    Senior Monitoring & Evaluation Specialist

    Position Description

    The Senior Monitoring, Evaluation and Learning (MEL) Specialist will be responsible for ensuring the implementation of the project performance plan by overseeing project results, reporting on indicators, and managing data. The MEL Specialist will assist in drafting and finalizing the MEL Plan. This position will also develop and maintain the M&E database and works with the R&D Lead to ensure data sharing and learning within all counties within the program scope. This position will report to the R&D Lead.

    Responsibilities include, but are not limited to:

    • Assist in drafting and finalizing the WKSP MEL Plan; develop and train project staff and partners on data collection tools and procedures; coordinates MEL activities, with home office support.
    • Ensures successful implementation of project performance monitoring plan by overseeing project results, reporting on indicators, and managing data.
    • Develop and maintain M&E database and dashboards to facilitate real-time monitoring and reporting, to facilitate an adaptive management approach to project implementation.
    • Work with the R&D Lead to ensure data sharing and learning across all counties of program implementation.
    • Supervises the collection, analysis, and reporting on performance indicators by other team members and project counterparts.
    • Work closely with partners and SAF awardees to comply with mandatory data collection requirements and support MEL capacity building activities.
    • Prepares results reporting inputs for monthly, quarterly and annual progress reports; contribute to other project reports such as annual work plans.
    • Outline specific learning activities and quarterly “pause and reflect” performance review processes with Market Engagement and Market Facilitation Teams.
    • Work with the Market Engagement and Market Facilitation Teams to identify Learning Questions and knowledge gaps and puts the mechanisms in place to respond to these questions/gaps.
    • Oversee tools for data collection, storage, and analysis and guide data collection, management, and analysis in a consistent, standardized, and disciplined manner.
    • Facilitate constructive and collaborative dialogue during regular MEL project reviews and biweekly team meetings.
    • Leads and proactively reviews/analyzes project activities and their outputs and outcomes to continuously learn from and adapt ongoing project implementation; provides feedback to the technical team on where to improve.
    • Other responsibilities as assigned.

    Qualifications:

    • Bachelor’s degree and 6 years of experience, or master’s degree and 3 years of experience.
    • Demonstrated experience supporting donor-funded Monitoring and Evaluation activities, preferably for USAID.
    • Familiarity with the concepts of learning and collaborate, learn and adapt (USAID) and experience applying these concepts to donor-funded activities.
    • Knowledge of reporting procedures, best practices, guidelines, methods, and approaches for MEL.  
    • Excellent management, communication, and organizational skills demonstrated flexibility and capacity to multi-task.   
    • Demonstrated experience in analytical skills and data visualization.  
    • Computer literacy, with ability to analyse and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA.  
    • Proficiency in English is required.
    • Work experience in Kenya required.

    Communications Director

    Position Description

    RTI is seeking a Communications Director for the anticipated WKSP project. The Communications Director will be responsible for designing and implementing strategic communications and outreach strategies to support WKSP goals. The individual in this position will also produce both multi-media communication products to break down complex activities and technical information for varying audiences. The Communications Director will provide logistics and communications support at events. This position will be based in Kisumu, Western Kenya, and report to the Chief of Party.

    Responsibilities include, but are not limited to:

    • Lead the design and implementation of strategic communications and outreach strategies that support project goals, in full compliance with USAID rules and regulations and the WSKP Branding and Marking Implementation Plans.
    • Lead all internal and external communications reporting in coordination with COP and USAID, including social media, success stories, annual and quarterly reports, etc.  
    • Produce high-quality print and electronic communications products that translate complex activities, technical information, and research findings into understandable, meaningful messages for a variety of audiences.
    • Lead development of knowledge products, together with technical staff, that may include technical publications, reports, learning briefs, updates/newsletters, brochures, presentations, videos, posters, social media content.
    • Provide logistics and communications support at events, including preparing press releases, announcements, social media posts; organizing photography and videography as required.
    • Supports the development of Social and Behavior Change Communication (SBCC) processes and strategies to promote sanitation management and improved Menstrual Hygiene Management (MHM) products and services, including county-level awareness activities and communication campaigns.
    • Liaise with RTI home office communications team and technical project staff.
    • Interact with PR agencies, media, publication firms etc. under guidance of COP.

    Qualifications:

    • Master’s degree in Communication, Advertising, Public Relations, English literature, or related field relevant field and 9 years of relevant field experience in communication and outreach; or bachelor’s degree and 12 years of experience. 
    • Communications experience on donor-funded projects required, experience on a USAID-funded project preferred. 
    • Demonstrated success in developing and implementing SBCC campaigns, preferably in the health or WASH sectors.
    • Experience in social media strategies, platforms and delivery of campaigns is required. 
    • Experience preparing communications plans.  
    • Demonstrated ability to think strategically about communications objectives.  
    • Strong interpersonal/relationship building skills. 
    • Ability to multi-task in a fast-paced environment and meet deadlines under pressure.  
    • Proficiency in English is required.
    • Work experience in Kenya required.

    Policy/Training Coordinator

    Position Description

    The Policy/Training Coordinator will be responsible for supporting the Governance and Partnerships Lead in policy audits and supports the provision of pro-business policies across the counties. Additionally, this position will work to support capacity-building activities for the project as well as organizing events and facilitating trainings for the Market Engagement Team. This position will report to the Governance and Partnerships Lead.

    Responsibilities include, but are not limited to:

    • Support the Governance and Partnerships Lead in policy audits and support the provision of pro-business policies across the counties.
    • Provide technical assistance related to designing and implementing in-person, e-learning, and hybrid learning sessions, activities, resources, and curricula.
    • Prepare and review training designs and materials in support of technical objectives.
    • Work with the Governance and Partnerships Lead to design, organize, plan, and manage capacity-building activities for the project, including county government officials, fundis/masons, the private sector, etc.
    • Organize events and facilitates training for the Market Engagement Team and support strategies for stakeholder engagement.
    • Provide inputs for preparation of high-quality reports to USAID, including monthly, quarterly, and annual reports; annual work plans; and other technical and financial reports.
    • Analyze and synthesize data from a variety of assessment and evaluation mechanisms to make continuous improvements in content and methodologies, in collaboration with subject matter experts.
    • Conduct and support training needs analyses.
    • Conduct and support post-training feedback, evaluation, and reporting. 
    • Other duties as assigned.

    Qualifications:

    • Bachelor’s degree and 3 years of experience, or master’s degree and 1 year of experience.
    • Prior experience in conducing training needs analysis, documentation of training materials and feedback, etc., in the sanitation sector is highly desirable.  Ability to work collaboratively and effectively with a wide range of stakeholders. 
    • Strong oral and written communication skills and excellent interpersonal skills.
    • Ability to travel and work in target counties and difficult terrain/conditions at times
    • Proficiency in English is required.

    Accountant

    Position Description

    RTI is seeking an Accountant for the anticipated WKSP project. The Accountant is responsible for providing support for all financial aspects of the project. This position reports to the Finance and Administration Director.   

    Responsibilities include, but are not limited to:

    • Supports the finance team to ensure appropriate systems are in place for timely and cost-effective disbursement, accounting, budgeting, and reporting of project funds in compliance with local and USAID regulations.
    • Provide functional support for RTI’s finance and accounting function. 
    • Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping. 
    • Prepare and submit monthly expense reports to the RTI home office. 
    • Review expenses and financial transactions to ensure it is compliance with RTI procedures and terms of the agreement. 
    • Maintain inventory tracking system and does periodic reviews to ensure compliance with USAID and RTI procedures and terms of the agreement.  
    • Reconcile cash accounts for field offices. 
    • Perform the cash management functions required in maintaining RTI bank accounts.  
    • Manage petty cash accounts. 
    • Follow up with field offices to make sure that bi-weekly expense reporting is within the deadline. 
    • Review and submit monthly bank reconciliations.
    • Double-check the accuracy of information to discover weaknesses or missing data and strive for strict compliance and high quality performance;
    • Submit report of the findings to regional controller. 
    • Recommend necessary ideas based on the review findings to improve quality of reporting. 
    • Perform other tasks as assigned by his/her supervisors.   

    Qualifications:

    • Bachelor’s degree and 3 years of experience, or master’s degree and 1 year of experience.
    • Previous experience with USAID-funded programs, and fluency with USAID policies and procedures related to financial management, financial reporting, and grant making. 
    • Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.  
    • Ability to function independently and carry out routine responsibilities with minimal supervision.  
    • Ability to follow guidelines and controls required of the position.  
    • Budgeting, financial analysis, and MS Excel skills required.  
    • Proficiency with accounting software (QuickBooks preferred), Word, PowerPoint and Access.  
    • Demonstrated team player with effective cross-cultural interpersonal skills; able to develop and communicate a common vision among diverse partners and lead multidisciplinary teams. 
    • Verbal and written fluency in English, along with strong communications, interpersonal, and presentation skills. 
    • High level of integrity and impeccable record in previous accounting positions. 
    • Ability to monitor progress of a project against milestones or deadlines.  
    • Work experience in Kenya required.
