    Monitoring and Evaluation Advisor

    Overview

    The Monitoring and Evaluation Advisor provides data management and analysis support for Monitoring and Evaluation in Ipas programs. The Advisor is responsible for database management, data preparation, statistical analysis, and technical writing for annual and semi-annual external donor reporting, as well as internal data analysis and reporting needs within Ipas. S/He serves as research lead for studies and provides technical support for research projects. Duties include protocol and instrument development, database management, data preparation, statistical analysis, and technical writing. This position also prepares dissemination materials including presentations, fact sheets, peer-reviewed publications, and presents results both at external meetings and within Ipas. The M&E Advisor will be based in Kisumu.

    Responsibilities

    • Provide technical support in management of all project databases to meet data requirements for the project and other stakeholders.
    • Perform needs assessment and work with health systems and community access personnel to determine feasibility of development of new databases and enhancements or modifications to existing data files.
    • Ensures all M&E data are entered, cleaned and uploaded to the relevant data repository in a timely manner and works with in-country teams to keep M&E databases up to date
    • Ensure data quality through data validation checks, including discrepancy/inconsistency checks, real-time data monitoring, data cleaning, and report generation of records from all Global programs databases.
    • Prepare and present analysis reports, summary tables, and graphics as requested. This includes interpreting, presenting and discussing results with the Global program teams.
    • Assist in providing training and guidance to program staff in data management.
    • Ensures program data is analyzed and all donor reporting templates are updated and shared with program teams monthly and in a timely manner ahead of sharing with the donor.
    • Ensure quality, consistency and adherence to standards and best practices for M&E across the project, including data quality and use.
    • Directly supervise M&E (data management) Assistants.
    • Maintains regular communication with RM&E staff in-country and NC Global to stay up-to-date on M&E objectives and guidelines, ensuring that Alliance results align with those objectives, and M&E targets are being achieved
    • Works with regional support and in-country teams on program evaluations and original research through data collection tool development, qualitative and quantitative data analysis, drafting narrative for reports, creating tables and figures, and drafting materials for research dissemination
    • Perform any tasks as may be directed from time to time.

    Minimum Requirements

    Requirements:

    • Bachelor's degree in Statistics or related field
    • 5+ years of experience
    • Experience in monitoring and evaluation of reproductive health programs
    • Database management experience
    • Must have experience using STATA and MS Access
    • Experience with geographic mapping software and qualitative analysis software (ARCGIS, QGIS)

    Preferred Requirements

    • Strong verbal and written communication skills in English
    • Working knowledge of spreadsheets, word processing and presentation software
    • Well-organized, with ability to track multiple projects and meet deadlines
    • Willingness to travel approximately 25% time
    • Ability to work successfully in a cross-cultural, matrix structured environment
