    Medical Officer (2 Position)

    PURPOSE:

    Responsible to the Medical Officer in Charge, the medical officer is a General Practitioner, appropriately qualified and registered medical professional with knowledge and skills to provide personal, family and community orientated comprehensive primary and secondary health care services to individuals. MO is responsible for providing patient-centered, culturally appropriate, and individual holistic care to a defined population.

    Key Responsibilities

    • Review program activities and priorities on a regular basis updating the Medical Officer – In Charge on gaps and/or provide recommendations on how to improve quality of services
    • Attend to urgent medical services including resuscitation, stabilization and assessment and diagnosis, treatment and referral as necessary
    • Assess the urgency and severity of presenting problems through history taking, examination and investigation.
    • Recommending and, where appropriate, undertaking treatment options and carrying out/referring for appropriate interventions and procedures, including but not limited to prescribing, minor surgery and other general practice procedures, counseling, psychological interventions, advising and education.
    • Provide timely clinical and culturally appropriate health services through appropriate evidence based screening, risk assessment and early detection of illness, disease and disability.
    • Working with public health providers in the prevention and control of communicable diseases for individuals and families.
    • Provide ongoing care and support for people with chronic and terminal conditions to reduce deterioration, increase independence and reduce suffering linking, where relevant, with appropriate service providers.
    • Comply with established health and safety policies with regard to handling of instruments, storage of drugs and disposal of sharps and other potentially dangerous equipment and substances.
    • Liaise with nursing staff regularly to check on patient progress, or more frequently if their condition necessitates.
    • To see patients at the request of nurses in charge and carry out examinations of patients.
    • Supervise the daily clinical management of all patients in conjunction with the nurse team leaders and attend all post-operative patients on day of operation and every day following.
    • Conduct daily ward rounds in the hospital, and regular reviews of in-patients where necessary.
    • Ensure patient management is in line with the set MOH, WHO and NACADA guidelines and protocols.
    • Conduct special outpatient clinics in the hospital on the allocated days every week i.e. SOPC, GOPC, HRC, POPC, and MOPC.
    • Attend to all medical legal cases, including filling of P3 forms and attend court sessions as required.
    • Attend to sexual assault survivors on a timely basis in the GBV Support Centre.
    • Monitor closely the morbidity and mortality trends together with all the other health indicators in the HMIS to ensure that prompt actions are taken.

    Minimum Qualifications

    • Bachelor of Medicine and Surgery from a recognized University
    • At least two (3) years’ experience of working in a busy hospital
    • Valid practicing license with the Kenya Medical Practitioners and Dentist Board

    HIS/Records Officer

    PURPOSE:

    The Health Information System officer will be responsible for providing leadership for the data management and improving data quality and ensure the same is reported into the County and National HIS while collecting information, to optimize the use of that data for decision-making.

    Laboratory Technologist (2 Positions)

    PURPOSE:

    The overall objective of the position is to ensure smooth running of laboratory services in the hospital. He/she will also ensure accurate processing and timely dissemination of results.

    Key Responsibilities

    • Coordinate day-to-day operations to ensure quality laboratory services are delivered to beneficiaries.
    • Provide medical laboratory diagnostic and therapeutic information, products and services by establishing specimen preparation procedures, developing and implementing analytical procedures, evaluating laboratory information and reporting results according to protocols.
    • Maintain medical laboratory equipment performance by establishing quality standards, developing operations, quality and troubleshooting procedures, certifying instrument performance, arranging equipment replacement, service, and repair.
    • Maintain medical laboratory supplies inventory by checking stock to determine inventory level, anticipating needed supplies, placing and expediting orders for supplies, verifying receipt of supplies.

    Mental Health Nurse

    Overall Purpose

    Reporting to the Mental Health and Psychosocial Support Coordinator, the Mental Health Nurse' s overall objective will be to provide safe, effective and curative mental health and psychosocial services in Ifo/Ifo 2 camps.

    Duties and Responsibilities

    • Identify and define mental health problems and needs of the refugees in Ifo camp and provide technical advice on all cases of psychiatric disorders/other psychological problems.
    • Oversee and conduct mental health assessments, diagnose and plan individual case management of psychiatric patients in the refugee camp/Host community, refer accordingly and prepare report.
    • Develop nursing care plans for psychiatric patients admitted into the ward and liaise treatment plans with the Medical officer/ Clinician.
    • Provide a detailed training for the mental health assistants on mental health.
    • Respond to the request of law enforcement officers/staff by phone or at the scene when the officer/staff person have reasonable cause to believe the person within the camp is mentally ill and is likely to be in immediate danger to self and/or others.
    • Attend weekly staff meetings, CMEs.
    • Design a suitable and relevant “Mental Health” training manual for Camps(Ifo 1&2) mental health program.
    • Identify and manage the mentally ill patients both in the outpatient and psychiatric clinic and in the community through follow-ups.
    • Manage in-patients with psychological morbidity or those admitted with known psychiatric disorders.
    • Manage patients with emotional and/or psychiatric morbidity.
    • Provide psychiatric support by use of individual or group counseling and psychotherapy sessions.
    • Training of relevant staff, CHVs, auxiliary nurses and other groups exposed to persons with mental problems or the vulnerable groups.
    • Community education and creating awareness so as to initiate community participation as a PHC approach.
    • Design a mental health working guideline in line with DSM V and Ministry of Health policy.
    • Liaise with colleagues in acquiring any useful tools, equipment in the duties thereby such as equipment for psychotherapy.
    • Identify and liaise with traditional healers and religious leaders in dealing with people with selective mental disorders.
    • Complete monthly, quarterly, biannual and annual activity/narrative reports.
    • Carry out any other additional duties as may be assigned by the Mental Health and Psychosocial Support Coordinator.

    Required Qualifications and Experience

    • Diploma in Registered Nursing –Mental Health and psychiatry/Higher Diploma in Mental Health and Psychiatry or related field.
    • At least 2-3 years in field experience within a Humanitarian NGO/Agency in the same or similar position.
    • Extensive experience providing clinical care and psychotherapy sessions to individuals and groups.
    • Understanding of and experience implementing culturally appropriate mental health interventions, including individual, group and community-based approaches for people who are mentally challenged.
    • Experience working as part of an interdisciplinary/multi-disciplinary team desirable.
    • Flexibility and adaptability.
    • Demonstrated flexibility to adapt to changing requirements and needs.
    • Skilled at working as a member of a team.
    • Working knowledge of English and Swahili

    Nutrition Officer (2 Positions)

    PURPOSE:

    The Nutrition Officer will be responsible for implementation of Nutrition projects in collaboration with other health staff, to increase Nutrition-Health integration. The Officer will facilitate good practice and ensure compliance to applicable implementation guidelines.

    Key Responsibilities

    • Plan and organize OTP and SFP at designated health post in liaison with nutrition incentives.
    • Work closely with CHP and MIYCN counsellors to ensure all aspects of the program are understood and agreed and appropriate referrals take place to and from the OTP and the program is well integrated into the health systems.
    • Supervise the activities of the IMAM and CMAM  program.
    • Work closely with the teams to ensure all children are screened correctly, all criteria are understood by the teams, including admission, discharge and transfer to and from the OTP/SFP.
    • Ensure the correct clinical diagnosis at the time of assessment according to the IMAM protocols are adhered to so that the patient receives appropriate treatment in the relevant program.
    • Ensure timely identification of complications, non-responders, and referrals to the SC.
    • Ensure correctness, consistence and completeness of the information in the nutrition registers.
    • Ensure adequate availability of food supplies and stock is pre-positioned as planned by discussing with logistics
    • Through liaison with the community mobilizers and nutrition volunteers, provide effective follow up of all cases: particularly tracing of children who are absent from the program, sick children, long stay children, children not gaining weight and children with social problems.
    • Provide key health and education messages to beneficiaries based the protocol and guidelines.
    • Respond to inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the OTP/SFP sites.
    • Follow-up and ensure the field team interacts with the beneficiaries properly
    • Submit daily stock report, weekly HIS report and weekly health post report

    Minimum Qualifications 

    • Degree in Nutrition from a recognized college/University
    • Must be registered by Kenya nutritionist and dietetic institute
    • At least 2 years’ experience of working in a refugee set up or a similar context under the IMAM /CMAM program.
    • IMAM and MIYCN training is an added advantage
    • An understanding of the UNHCR /WFP reporting system will be an added advantage.

    Pharmaceutical Technologist (2 Position)

    Overall Purpose

    The pharmaceutical Technologist will be working under the guidance and supervision of the Pharmacy in Charge and will be directly responsible for the running of the hospital/health post dispensing pharmacy.                                                                                                    

    Duties and Responsibilities

    • Monitoring and supervising the hospital/health posts dispensing pharmacy staff to ensure all pharmaceutical ethical protocols are observed.
    • Prepare and submit regular inventory reports and requisition orders in time.
    • Monitoring drug consumption rate and keeping accurate records of the same.
    • Carry out regular pharmacy quality audits in all dispensing units.
    • Advise the logistics Manager of procurement-specific issues or improvements.
    • Provide on time, standard monthly reports to pharmacy in charge.
    • Review prescriptions to assure accuracy, to ascertain the needed ingredients and to evaluate their suitability.
    • Provide information and advice regarding drug interactions, side effects, dosage and proper medication storage.
    • Analyze prescribing trends to monitor patient compliance and to prevent excessive usage or harmful interactions
    • Maintain records such as pharmacy files, patient files inventories, control records and registries of poisons, narcotics and controlled drugs.
    • Collaborate with other health care professionals to plan, monitor review and evaluate the quality and effectiveness of drugs and drug regiments, providing advice on drug applications and characteristics.
    • Compound and dispense medications as prescribed by clinicians by calculating, weighing, measuring and mixing ingredients.
    • Offer health promotion and prevention activities, for example training people to use devices such as blood pressure or diabetes monitors.
    • Plan, Implement and maintain procedures for mixing, packaging and labelling pharmaceuticals, according to policy and legal requirements to ensure quality, security and proper disposal.

    Minimum Qualifications

    • Diploma in Pharmacy. Degree in pharmacy is an added advantage
    • Member of Pharmacy Society of Kenya and valid practicing license form PSK
    • Registered with Pharmacy and Poisons Board
    • 2 years work experience and at least 1 year working in a Refugee Operations set up.

    Public Health Officer

    PURPOSE:

    The Public health officer will be responsible for steering the community health program through existing community health units. Observe and monitor health status of the refugee populations to recognize and solve public health needs. Provide leadership and mentorship role to community health workers and notify, educate and empower refugee populations regarding health problems.

    Key Responsibilities

    • Implement community health strategy approach and ensure creation of health demand at the community.
    •  Carry out disease surveillance and response activities at the hospital and community level.
    • Conduct public health sanitary and hygiene inspections at the hospital and community and develop reports for timely response.
    • Capacity build, mentor and supervise community health workforce.
    • Develop, maintain and monitor infection prevention measures and guidelines for the hospital.
    • Conduct and supervise weekly and monthly community engagement activities like community dialogue and action days.
    • Take a lead role in the event of disease outbreaks and ensure adherence to public health prevention measures.
    • Supervise and conduct mass immunization campaigns for vaccine preventable diseases.

    Programme Support

    • Coordinate and plan for program activities within a community unit

    • Experience in implementing the Community Health Strategy approach will be an added advantage.

    Psychosocial Counsellor

    Overall Purpose

    Reporting to the Mental Health and Psychosocial Support Coordinator. The position will assess and provide comprehensive psychological treatment including but not limited to individual and group therapy with adults and children who are survivors of torture. The Psychosocial Counselor to work with refugee population who have suffered torture and war trauma across Ifo/Ifo 2/Dagahaley

    Duties and Responsibilities

    • Provide comprehensive psychosocial counseling, Psychoeducation and PFA (Psychological First Aid) to address the mental health needs of refugees,POCs at Ifo/Ifo 2/Dagahaley and the Host Community.
    • Provide assessment, individual and group counseling, therapy to clients and families as appropriate and prepare treatment plans and follow up care programs
    • Provide therapeutic crisis intervention and emergency services as required to staff, refugees, POCS and the Host community
    • Provide comprehensive psycho education at school level targeting the students and the teachers
    • Sensitize, problem solve, dialogue and mediate with the wider population about issues of war, torture, trauma and SGBV
    • Become proficient with Kenya Red Cross Society data collection tools and conduct and submit assessments and reports in a timely and accurate matter
    • Work closely with the database staff to ensure quality reporting
    • Participate in routine departmental work plan reviews and prepare relevant activity reports on MHPSS activities
    • Conducting awareness programs for communities through sensitization and outreaches across Ifo/Ifo 2/Dagahaley
    • Ensure all work with clients is confidential and that ethical practices are observed
    • Compile weekly, monthly and quarterly counselling reports including analysis of behavioral trends and patterns and identified solutions across Ifo/Ifo2/Dagahaley
    • Assist in the designing, planning, implementing and facilitating of external trainings for numerous target groups

    Clinical Officer (5 positions)

    PURPOSE:

    The Clinical Officer's main objective is to provide quality health care both outpatient and in-patient units through patient clerkship, diagnosis and treatment of diseases based on clinical signs and symptoms and available laboratory findings.

    Key Responsibilities

    • Clinical assessment and prescription of treatment to all patients according to the MOH/WHO guidelines.
    • To ensure that all patient registers and files are accurately filled and updated regularly.
    • Maintain high standard confidentiality to all patients and treat all patients with respect and dignity.

    • Ensure that universal precautions and infection prevention guidelines are adhered to.
    • Attend to any other duty assigned by the supervisor.

    Minimum Qualifications 

    • Diploma in Clinical Medicine and Surgery from a recognized institution
    • Registered with Clinical Officers’ Council of Kenya and possess a valid practicing license
    • Minimum of 3 years working experience preferably in a refugee setting.
