    Finance and Budget Assistant

    Responsibilities

    • Budget; Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.
    • Prepares supporting documents (narrative and supporting tables) with respect to GEF submissions and UNEP Programme of Work.
    • Assists managers in the elaboration of resource requirements for budget submissions.
    • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. e) Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
    • Reviews requisitions for goods and services to ensure correct objects of expenditure have been charged, and availability of funds.
    • Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
    • Monitors integrity of various financial databases.
    • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
    • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
    • Periodic reconciliation of accounts.Performs other related duties, as assigned.

    Education

    • High school diploma or equivalent is required.

    Work Experience

    • A minimum of seven (7) years of experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.
    • Experience working with various offices of the United Nations Secretariat, United Nations Agencies, Funds and Programmes, the European Union, the North Atlantic Treaty Organization, Non-Governmental Organizations or Permanent Missions is desirable.
    • Experience working on Enterprise Resource Planning (ERP) systems such as Umoja is desirable. Experience organizing meetings and workshops is desirable. One (1) year or more of experience in data analytics or related area is desirable.

    Director, Programme Management

    Responsibilities

    • Formulate and implement the substantive work programme of the Division, determine priorities, and allocate resources for the completion of outputs/results and their timely delivery, in co-operation and co-ordination with other UN Environment Programme divisions and offices.
    • Oversee activities undertaken by the Division as a contribution to the UNEP Programme of Work and Medium-Term Strategy (MTS), including preparation, execution and monitoring of office budget, assigning and monitoring of performance parameters and critical indicators and other administrative tasks.
    • Ensure that programmed activities are carried out in a timely manner and co-ordinate work in the different areas both within the Division and other UN Environment divisions and offices, in accordance with UNEP’s ‘delivery model’ and with other organizations of the United Nations System, donors and agencies as appropriate, working closely with UNEP Regional Offices to support the UN Resident Coordinators and UN Country Teams, as per the UNEP Delivery Model and adherence to the principles of “One UNEP”.
    • Co-ordinate and oversee the preparation of reports for presentation to donors, UNEP Environment Assembly, United Nations intergovernmental bodies and other scientific inter-governmental forums as appropriate.
    • Manage, guide, develop, encourage and train staff under his/her supervision; foster teamwork and communication among staff in the Division and across UNEP;
    • Chair meetings, seminars, etc., on substantive-related issues; represent the Organization at international, regional, inter-agency meetings, seminars and conferences; provide programmatic/substantive expertise and, when appropriate, hold programmatic/substantive and organizational discussions with representatives of other institutions.
    • Perform other relevant duties as assigned.

    Education

    • Advanced University Degree (Masters Degree or equivalent degree) in natural sciences, social sciences, environmental management, economics or other related area is required.
    • A first-level degree (Bachelor's or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • PhD in environmental science and or any related environment field is desired.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

    • A minimum of fifteen (15) years of progressively responsible experience in the field of environmental science, environment engineering, environmental geography or development economics is required.
    • Experience in programme and organizational management (human resources, budget, law, etc) in government, intergovernmental entities and/or United Nations, universities and research institutions and non-governmental organizations at a senior-level is required.
    • Experience in environmental policy analysis, formulation and implementation, and/or providing technical assistance on environment/or economics to policy makers on the environment is required.
    • Working experience in a management and leadership position at senior level is required.
    • Experience in the area of the environmental science-policy interface is required.

    Chemicals Legal Specialist

    • Specifically, the consultant is expected to:
    • conduct extensive legal research and analysis on regulatory measures to assist countries to transition towards effective, safe and sustainable chemicals and waste management systems.
    • draft legal opinions/advice, as well as background papers, studies, briefs, reports, legislative texts, and correspondence on a range of environmental law matters, with a focus on chemicals- and waste-related legal issues.
    • provide expert support to the international environmental law seminars, conferences, or other fora, including the preparation of background materials, summaries of issues and views of delegations, meeting outcome reports, etc.
    • provide substantive guidance to the delivery/implementation of the GFC with a focus on strategic objective 

    Qualifications/special skills

    • An advanced university degree (Master’s degree or equivalent) in environmental law, international law, human rights or a related field. A first-level university degree in law in combination with qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of seven (7) years of working experience in law, including legal analysis, research and writing, with at least five (5) years of experience with a focus on legislation relating to chemicals and waste is required.
    • Prior experience working on international and/or national environmental law relating to chemicals and waste issues is required. Prior experience working with the UN or similar international organizations is required.
    • Excellent writing and communications skills; Clear and concise communication are desirable.
    • Excellent research and analytical skills, in particular in legal analysis, and expertise in independent research and review is desirable.

    Marine and Coastal Environmental Management Consultant

    • The consultant will be responsible for the following:
    • Review and update the draft Regional Contingency Plan for Preparedness and Response to Major Marine Pollution Incidents in the Western Indian Ocean in consultation with representatives from the Nairobi Convention Contracting Parties and relevant partners in the region.
    • Develop a draft implementation plan for the Regional Contingency Plan for Preparedness and Response to Major Marine Pollution Incidents in the Western Indian Ocean, inclusive of a roadmap towards approval of the plan at the next Conference of Parties to the Nairobi Convention in 2026.
    • Facilitate a regional meeting organized by the Nairobi Convention Secretariat, present the draft regional contingency plan and implementation plan, and prepare a workshop report capturing the key findings, concerns, inputs and recommendations. In addition, present the draft regional contingency plan for the WIO region to other regional fora as necessary, either virtually or in person.
    • Revise and submit the final draft regional contingency plan for the WIO region and the implementation plan based on the regional workshop comments and inputs.

    Qualifications/special skills

    • Master’s degree is required in Marine Biology/ Sciences (Marine biology and coastal management/Maritime Safety and Environmental Protection/ Maritime Affairs - Maritime Safety & Environmental Administration/ Oceanography and Marine Environmental Management), Environmental Sciences or other closely related fields.
    • A first level degree with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Work Experience Minimum of 5 years of work experience in coastal and marine conservation and management, programme development, management of natural resource, in international setting including in the Western Indian Ocean region is required.
    • Experience in the implementation of oil spill preparedness and response programmes at national and regional levels is also required. Experience working on international programmes in oil spill preparedness and response / emergency management is desirable for this assignment is desirable.
