Vacancies at United Nations Environment Programme (UNEP)

Specifically, the consultant will perform the following tasks under the GEF Biodiversity and Land Degradation global portfolio:

• Contribute to the verification and enrichment of GEF Biodiversity and Land Degradation Unit project data in IPMR to improve the accuracy of monitoring and reporting.
• Develop a repository to organize project documents including all phases of the project management cycle (development, implementation, reporting, evaluation, and closure).
• Compile all GIS .shp files and other relevant digital spatial data formats of the ongoing projects' targeted areas in collaboration with the related Task Managers and Program Assistants.
•  Contribute to the improvement of other knowledge management and reporting initiatives within the GEF Biodiversity and Land Degradation Unit including through targeted advisory, platform testing, and feedback. - Participate in relevant knowledge management meetings within the GEF Biodiversity and Land Degradation Unit.
• Reporting lines: The consultant will work in collaboration with the Results and Knowledge Management Specialist under the direct supervision and overall guidance of the Programme Officer in charge of Knowledge Management of the GEF Biodiversity and Land Degradation Unit based Panama City. The consultancy will be Office Based.

Qualifications/special skills

• Education: A bachelor's degree in one of the following disciplines Data Science/Analytics, Information Communication Technology (ICT), Mathematics, Engineering, Economics or related subject is required.
• Work Experience: At least 2 years’ experience in data management and analysis or information is required.
• Experience in information management with a strong background in data monitoring, reporting and reporting of programs is desirable.
• Good knowledge of Microsoft Power BI, and GIS applications (ArcGIS/QGIS) and other visualization systems is an asset.

Duties and Responsibilities:

• Under the supervision of the Head of the MCDU, the Consultant will support delivery of technical legal assistance, capacity-building and information sharing: Chemicals and waste management and pollution:
• Conduct research, review and analysis of international and regional instruments and select national frameworks on compliance and enforcement approaches to prevent, control, and manage pollution.
• Draft guidance and model regulatory frameworks to prevent, control, and manage pollution (iii) Support with organization and conduct of a workshop on compliance and enforcement approaches to prevent, control, and manage pollution in Asia.
• Support with organization and conduct of a workshop on compliance and enforcement approaches to prevent, control, and manage pollution in Africa.

Qualifications/special skills

• A minimum of two (2) years of progressive experience in environmental law, environmental policy, international law, or sustainable development-related matters is required.
• An advanced university degree (master’s degree or equivalent) in environmental law, environmental policy, or international law is required.
• Experience in legal drafting and development of legal frameworks for environmental management is required.
• Experience in technical legal assistance to countries in support of legal drafting and development of legal frameworks for environmental management is required. Excellent legal research and drafting skills. Excellent writing and communication skills. Strong analytical skills.
• Demonstrated capacity to work in a consultative manner and drafting skills. Direct working experience in environmental law or environmental policy.

Specific Tasks and Responsibilities

• Under the overall supervision of the the UNEP Project Manager, Ignacio Sanchez Diaz, the consultant will perform the following tasks;
• The consultant will determine the extent to which the project contributed to sound scientific assessment and science-based policy options.
• The consultant will review how GEO has assisted in decision-making by policymakers and relevant stakeholders. 
• The consultant will also determine the level of progress towards meeting objectives related to specific and selected environmental themes as requested by governments and stakeholders during the past few years. 
• The consultant will also review to what extent the components in this project have contributed to several UNEP’s Medium-Term Strategy (MTS) 2022-2025 for Science-Policy Foundational Sub-programme and the Programme of Work 2022-2023, as well as the related PoW for the biennia 2022-2023 and 2024-25.
• The Consultant will ensure the overall quality of the review and timely delivery of its outputs as well as ensure that all review criteria and questions are adequately covered.

Qualifications/special skills

• An M.Sc. degree in environmental sciences, natural resources management, monitoring and evaluation, economics or a similar related is required.
• A minimum of seven years of technical/evaluation experience is required.
• Evaluating large, regional or global programmes and using a Theory of Change approach is desired. A good/broad understanding of project development, implementation in monitoring and evaluation frameworks for development projects and evaluation is desired.
