    National Consultant for the Development of One Step CEO CEO Endorsement Request Package for Costa Rica CBIT II Project

    Specific tasks and responsibilities:

    • For the project’s CEO, the national consultant will work closely with the international consultant, providing technical inputs on climate transparency and climate change issues as needed. The national consultant will also be responsible for the following tasks:
    • Obtaining Baseline Information: Collecting relevant data and information to establish a comprehensive baseline for the project, including:
    • Key national policies, strategies, regulations, and laws related to mobility, energy, and climate change.
    • Identification of key stakeholders involved in the project.
    • Compilation of a table outlining potential co-financing sources.
    • Overview of key current and planned government projects and actions relevant to the project.
    • Gathering information on gender considerations. - Collecting social safeguard information.
    • Designing and Implementing the Stakeholder Engagement Plan for the PPG phase of the project:
    • Organizing and leading scoping/stakeholder consultation workshops and validation workshops, including preparation of the respective reports i.) Designing Stage A: - Participate in virtual meetings with the counterpart to discuss the scope, expectations, and guidelines from the government and GEF. - Deliver at least one draft of the stakeholder engagement plan for review by the counterpart, incorporating feedback to improve the design as necessary.
    • Once consensus is reached, finalize the stakeholder engagement plan for implementation. ii.)Implementing and Leading the Stakeholder Engagement Process according to the approved plan:
    • Coordinate and lead virtual (or in-person, if feasible) meetings with ten key stakeholders identified as having significant importance and influence on the project.
    • Organize and facilitate virtual focus groups with key sectors, including academia, finance, and government, to gather insights and perspectives.
    • Coordinate and lead in-person meetings during the UNEP mission to the country to collect feedback on the project design and secure institutional support.
    • Lead a large in-person workshop with the most important stakeholders to inform and validate the project’s design prior to submission.
    • Preparing an Input Package: Compiling an input package of information pertinent to the baseline/situation analysis, which will include support for the gender assessment and the analysis of environmental and social safeguard screening.
    • Assisting in the revision of the entire CEO document to ensure it accurately reflects the national context and aligns with local regulations and standards.
    • Supplying additional information for the project as required by the UNEP Task Manager, the International Consultant, and the country stakeholders.
    • Supporting the Ministry with Co-Financing Letters: Assisting the Ministry in preparing, requesting, and following up on co-financing letters necessary for the project.

    Qualifications/special skills

    • ACADEMIC - Advanced university degree in one of the following fields is required: environmental studies, renewable energy, environment, economics, development, engineering, finance and administration, international cooperation or a related discipline is required or a related discipline is required;
    • A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree;
    • Minimum of five (5) years of experience in working in the field of Climate Change in Latin America and the Caribbean is required;
    • Experience working in Costa Rica, knowledge of Chile’s institutional setting and framework, Chile’s public policies, and experience working with Chile’s institutional actors, is required.
    • Experience in working with or for multilateral or bilateral funding entities in the field of climate change, energy, environment or development is desirable.
    • Experience in developing projects or policies related to climate change mitigation or adaptation is desirable;
    • Experience in designing and implementing stakeholder consultation processes for projects and/or public policies is desirable;
    • Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desirable.

    Policy Brief Development Consultant, UN-REDD AFF Project

    • The consultant will perform the following tasks: Analyze reports from six policy dialogues as well as the reports from six national consultations and other country-specific documents (see above) and identify key issues holding back REDD+ progress in each of the Six countries.
    • Develop a Policy Brief for each of the six countries, to be used as a basis for advocating decision-makers for realistic, ambitious and actionable pathways to help solve the identified issues.
    • Address any comments and changes that will arise from the internal Publishing Board review process, UN-REDD team and other project partners including overseeing the final validation of the briefs before publishing.

    Qualifications/special skills

    • An advanced-level university degree (master’s degree or equivalent) in environmental policy, sustainable development, forestry, social sciences or related field is required (a PhD will be a plus). A first-level university degree level in the above-mentioned fields, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
    • A minimum of five years' experience in REDD+, forestry and climate mitigation, forest policy, forest management, climate change, ecosystem management or related fields is required. Experience of research in forest resources or natural resource management with publications is also required.
    • Advanced knowledge of processes and policies related to REDD+, forest conservation, carbon markets, and sustainable forest management in Africa is required.
    • Proven Experience in developing and releasing articles and policy briefs or similar documents aimed at influencing decision/policymaking is required. Experience working with Government stakeholders and knowledge of decision-making processes in African context, including in REDD+ is desired.
    • Experience working on international development, environmental conservation or climate change mitigation context is desired.
    • Skills: Strong research and analytical thinking, Policy development and advocacy Knowledge of articles and policy briefs writing and editing, Basic computer skills and knowledge of Microsoft Office, Good communication, adaptability and time management skills, Ability to identify priorities and to work under tight deadlines is desirable, Excellent sense of teamwork,

    Environment and Social Safeguards Management Specialist

    Duties and Responsibilities:

    • The specialist will provide advisory support across the five GEF portfolios, with an expectation to rotate between them. During each rotation, the specialists will be physically based within one of the three technical divisions—Industry and Economy; Ecosystems; and Climate Change—offering targeted support to the assigned portfolio while continuing to provide advice across all portfolios.
    • This rotation system is designed to familiarize the specialists with the technical aspects, teams, and operations, including identifying projects that require additional attention. While their focus will shift with each rotation, the delivery of outcomes will remain standardized with the following tasks: Project Development Advice (70%)
    • Provide input, analysis, and support to GEF Task Managers during the project concept development phase, specifically relating to Environmental, Social and Sustainability Framework (ESSF).
    • Engage in activities such as SRIF preparation, consultations with project teams, and potential involvement with other stakeholders including local communities.
    • Assist in developing relevant sections within concepts/project documents related to the ESS aspects, providing advice and inputs to ensure high-quality outputs,

    Qualifications/special skills

    • A Master’s degree in Environmental Science, Social Sciences, International Development, or a related field is required.
    • Minimum of 7 years of professional experience working on environmental and social impact assessment and risk management in the international context, with strong preference for experience in the public or private sector working across industry or environmental sectors is required.
    • Experience in environmental and social safeguards management is required.
    • Experience in consultation processes is desired
    • Experience in developing guidance materials and trainings on managing common ESS risks is desired.
    • Discretion in handling confidential and sensitive information is desired Good documentation and report writing skills is desired
