    Project Manager -Turkana Drought Response Project

    Job Responsibilities

    Strategic Project Management, Coordination & Compliance

    • Provide overall leadership, management and guidance in the development and implementation of the project to ensure compliance.
    • Ensure that the project is implemented according to the project management cycle while ensuring all activities are implemented on time target and budget and in compliance with the donor requirements and World Vision Standards.
    • Ensure all operations, planning and budgeting processes are aligned with the World Vision Kenya (WVK) requirements and standards.
    • Ensure 100% implementation of audit recommendations and presence of risk management plan/document to guide operations
    • Ensure inclusion of cross cutting themes including gender, youth, disability and social inclusion.
    • Ensure integration between the project activities and other WVK livelihoods and resilience development programs in the Area Program
    • Review, evaluate and prioritize project staff activities on an ongoing basis and undertake field visits to perform oversight function.
    • Support the technical visits, donor missions to the Project sites for resource mobilization, marketing and communication.
    • Manage and coordinate the project team ensuring competent and motivated staff as well as evaluate staff performance, monitor workloads and encourage on-the-job coaching, identify and address learning and training needs and opportunities

    Design, Monitoring, Evaluation and Reporting

    • Facilitate effective monitoring, documentation and reporting in compliance with KOICA and WV standards
    • Guide staff in the development of quality Detailed Implementation Plan (DIP) for the project in place.
    • Work closely with the Regional DMEAL Coordinator to effectively support the project to carry out all measurements and assessments – baselines, assessments, designs, monitoring and evaluations - in accordance with donor requirements and WV established standards, policies and procedures
    • In liaison with the DMEAL Coordinator, Accountability and Compliance ensure that appropriate controls, monitoring and evaluation tools are in place and being utilized in a timely manner.
    • Review quantitative and qualitative data with various specialists on an ongoing basis to evaluate performance of the project and provide guidance to the implementing team
    • Participate in field monitoring visits to review progress and gather stories of change
    • Ensure integration of sustainability in the implementation of plans
    • Take responsibility of reporting official and appropriate progress documents to the donors in Korea.
    • Ensure timely submission of end of monthly, quarterly, bi – annual and annual reports

    Engagement, Networking & Collaboration

    • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in planning and implementation.
    • Build a cordial relationship with the Relevant County Departments, NDMA, UN Agencies  
    • Establish good working relationships with the UN agencies and Turkana County sectoral leads in WASH, Cash, Livelihoods and Environment
    • Participate in KISEDP platforms, sectoral Technical Working Groups, County Steering Group and public forums/events as appropriate.
    • Actively participate in project meetings as appropriate

    Financial management

    • Ensure the timely reviews and approvals of financial requests and disbursements.
    • Monitor and assess key risks affecting project implementation to avoid the underspending and overspending without special circumstances
    • Ensure that project finances and assets are managed in line within set policies policy and guidelines.
    • Monitor Budget Utilization in line with planned Detailed Implementation Plan (DIP) as per WVK Financial Standards and donor requirements

    Others

    • Participate and contribute in committees and task forces as assigned by the Cluster Manager
    • Any other duties as assigned by the Cluster Manager or designee
    • Participate in daily morning devotions

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

    Required Professional experience

    • A minimum of 4 years of INGO field experience in implementing or managing similar related projects or programs
    • High level of understanding the USG grants programming
    • High level of understanding of Humanitarian Food/Cash Programming across rapid humanitarian emergency context.
    • Prior experience of project implementation in fragile contexts
    • Ability to engage at a strategic level with senior government officials: National Disaster Management Authority (NDMA), County Technical Departments, UN Agencies.
    • Strong budgetary and financial management skills, organizational skills, communication and interpersonal skills
    • Ability to use a computer and software to develop or maintain spreadsheets and databases
    • A mature and committed Christian, able to stand above denominational diversities
    • Strong organizational skills and an ability to work with diverse teams across the organization.
    • Willingness to travel to the field as and when needed
    • Work in a multisectoral/ multicultural team- patience, cultural sensitivity and application of contextual understanding in day-to-day work

    Required Education & Certification

    • A Bachelor’s degree in International Relations, Development studies, Project Planning and Management or other relevant field. A Master’s Degree in International Development is an added advantage.
    • Excellent written and spoken English is essential

    Preferred Knowledge and Qualifications

    • Knowledge and appreciation of WVI working systems, policies, standards, vision, mission, core values.

    Driver - Grant Prepositioning

    KEY RESPONSIBILITIES:

    Staff Facilitation

    • Timely Facilitation of staff to and from work and to other official duties.
    • Ensure safety of staff and vehicle while on journey.
    • Ensure mobilization of additional vehicles and drivers to facilitate key events such as major donor visits, campaigns, evaluations and baselines.
    • Ensure facilitation of staff / visitors / donors/ to and from the field.

    Vehicle Care and Maintenance

    • Ensure vehicle cleanliness all the time.
    • Keep vehicle movement logbook up to date.
    • Check mechanical and operational soundness of the vehicle.
    • To ensure that the vehicle is serviced at the required time.
    • Undertake minor repairs and recommend for major vehicle repairs.
    • Park the vehicle at the recommended parking areas by WVK.
    • Report all vehicle malfunctions to the fleet office.
    • Initiate procurement process for all motor vehicle repairs and maintenance.

    Reporting

    • Prepare monthly and other vehicle reports and file copies of the same after approval.
    • Forward all invoices and fuel returns to fleet management for payment process.
    • In case of accident, forward detailed report for claim processing.

    QUALIFICATIONS REQUIRED:

    • KCSE Certificate
    • Minimum 3 years’ driving experience driving classes - C1, C, CE, D3, CD in the new driving classification)
    • Basic knowledge of motor vehicle maintenance
    • Computer literate
    • First Aid and other safety certification is an added advantage
    • Basic defensive driving certification is an added advantage
    • Prior experience working in an NGO set up is an added advantage
    • Must be a local resident of Wajir county.
