    Child Protection Coordinator

    Child protection coordinator (1 Position)

    Reporting to the ChildFund Kenya Child Protection Advisor, the successful candidate will   oversee Provision of technical backup and day to day operational support to DCS in running the Siaya Child Protection Center, and work with the outreach child protection officer to ensure effectiveness of the community based child protection mechanisms in Siaya County.

    Specific responsibilities

    • Develop a comprehensive plan for the implementation of project activities at the Siaya CPC project.
    • Manage the project implementation plan and budget.
    • Coordinate community awareness creation activities
    • Manage and supervise the Child protection outreach officer’s work to ensure efficient and quality service delivery
    • Oversee the development and implementation of training tools and a training programme for staff and community resource persons
    • Undertake routine project report writing
    • Represent ChildFund and the CPC in stakeholders meeting at sub county and county level

    Minimum Qualifications:

    • Degree in community development /social work or in a related field
    • 5 years’ work experience in a Child protection related supervisory position
    • A good understanding of child protection, case management and the child protection system in Kenya
    • Excellent experience working with grass root communities
    • Excellent report writing, networking and people skills

    Outreach Child protection officer

    Reporting to the Child protection coordinator, and working closely with the volunteer children officers and community child protection focal persons, the successful candidate will coordinate community access to CPC services and oversee activities of the community based child protection mechanisms.

    Specific responsibilities

    • Coordinate planned capacity building activities for community resource persons
    • Oversee community mobilization working closely with volunteer children officers and community based resource persons
    • Oversee implementation of planned community outreach activities
    • Oversee community access to CPC services
    • Undertake documentation of field activities and timely submission to the child protection coordinator
    • Represent ChildFund at sub county level and below

    Minimum qualifications:

    • Diploma in community development /social work or in a related field
    • 3 years’ work experience in a child protection field officer position
    • Good understanding of child protection, case management and the child protection system in Kenya
    • Excellent experience working with grass root communities
    • Good report writing and networking skills
    • Knowledge of the local language

    Social Workers

    Reporting to the CPC Project manager and working closely with the sub-county children coordinator, the successful candidates will oversee case management services at the CPC and coordinate routine follow up and sensitization activities at community level.

     Specific responsibilities

    • Coordinate home visits and social enquiry for children
    • Support psychosocial needs assessment implementation plan
    • Coordinate rescue and placement of children and alternative family care
    • Coordinate referral and support preparation of children to attend court
    • Oversee training material development, capacity building for community resource persons and coordinate community outreach activities
    • Submit routine reports to the project manager

    Minimum qualifications:

    • Degree in community development /social work or in a related field
    • 5 years working experience in a child protection  related field
    • Excellent knowledge of the referral mechanisms for children with protection issues
    • Thorough knowledge and experience in case management - Knowledge of a Child Protection Information Management System will be an added advantage.
    • Community training skills and excellent report writing skills
    • A team player with good networking skills

    Legal officer

    Reporting to the CPC Project manager and working closely with the Directorate of Public Prosecutions and other relevant government agencies, the Legal Officer will oversee legal support services at the CPC for children and their families.

    Specific responsibilities

    Working in close collaboration with the outreach officer, the social worker, counselor and volunteer children officer, the legal officer’s key responsibilities will be to:

    • Coordinate Provision of legal advice on matters relating to child protection issues
    • Coordinate court representation for children and families
    • Coordinate Preparation of witnesses for court hearing.
    • Watch brief for defilement cases referred to the CPC.
    • Oversee training materials development and capacity building  for partners and communities on the legal system and rights of children
    • Oversee community outreach for awareness creation
    • Submit routine reports  to the project coordinator

    Minimum Qualifications:

    • Bachelor’s Degree in Law and a diploma from the Kenya school of law
    • An advocate of the High Court of Kenya.
    • At least 3 years work experience in a child protection related field with a specific focus on Legal aid to children.
    • Skills in training and development of training materials
    • Experience in advocacy and working with  children at the grass root community level

    Counselors

    Reporting to the CPC Project Manager and working closely with the project social workers, the successful candidate will oversee provision of counseling services at the CPC. 

    Specific responsibilities

    Working in close collaboration with the outreach officer, the social worker, and volunteer children officer, the counselor’s key responsibilities will be to:

    • Coordinate development of psychological treatment plans
    • Coordinate child family and group therapy services.
    • Coordinate referral and follow-up
    • Oversee management of PSS case records and data.
    • Develop training tools and schedules for community resource persons
    • Oversee capacity building for community resource persons
    • Plan and oversee community outreach for Psycho social support awareness creation
    • Submission of routine reports to the project manager

    Program Manager

     

    Summary

    Reporting to the Programs Director, the Programs Manager will be responsible for overseeing the coordination of ChildFund programs by LPs in the western region of Kenya. 

      SPECIFIC DUTIES/RESPONSIBILITIES

    • Ensure LPs understand and align their activities to the Letter of Agreement (LOA).
    • Monitor, review and evaluate on a continuous basis the effectiveness, impact and direction of all programs/projects within the area of jurisdiction, ensuring that they are aligned to the requirements in the negotiated funding agreement.
    • Carry out technical backstopping for LP Program coordinators to ensure delivery of clear project objectives and provide meaningful feedback on their performance.
    • Ensure LP program plans and budgets are prepared in accordance with ChildFund International’s guidelines.
    • Facilitate timely reporting in line with LOA standards and performance criteria.
    • Ensure compliance with the approved budget, donor rules and regulations for grants.
    • Ensure LPs adhere to Sponsor Relation policies and procedures.
    • Participate in annual Partnership Reviews with partners to measure achievement levels.
    • Ensure LPs adhere to Ethical Behavior towards Children Policy
    • Work with LP grants acquisition team to identify and secure local resources to expand, complement or supplement subsidy shortfalls.

    Required Skills

    • A good understanding of international development issues in regard to children and a commitment to principles of child rights and child protection.
    • Ability to work under pressure with minimum supervision.
    • Good interpersonal, presentation and negotiation skills
    • Fluency in written and spoken English and Swahili.
    • Willingness to travel extensively within the Program Area
    • Advanced computer skills

    Required Experience

    QUALIFICATIONS/EXPERIENCE

    • 7+ years experience managing development programs in an NGO, preferably in a technical area, community development and/or child-focused programming
    • Outstanding written and oral communication skills in English;  fluency in Swahili preferred
    • Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.
    • Conflict management and ability to pragmatically solve problems, plan a course of action using analytical, conceptual, strategic and forward thinking abilities to achieve an effective resolution
    • Demonstrated technical expertise in such areas as: project, budget and resource management
    • Demonstration of knowledge of program design; grant acquisition and management; resource stewardship, and cross functional coordination
    • Highly developed analytical skills and the ability to assimilate and process information on a wide range of issues
    • Experience in resource mobilization, coordination and negotiation and social policy

    EDUCATION/CERTIFICATIONS

    A Bachelor’s degree in education, community development or relevant field. A Master’s degree in a relevant field of study will be a distinct advantage
