capacity building/knowledge accompaniment programs & co-develop sustainable and viable institutional strengthening strategies. They will co-lead the development of knowledge mobilization and knowledge products to advance Foundation’s programs and the Young Africa Works Strategy. They will, working with the Head of Research and the team deliver the five-year research and knowledge development agenda and respond to immediate research strengthening, knowledge mobilization and products demands and needs of the enterprise.

    • Work with team to deliver the design of research. systems/processes/protocols to ensure high-quality research design, implementation, and analysis.
    • Collaborate with S &L, Impact & Programs teams to identify and address research and institutional strengthening issues to enhance effectiveness of programs and partnerships and alignment to the YAW strategy, eleV and other functional programs.
    • Contribute to building a culture that encourages evidence-informed decision making.
    • Work with team to lead, collate, commission, and synthesize research on programmatic, strategic, Scholars & other programs’ knowledge building including the understanding of country and regional contexts to support program co-design, implementation & review processes.
    • Work with team to develop and ensure quality control of internal & externally commissioned research strengthening initiatives for young researchers in Africa and indigenous communities in Canada and allied institutions.
    • Work with Head of Research and team to develop Research Strategy & build research agenda and knowledge expertise to address long-term research and institutional strengthening initiatives in country, regional and other enterprise programs.
    • Seek and provide access to best-in-class external research and knowledge mobilization opportunities and initiatives.
    • Co-Commission research projects and other knowledge products for Foundation’s knowledge products, thought leadership and to enhance the international development field.
    • Work with the team to write, publish and disseminate learnings and insights on the Foundations programs to influence best practice internally and externally.
    • Lead the co-design and delivery of Foundation’s flagship and other knowledge products such as the Youth Voices Series and the State of Young Africa Works Reports.
    • Continuously explore sharing opportunities for the Foundation’s program work across all relevant audiences and stakeholders. Lead team to partner with the Programs team on proposal development and review to provide technical input into proposals.
    • Work with Research Team to build and strengthen the capacity of others to deliver high quality research, analysis, publications and documentation.
    • Work with team to provide subject matter expertise for Foundation research work.

     WHO YOU ARE

    • A Master’s/MBA in global development, education, public policy or another related field is an asset.
    • 10 to 12 years of leadership experience in social science, higher education, development and/or public policy research in non-profit organizations, international NGO’s and/or learning institutions. Experience with producing wide range of multi-media and other knowledge products.
    • Deep understanding of research methodologies and approaches to capacity-building and research strengthening initiatives for young researchers especially in public policy, social sciences and development in Africa.
    • Proven experience of effectively engaging with technical experts and institutions to build communities of practice.
    • Experience working with and managing research or knowledge development teams. Ability to plan and prioritize multiple enterprise-wide initiatives with varying timelines.
    • Demonstrated success in building and managing high performing teams with proven success.
    • Excellent research skills with the ability to translate findings to technical and non-technical teams.
    • Fluency in other languages relevant to the work; French would be desirable.
    • Excellent verbal, written, and presentation skills with the ability to articulate information to a variety of constituents across cultures.

    Impact Lead, Regional Programs

    THE OPPORTUNITY

    Reporting to the Regional Head of Impact, Region (Eastern and Southern Africa or Western, Central and Northern Africa); the Impact Lead, Regional Program will be responsible for leading the Impact function at regional level, supporting the Regional impact Head in formulating strategic outcomes for regional initiatives. The role leads the development of the Regional Impact Measurement Framework and its implementation. The regional Impact Lead works closely with impact partners organization/s at regional level responsible for the maintenance of sector specific data bases for measuring results and impact sector-based data agencies such as labour statistics, agricultural data collection and reporting agencies and regional development planning, monitoring and evaluation agencies. In collaboration with the enterprise-wide Evidence and Insights Unit and under the guidance of the regional impact head, the regional Impact Lead develops the plan for thematic Impact Review/Assessments and evaluation plans, outcome monitoring and the evaluation of the impact of the Foundation’s strategic initiatives for the region.

    • Partners with strategy and planning lead/sector leads in formulating strategic outcomes for the regional programs.
    • Defines sector/program specific measurable and evaluable outcomes and associated tools.
    • Leads Impact processes that inform regional strategy and program development
    • Leads the alignment of regional program impact with other mandated regional actors/institutions and systems for measuring impact.
    • Provide support on the development and implementation of strategies, tools and events that strengthen dialogue with key public and private sector stakeholders. These include (but not limited to) policy briefs that highlight the impact of the Foundation’s regional Program strategy and programs on the region as they relate to priority sectors/interventions for youth employment and empowerment, as well as support to external thought leadership events.
    • Lead knowledge translation activities, working in partnership with the Foundation’s communications team to map audiences and develop engagement strategies that seek to promote value-addition by the Foundation in the field of Measurement and Impact narratives.
    • Provide support on the Program Planning and Implementation units to:
      • (a) Analyze root-causes and barriers to the creation of opportunities for dignified and fulfilling work for young women in men.
      • (b) Support the sector/program leads to refine intentional goals and strategies to accelerate the opening up of these opportunities.
      • (c) Help translate and refine these intentional goals into Measurable Outcomes that will lead to Impacts at scale and aligned to regional strategies for creating work opportunities for young women and men.
      • (d) support the development of methods, tools, and techniques for measuring the Outcomes and corresponding Impact narratives.
    • Lead the development and implementation of a holistic, culturally relevant and spiritually rooted methodologies and instruments for assessments, measurement and research activities that enables the understanding of what impact means, and how these can be measured and narrated with youth-focused lenses.
    • Oversee external Impact Partner Organizations (IPOs) who will be engaged to support impact monitoring and verification activities that contribute to Impact Assessments at the program levels.
    • Ensure alignment with the Foundation’s strategic objectives, cross-cutting priorities, and policies, procedures, especially gender-equity and social inclusion considerations.
    • Play a leading role in the commissioning and management of quarterly impact monitoring studies/data and evidence, and their collation into annual Impact Reviews to inform Country Program adaptive management processes.
    • Contribute a strong evaluation and impact assessment perspective to impact measurement and the generation of impact insights and narratives that resonate with local/indigenous cultures and ways of knowing.
    • Facilitate participatory focused group and learning events with young women and men in collaboration with Youth Engagement staff, as well as culturally relevant vectors of knowledge and elders to generate insights that will foster adaptation and collaborative planning.
    • Provide support and facilitate program teams in the formulation of outcomes that are responsive to the transformation intents of program managers and implementers.
    • Attract and build a talented team/network of impact measurement specialists and evaluators to deepen reflections on new and emerging thinking on impact assessment
    • Develop tools and approaches for application to the requirements of the Young Africa Works Strategies. This includes bringing on board talented the next generation of innovative African evaluators and supporting their successful integration into country teams as well as effective succession planning.
    • Lead performance management to ensure delivery of goals.
    • Establish and review effective and efficient ways of working between teams, between regional Programs and Impact. Develop and implement processes and oversee effective implementation.

     WHO YOU ARE

    • A post-graduate degree and/or equivalent experience and training is an asset.
    • A knowledge of research methods, and in particular research approaches and skills related to gathering data and insights among indigenous communities, youth, and other vulnerable groups, using appropriate cultural lenses and perspectives
    • Ten (10) plus years’ experience working with the private and non-profit sectors, particularly in a role relating to National and Regional institutions in the relevant region, as well state and non-state actors in the field of Evaluation, Reviews and Impact.
    • Strong public policy experience, especially working with regional institutions mandated to undertake planning, policy formulation and implementation
    • Working experience in research, evaluation and learning, with demonstrated technical expertise in qualitative research methods, tool design, validation and data analysis.
    • Experience at senior leadership and management, preferably leading a country.
    • Experience establishing institutions for accountability and learning.
    • Experience living and/or working in multiple countries in the region / culturally diversified community groups.
    • Experience navigating research protocols, review processes and management of big data with government and academic institutions.
    • Strong familiarity and experience leading the development of M&E policies, regionally; and supporting the implementation of same in regional contexts, including experience in building the capacity of both state and non-state actors to function efficiently in the evaluation sector.
    • Experience applying a range of tech-enabled tools for data collection, analysis, reporting, and communication.
    • Experience in participatory approaches and demonstrated commitment to gender inclusion and youth engagement.
    • Deep familiarity with national and regional mandated institutions responsible for collecting, collating, and analyzing data for the purpose of measuring and reporting on outcomes and impacts. Deep knowledge of local research and evaluation methods.
    • Strong language, cultural and identity/affiliation with national people
    • Membership in national networks and authorities as applicable
    • Skills and competency to develop Measurable Outcomes and Impacts, as well as methods and tools for measuring same within national mandated institutions
    • Understanding of systems thinking and strong ability to develop and test theories of change and associated practice tools as they may be relevant and appropriate for indigenous communities.
    • A dynamic thinker, you bring effective experience in stakeholder engagement and policy influencing. This can include experience working in community-based organizations, governance and related councils/commissions, regional and national government and the private sector.
    • High tolerance for ambiguity and change, and ability to adapt to changing priorities within a fast-paced work environment with a “roll up the sleeves” attitude.
    • Strong problem-solving skills combined with a track record of pivoting in response to opportunities and challenges.
    • Are results driven and motivated by a sense of performance excellence and a sense of urgency; possesses a proactive and ‘self-starter’ mentality.
