    HTS Supervisors (2 Positions)

    Overall Job Description:

    The HTS Supervisor will provide direct supervision to HTS Counselors who provide HIV testing services and linkage of HIV infected clients to care in PACT Endeleza supported facilities. S/he will oversee quality of implementation of HTC services in all health service delivery points

    Key Responsibilities:

    • Enhance the provision of quality HTS services by HTS service counselors in all service delivery points as per Kenya HTS national guidelines leading to HIV testing of 100% of eligible facility attendants.
    • Strengthen referral and enrollment of all clients who test HIV positive in HIV care resulting on 95% of clients linked to HIV care.
    • Coordinate defaulter tracing of pre-enrollment clients not linked to care in supported facilities.
    • Ensure optimization in testing of elicited contacts in assisted partner notification services.
    • Coordinate and participate community targeted testing as appropriate.
    • Coordinate monthly counsellor testing observed sessions.
    • Participate in counsellor supervision sessions/meeting to handle counsellors’ burn out issues.
    • Coordinate HTS data collection and reporting from allocated facilities as per PACT Endeleza timelines.
    • Ensure maintenance of well-documented HTC registers and HTC wall charts in allocated sites.

    Reports Expected:

    • Daily HTS data from all supported counsellors
    • Weekly aPNS data from all allocated facilities
    • Test kit consumption data including available balances per sites

    Qualifications:

    • Bachelor’s degree in Counselling/Psychology
    • NASCOP certified HIV Counselling and Testing certificate
    • Five (5) years’ experience in Providing HIV testing Services and assisted partner notification services

    HTS Counsellors (24 Positions)

    Overall Function:

    Reporting to the facility in-charge, the HTS provider provides HIV Counselling and testing services to all individuals at facility and community level and support successful linkage of HIV-infected individuals in HIV care services.

    Roles and Responsibilities:

    • Provide HIV counselling and testing services as per Kenya HTS national guidelines.
    • Provide assisted partner notification services for all index clients.
    • Provide health education to clients as a strategy to increase demand for HIV testing services.
    • Optimize testing for all eligible clients at facility level and ensure testing efficiency.
    • Provide counselling services addressing HIV prevention including risk reduction interventions and behavior change, use of ART for HIV prevention, etc.
    • Conduct risk screening for HTS clients and provide prevention services for the HIV negative clients including PrEP and distribute condoms and lubricant at facility and community.
    • Ensure confirmed linkage (target of 95%) of HIV positive clients.
    • Conduct defaulter tracing of pre-enrollment clients not linked to care in supported facilities.
    • Assess and document all referrals, make follow-up and report on referral outcomes.
    • Compile and submit monthly HTS reports.
    • Initiate and conduct posttest clubs and support groups.
    • Participate in the site HTS QA/QC processes i.e., proficiency testing, direct observed practice sessions, support supervision.
    • Conduct CQI activities to improve gaps identified based on data.

    Qualifications:

    • Certificate in HTC Counselling (NASCOP Certified)
    • Training in Assisted Partner Notification Services (aPNS)
    • Diploma in Counselling Psychology
    • Two (2) years’ experience in HIV counselling and testing

    Adherence Counsellor (9 Positions)

    Overall Function: 

    Reporting to the facility in-charge, the main responsibility of the Adherence Counsellor is to provide education on HIV and HIV-related topics and adherence counseling services at health facility level within a HIV Comprehensive Care Centre (CCC).

    Roles and Responsibilities: 

    • Participate in retesting of newly identified HIV positive clients.
    • Provide continuous psychosocial support as well as treatment preparation to clients in the CCC.
    • Coordinate patient tracking activities including appointment booking, defaulter tracing activities, home visits, and referrals of patients where necessary.
    • Identify and address barriers to adherence and strengthen adherence counseling for all patient populations, including patients with viremia, adolescents, and children.
    • Organize and facilitate support group sessions for infected and affected clients including priority groups i.e., facility ART groups, Treatment literacy classes, discordant couples, adolescent and young people, patients with viremia, and children.
    • Support clients disclose their HIV status with a focus on pediatrics and adolescents.
    • Facilitate the delivery of Positive Health Dignity & Prevention (PHDP) information to clients enrolled in CCC.
    • Ensure proper documentation of client records, registers and reports.
    • Ensure all contacts of index clients with unknown HIV status are tested and documented in clients records.
    • Supervise the and peer educators to optimize performance.
    • Conduct CQI activities to improve gaps identified based on data.
    • Work closely with community strategy team to optimize on physical tracing of the clients.

    Academic Qualifications: 

    • Diploma in Counseling Psychology
    • NASCOP Certified HTC (HIV Testing and Counselling) Counsellor

    Experience and Skills: 

    • Two (2) years’ experience, one (1) year of which should be as an Adherence Counsellor in HIV service delivery
    • Excellent interpersonal and communication skills
    • Computer literacy

    Registered Clinical Officers (18 Positions)

    Primary Function:

    Reporting to the facility in-charge the main objective of this position is to provide both clinical leadership and patient management at facility level.

    Key Activities:

    • Provide high quality clinical HIV patient care according to national guidelines.
    • Provide high quality TB/HIV collaborative care in line with the National guidelines.
    • Implement activities to improve the quality of care of HIV infected children, adolescents, and pregnant and breastfeeding women.
    • Establish clinic systems that support patient care appropriate to the staffing levels and patient volumes, including supporting the establishment of patient flow with attention to infection control, and patient referral systems within the facility and with other institutions.
    • Participate in organizing training and mentorship programs including Continuous Professional Development.
    • In charge of Multi-Disciplinary Team (MDT) meetings and case discussions at the facility.
    • Takes leadership in categorizing patients and initiating Differentiated Care Model (DCM) services at the facility.
    • Lead the team in PrEP/SGBV services.
    • Lead the evaluation and continued improvement of medical practice (CQI Committee).
    • Support infection prevention control (IPC) measures at the health facility.
    • Participate in the generation, compilation and utilization of site data to inform delivery of services at the facility.
    • Perform any reasonable work related duties as may be assigned from time to time.

    Reporting:

    • Preparation and verification of clinical site monthly reports.

    Qualifications:

    • Diploma in Clinical Medicine and Surgery or Clinical Medicine and Community Health from a recognized institution
    • Certificate of registration from the Clinical Officers’ Council
    • Certificate in Computer Applications Skills from a recognised institution
    • NASCOP Certification in Provision of both adult and pediatric ART, and PMCT is an added advantage

    Experience & Skills:

    • Two (2) years’ experience, 1 year of which should be within a busy HIV Comprehensive Care Centre.
    • Demonstrable knowledge of HIV/ART management, diagnosis and treatment procedures of conditions associated with HIV and Adherence support.

    Registered Nurses (16 Positions)

    Primary Function:

    Reporting to the facility in-charge, the nurse will oversee the implementation of HIV care activities in the Prevention of Mother to Child Transmission (PMTCT) services integration in the health facility assigned.

    Key Responsibilities: 

    • Support ANC, PNC, and Maternity HIV testing.
    • Ensure ART uptake among HIV infected pregnant/lactating women.
    • Ensure viral suppression among PMTCT women.
    • Oversee the provision of early infant diagnosis, care and follow-up of HIV-exposed infants.
    • Ensure follow-up and retention of HIV-infected pregnant/lactating women and HIV-exposed infants (HEI) by use of the case management model.
    • Strengthen linkages between PMTCT and HEI services and Comprehensive Care Clinics.
    • Strengthen facility-community/community-facility linkages with the help of CHVs and case managers.
    • Supervise eMTCT services provided by the maternal case managers.
    • Work hand in hand with the clinical officers to implement patients Plan of Care.
    • Perform TB intensified case finding for PLHIV on every clinical encounter.
    • Initiate IPT for all PLHIV who don’t have TB or other Isoniazid Contra-Indications.
    • Send all PLHIV presenting with presumptive TB for GeneXpert as a first test.
    • Send all patients diagnosed with TB for HUV testing.
    • Initiate ART in all newly diagnosed TB/HIV co-infected patients within two (2) weeks of starting TB treatment.
    • Ensure that laboratory results are filed, documented and communicated to the patients at all times.
    • Ensure 12 month/24 month HEI Cohort Analysis (HCA), PCR positive validation, and audits and PMTCT reports is done each month.
    • Participate in MNCH Working Improvement Teams(WITS) and initiate CQI projects on gaps identified.
    • Participate in MNCH in generation, compilation, and utilization of PMTCT data.
    • Participate in Continous Professional development as required by nursing council.
    • Perform any other duty as maybe assigned by the organization.

    Qualifications:

    • Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution
    • Registration Certificate issued by the Nursing Council of Kenya
    • Valid practicing license from Nursing Council of Kenya
    • Certificate in computer application skills from a recognized institution.
    • NASCOP Certification in Provision of both adult and pediatric ART, and PMCT is an added advantage

    Experience & Skills:

    • Two (2) years’ experience, 1 year of which should be within a busy HIV Comprehensive Care Centre and/or in the provision of PMTCT services.
    • Demonstrable knowledge of HIV/ART management, diagnosis and treatment procedures of conditions associated with HIV, adherence support and PMTCT service delivery
