    Deputy Chief Land Registrar - 2 Posts

    For appointment to this grade, a candidate must have: -

    • served for a minimum period of three (3) years in the grade of Senior Assistant Chief Land Registrar, CSG 6 or in a comparable and relevant position in the public service;
    • a Bachelor’s Degree in any of the following disciplines: Law (with a Post Graduate Diploma in Law and admission as an advocate of the High Court of Kenya), Land Economics, Land Survey or its equivalent qualification from a university recognized in Kenya;
    • a Master’s Degree in any of the disciplines: Law, Land Economics, Land
    • Survey or its equivalent qualification from a university recognized in Kenya;
    • membership to a relevant professional body;
    • thorough knowledge of the various land registration laws and related statutes; and
    • demonstrated professional competence and capability to manage, supervise, direct and co-ordinate all land registration matters effectively.

    Duties and responsibilities will include: - 

    • coordinating development, implementation and review of land registration policies, strategies and programmes; 
    • interpreting, implementing and enforcing relevant land registration statutes and regulations; 
    • coordinating formulation of practice instructions and guidelines for implementation of the land registration policies and strategies; 
    • coordinating investigations and overseeing responses and attendance to court summons on land registration matters; 
    • coordinating collection, adjudication, refund and recovery of stamp duties and land registration fees and penalties; 
    • coordinating land registrations appeal and resolving complaints on land registration matters;
    • coordinating conversion of land registration records from one statute to another; 
    • coordinating preparation of certificate of incorporation under Trustees Perpetual Succession Act (Cap. 164); 
    • coordinating collection of revenue from land registration transactions; 
    • coordinating inspection of processes and procedures of land registration units and analyzing land registration reports; 
    • approving, gazettement and replacement of lost titles; 
    • maintaining a database of registered land countrywide; and
    • preparation and submission of an annual reports on the state of land registration matters;

    Senior Deputy Director Land Valuation - 2 Posts

    For appointment to this grade, a candidate must have: -

    • served for a minimum period of three (3) years in the grade of Deputy Director, Valuation Services, CSG 6 or in a comparable and relevant position in the public service; 
    • a Bachelor’s Degree in any of the following disciplines: Land Economics, Real Estate and Property Studies or its equivalent qualification from a university recognized in Kenya;
    • a Master’s Degree in any of the following disciplines: Property Valuation, Estate Management, Property Studies, Real Estate or its equivalent qualification from a university recognized in Kenya;
    • membership to the Institution of Surveyors of Kenya (ISK), Valuation and Estate
    • Management Surveyors Chapter;
    • been registered by the Valuers Registration Board; and
    • demonstrated managerial and professional competence in work performance and results.

    Duties and responsibilities at this level will include: - 

    • initiating development and review of valuation policies, strategies, plans and programmes; 
    • enforcing relevant provisions of various statutes relating to valuation; 
    • coordinating development and review of the National Land Value Index; 
    • initiating and supervising preparation of valuation rolls and supplementary valuation rolls;
    • initiating and reviewing research on emerging value trends and valuation issues; 
    • coordinating, monitoring and evaluating valuation projects and programmes; 
    • coordinating investigations on valuation disputes and appeals; 
    • overseeing valuation for arbitration purposes for courts, quasi-judicial bodies and tribunals; 
    • coordinating setting of performance targets and preparation of annual workplans, procurement plans and performance contracting process;
    • preparing reports on the impact of infrastructural projects on land values; 
    • representing the public sector Valuers in the Valuers and Estate Agents Registration Boards; and
    • preparing progress, reports on valuation;  and mentoring and developing staff.

    Deputy Director - Research

    For appointment to this grade, a candidate must have: -

    • served in the grade of Assistant Director, Research, CSG 7, for a minimum period of three (3) years or in a comparable and relevant position in the public service;
    • a Bachelor’s Degree in any of the following fields: Geomatics Engineering, Land Economics, Geospatial Information Systems, Geographical Information System,
    • Environmental Planning and Management, Geospatial Engineering, Land Survey, Law (LLB), Land Administration, Geography, Photogrammetry, Urban and Regional Planning, Computer Science/ICT, Software Engineering, Mathematics and Computer Science, or equivalent qualification from a university a recognized in Kenya;
    • a Master’s Degree in any of the following fields: Geomatics Engineering, Valuation and Property Management, Geospatial Information Systems, Geographical Information System, Environmental Planning and Management Geospatial Engineering, Land Management; Laws (LLM), Geography, Urban and Regional Planning, Computer Science, Information Technology, Software Engineering, Mathematics and Computer Science, or equivalent qualification from a university recognized in Kenya;
    • membership to a relevant professional body where applicable;
    • meet requirements of Chapter Six (6) of the Constitution of Kenya; and 
    • demonstrated managerial and administrative capability, and professional competence and results.

    Duties and Responsibilities

    • initiating formulation, implementation and review of research and innovation policies, standards, strategies and guidelines;
    • overseeing the development of research proposals and programmes;
    • spearheading research on land matters;
    • promoting and facilitating leading edge research including collaborating interdepartmental research in areas related to lands;
    • coordinating the acquisition of intellectual property rights;
    • overseeing generation and dissemination of research information on land matters in liaison with the technical directorates;
    • overseeing the management of resource information center for Lands matters;
    • coordinating development, implementation and reviewing of knowledge management framework for the lands sector;
    • initiating monitoring of legislations and administrative acts relating to or impacting on the lands sectors and make appropriate recommendations;
    • spearheading capacity building and transfer of knowledge to the society through outreach and collaborative research on land matters;
    • coordinating the establishment of a nexus between the Ministry, partners and relevant stakeholders on research and innovation;
    • developing modalities for collaboration with external consultants and research institutions;
    • overseeing development of strategies to ensure quality control of products and services in the land sector;
    • spearheading local and international partnerships to enrich research and innovation programmes; and
    • initiating research and benchmark studies on best practices in lands matters.
