    Programme Specialist, CSE, Technology, Communication, Advocacy; Gender, Human Rights & Inclusion Branch, Programme Division, P-3

    The CSE Specialist will support the implementation of the EmpowerED programme, funded by Global Affairs Canada, which aims to ensure adolescents and youth have enhanced and equal enjoyment of Sexual and Reproductive Health and Rights (SRHR), bodily autonomy, and a life free from violence. This will be achieved through an enabling environment, inclusive policies, and institutionalised in-school and out-of-school community-based Comprehensive Sexuality Education (CSE) programmes linked to SRHR and Gender-Based Violence (GBV) services.

    The CSE Specialist will be responsible for: 

    Conduct Continuous Political and Environmental Scanning and Monitoring:

    • Perform ongoing political and environmental analysis to identify potential allies in comprehensive sexuality education programming.
    • Monitor resistance to CSE, including online activities and movements,  to anticipate and respond effectively to emerging threats.
    • Partner with youth-led organizations and women-led organizations, coalitions and movements to monitor and mitigate online campaigns of opposition.
    • Identify technology and online spaces facilitating pushback activities to determine key pressure points at the national level, including identification of organizations working to address this issue. 

    Encourage Coordination and Collaboration:

    • Foster coordination and collaboration with youth-led, and feminist organizations, young key populations (YKP), adolescent girls and other left-behind groups to promote CSE.
    • Build and maintain relationships with stakeholders to ensure cohesive communication strategies and advocacy efforts.
    • Develop strategies to build safe online communities to promote CSE.
    • Identify and nurture partnerships with organisations to create networks operating to address opposition to CSE through technology and online spaces.
    • Foster knowledge management systems through partnerships and networks to support south south learning across programme countries. 
    • Foster digital and non-digital content creation on CSE with and for young people, including adolescent girls and YKP among other marginalised groups.
    • Based on UNFPA research and Strategy to mitigate opposition, create a comprehensive EmpowerED communications strategy to counter resistance to CSE, gender equality, human rights and GBV prevention, including in online spaces and through social media;  tailored to different audiences at the country, regional and global levels.
    • Work in partnership with the Media and Communications Branch to align the strategy with the SHIELD protocol, overall global communications agenda, ensuring coherence and effectiveness.
    • Partner with digital education platforms and youth networks to promote CSE content and engage young people effectively in virtual spaces.
    • Lead efforts to ensure CSE programmes are accessible and engaging on online platforms, working closely with tech, youth and women-led partners.

    Develop and Implement a Communications and Visibility Strategy:

    • Produce a range of communication materials, including digital content, to support CSE, SRHR, and GBV prevention advocacy. This includes social media campaigns, digital storytelling, and multimedia resources that resonate with online audiences.
    • Support a network of partnerships across business and tech, government, academia and civil society to enable diverse means to address opposition and promote CSE. 
    • Develop key arguments to mitigate pushback to SRHR and CSE, focusing on contentious issues.
    • Foster continuous communication between country, regional and global levels to ensure consistent messaging and strategic alignment across levels.

    Qualifications and Experience: 

    Education:  

    Advanced university degree (Master’s or equivalent) in communications, public relations, international development, social sciences, or a related field.

    Knowledge and Experience: 

    • Minimum of 5 years of professional experience in communications, advocacy, technology or public relations, preferably in international development or a related field.
    • Proven experience in developing and implementing digital communication strategies and managing complex stakeholder relationships.
    • Experience working with women-led, and youth-led, including adolescent girls groups and young key population organizations, among other marginalized groups.
    • Strong knowledge of SRHR, CSE, and GBV issues, with experience in addressing opposition and managing sensitive topics. 
    • Experience in communication and advocacy from gender equality and a human rights lens.
    • A background on or experience in feminist digital rights activism and digital youth engagement is an asset.

    Programme Specialist, CSE Monitoring, Evaluation, and Learning; Gender, Human Rights & Inclusion Branch, Programme Division, P-3

    The M&E Specialist will play a crucial role in ensuring the effective monitoring and evaluation of the EmpowerED programme. This role involves designing and implementing M&E frameworks, collecting and analyzing data, and ensuring that the programme is achieving its intended outcomes in alignment with UNFPA’s strategic goals. The M&E Specialist will support the continuous improvement of the programme through evidence-based decision-making and will contribute to transparent and accountable reporting to stakeholders.

    The M&E  Specialist will be responsible for: 

    Design and Implementation of MEL Frameworks:

    • Develop and implement comprehensive MEL frameworks for the EmpowerED programme, ensuring alignment with UNFPA’s strategic goals and donor requirements.
    • Collaborate with country offices, regional offices, and other stakeholders to establish clear indicators, baselines, and targets for programme activities.
    • Provide technical support and guidance to country offices in adapting and applying M&E frameworks to local contexts.
    • Forster a learning programmatic perspective among participating countries and regions, and expand the learnings in benefit to the whole organization.

    Data Collection and Analysis:

    • Coordinate and oversee the collection, management, and analysis of quantitative and qualitative data to track programme performance and impact.
    • Utilize data analysis to identify trends, gaps, and opportunities for improvement, ensuring that the programme is responsive to changing needs and contexts.
    • Prepare and disseminate regular M&E reports, including progress reports, case studies, and impact assessments, to inform programme decision-making and external reporting.
    • Ensure that data collection and analysis integrate gender-transformative, human-rights-based and leaving no-one-behind perspectives to ensure the programme reaches the most marginalised groups of young people.

    Capacity Building and Technical Support:

    • Provide training and technical assistance to UNFPA staff and implementing partners on MEL methodologies, tools, and best practices.
    • Support the development and maintenance of M&E databases and systems, ensuring that data is accurate, reliable, and accessible to all relevant stakeholders.
    • Facilitate knowledge sharing and learning opportunities among programme teams and partners, promoting the use of M&E data for continuous improvement.
    • Support programming by analysing the latest evidence and data to inform CSE programming.

    Reporting and Documentation:

    • Prepare high-quality reports for donors, senior management, and other stakeholders, ensuring that all reporting requirements are met and that reports accurately reflect programme achievements and challenges.
    • Document lessons learned, best practices, and success stories from the EmpowerED programme, contributing to UNFPA’s knowledge management efforts.
    • Support the development of communication materials that highlight the impact of the EmpowerED programme, using data and evidence to tell compelling stories.

    Qualifications and Experience: 

    Education:  

    Advanced university degree (Master’s or equivalent) in public health, social sciences, statistics, international development, or a related field.

    Knowledge and Experience: 

    • At least 5 years of professional experience in monitoring and evaluation, preferably in the field of SRHR, CSE, or GBV prevention.
    • Proven experience in designing and implementing MEL frameworks, including experience with data collection, management, and analysis.
    • Strong understanding of results-based management and experience in capacity building and technical support.
    • Familiarity with UN systems, donor reporting requirements, and ethical standards in M&E.
    • Knowledge and experience in gender-responsive and human rights-based measurement, monitoring, evaluation and learning practices.

    Programme Coordinator, EmpowerED; Gender, Human Rights & Inclusion Branch, Programme Division, P-4

    The EmpowerED Programme Coordinator will lead the overall coordination, implementation, monitoring, and evaluation of the EmpowerED programme, ensuring that all activities are aligned with UNFPA’s strategic goals and the specific objectives of the programme. The Programme Manager will provide technical and strategic leadership, fostering partnerships and ensuring effective communication and advocacy efforts. 

    The role requires collaboration with UNFPA country offices, regional offices, other UN agencies, donors, and partners to achieve desired outcomes.

    The EmpowerED Programme Coordinator will be responsible for: 

    Programme Management and Coordination:

    • Develop and execute annual work plans, budgets, and monitoring frameworks for the EmpowerED programme, ensuring timely and effective implementation of activities.
    • Provide strategic direction in the implementation of the EmpowerED programme, ensuring coherence and alignment with UNFPA’s Strategic Plan, EmpowerED Result-Based Framework and the strategic institutional priorities.
    • Coordinate with UNFPA country offices, regional offices, and headquarters, as well as with other UN agencies, donors, and implementing partners, to ensure integrated and collaborative programme delivery.

    Capacity Building:

    • Provide guidance to country offices and partners on CSE, SRHR, and GBV, ensuring that all activities are evidence-based and adhere to international standards.
    • Lead capacity-building efforts for UNFPA staff, government counterparts, and implementing partners, focusing on effective CSE programme design, implementation, monitoring and learning.
    • Develop and disseminate technical guidance, tools, and resources to support the integration of gender-transformative CSE into national education systems and community-based programmes.
    • Promote south-south learning platforms to increase opportunities for knowledge sharing and networking. 

    Monitoring, Evaluation, and Reporting:

    • Oversee the development and implementation of monitoring and evaluation processes and reporting to assess the impact of the EmpowerED programme on SRHR and GBV outcomes.
    • Maintain systematic and regular data collection, analysis, and reporting on programme performance, including progress towards targets and outcomes, identifying lessons learned and best practices.
    • Analyse data to determine areas of progress, challenges and catalytic factors for programming. 
    • Develop communications packages to report on progress key highlights and best practices across the programme. 
    • Prepare high-quality reports for donors, senior management, and other stakeholders, ensuring transparency and accountability in programme delivery.

    Advocacy and Strategic Partnerships:

    • Lead advocacy efforts to promote the integration of CSE into national education policies and GBV prevention strategies, engaging with government officials, civil society, and other key stakeholders.
    • Build and maintain strategic partnerships with UN agencies, donors, NGOs and CSOs, and other relevant actors to leverage resources and expertise for the EmpowerED programme, including youth-led and women-led organizations.
    • Represent UNFPA in inter-agency fora, working groups, and other platforms, advocating for the importance of CSE in achieving SRHR outcomes, gender equality and preventing GBV.
    • Ensure a permanent political and environmental scanning to facilitate the overall implementation of the programme.

    Communication and Knowledge Management:

    • Oversee development and implementation of the communication strategy to enhance the visibility and impact of the EmpowerED programme, including the creation of advocacy materials, case studies, and success stories.
    • Foster a culture of continuous learning and knowledge sharing within the EmpowerED programme team and among partners, establishing platforms for exchanging best practices and lessons learned.
    • Ensure that all communication materials and knowledge products are aligned with UNFPA’s brand and strategic priorities.

    Risk Management and Compliance:

    • Identify and manage risks associated with the implementation of the EmpowerED programme, developing mitigation strategies and ensuring compliance with UNFPA policies and donor requirements.
    • Ensure that all activities are conducted in accordance with UNFPA’s ethical standards and principles, including gender equality, non-discrimination, and respect for human rights.
    • Prepare mitigation strategies for identified risks during the implementation of the programme.

    Qualifications and Experience: 

    Education:  

    Advanced university degree (Master’s or equivalent) in public health, social sciences, education, international development, gender studies, or a related field.

    Knowledge and Experience: 

    • At least 7 years of professional experience in managing and implementing development programmes, with a focus on SRHR, CSE, and GBV prevention.
    • Demonstrated experience in strategic planning, programme management, monitoring and evaluation, and capacity building.
    • Proven experience in building and maintaining partnerships with governments, UN agencies, donors, and civil society organizations.
    • Strong understanding of gender equality, SRHR, and GBV issues, with experience in applying gender-transformative approaches and human rights-based approaches in programme design and implementation.
    • Knowledge and experience working on CSE including in curriculum development, and gender-transformative education.
    • Knowledge and experience in conducting political and environmental scanning.
