    Secondment - Specialized Officer, Chemical and Explosives Terrorism Prevention (CMX)

    INTRODUCTION OF THE POST

    • Under the supervision and guidance of the Coordinator of the Chemical and Explosives Terrorism Prevention Unit, the post holder assumes the responsibility for projects on prevention, preparedness and response activities that will improve the chemical and explosives -related capabilities and cooperation amongst member countries by ensuring compliance with INTERPOL strategic priorities.

    PRIMARY DUTIES
    DUTY 1:

    •  Provide Investigative Support to Member Countries in the following areas: (1) facilitate the exchange of Police data and intelligence on chemical related crimes, supporting the identification of terrorists and nonstate actors who have been connected to the use or manufacture of improvised devices to include improvised explosive devices (IEDs) and chemical dispersal devices; (2) share explosives and chemical related information and intelligence; (3) lead bilateral/or multi-lateral case discussions with member countries following a report of a chemical/explosive incident and coordinate support to the investigations; (4) assist in the collection of raw data and evidence, including digital forensics and biometrics; (5) facilitate intelligence analysis support to ongoing national and/or regional counter-terrorism investigations related to chemicals and explosives; xxx

    DUTY 2:

    •  Conduct needs and capability assessments for Member Countries, identifying gaps and capabilities related to countries abilities to mitigate chemical threats. Draft regular reports to hierarchy identifying and highlighting emerging or developing threats in the region and/or identified incidents.

    DUTY 3:

    •  Develop and maintain critical relationships in the assigned region. Act as the regional focal point for INTERPOL in relation to chemical and explosive matters including establishing relationships with prominent law enforcement agencies and communities of interest within this field. Identify, establish and develop professional networks with other organizations (international or regional) to support INTERPOL activities;

    DUTY 4:

    •  Provide subject matter expertise on analytical information and other similar products. Liaise closely with experts in their specialized fields in member countries and external organizations. Work to promote the reputation of the Organization and the concerned Unit;

    DUTY 5:

    •  To provide support, virtually and in person (as required), to the planning, preparation and delivery of CMX curriculum and activities.

    DUTY 6:

    • Perform any other duties as required by the Supervisor.

    REQUIREMENTS

    • All candidates will be assessed on the under mentioned requirements.
    • Training / Education required
    •  Three-to-four years’ education at a University or other specialized higher education establishment

    Experience required

    •  Minimum of three years of law enforcement experience;
    •  Minimum of three years of experience supporting chemical and/or explosives threat/incident prevention, preparedness and/or response;
    •  Minimum of three years of experience with engaging law enforcement on topics related to chemical security and incident response planning;
    •  Experience in the development of national insider threat programmes will be considered an asset;
    •  Previous experience supporting INTERPOL or other international chemical security and C-IED programmes will also be considered an asset.

    Languages

    •  Professional fluency in English is required.
    •  Proficiency in Bahasa Indonesian, Malay and/or Filipino will be considered an asset
    •  Working knowledge of a second official language of the Organization (Arabic, French or Spanish) would be an asset.

    Abilities required

    •  Sound operational law enforcement knowledge related to chemical security and C-IED in relation to prevention and response;
    •  Strong knowledge of developing chemical security and C-IED programmes;
    •  Proven experience in implementing chemical security and C-IED programmes;
    •  Local experience in Counter-Terrorism.

    Internship - Global Outreach and Regional Support

    PRIMARY DUTIES
    Administrative and support

    •  Process, type and format correspondence and documentation arising from the work of directorate in the languages required for the post.
    •  Assume an active role in the preparation and organization of international meetings, conferences including the preparation of agendas, detailed programmes, participants' lists, and provide assistance to the delegates etc. perform a secretariat function for meetings and conferences as necessary as well as linguistic assistance.
    •  Prepare statistical information as requested in the form of reports and charts concerning the activities of the directorate.
    •  Cope with sudden increases in workload, and high degree of availability
    •  Learn objectives and skills you expect the intern/Trainee to develop.
    •  Selected candidate will receive guidance and support in relation to all his/her job requirements.
    •  Experience in dealing with multiple tasks from different directions.
    •  Familiarization with new languages.
    •  Experience in the organization of different events and minute-taking
    •  Experience in Microsoft office tools.

    By carrying out the internship duties, the selected candidate will be able to get insights into International diplomacy, the work of two major International Organizations and law enforcement applied to a large range of and crime areas.

    All candidates will be assessed on the basis of the under-mentioned requirements.

    Requirements

    •  Be a national of one of INTERPOL’s 195-member countries.  
    • Have attained the legal age of majority in their country of nationality.

    Training / Education required

    • Be enrolled in a, or have graduated from, a postsecondary accredited academic institution within the past one year on the date of submission of their application in the field of International Relations, Business Management, Law, Information Technology or related area at Bachelor level.
    •  Masters level would be an asset.

    Languages

    •  Professional fluency in English is required.
    •  A good command of any other INTERPOL official
    • language (Arabic, French or Spanish) would be an asset.

    Technical skills

    •  Working knowledge of Microsoft Office tools is required.
    •  Ability to take notes during a meeting, draft meeting minutes, summaries and presentations.
    •  Knowledge of research methodologies
    •  Excellent drafting skills in English
