    HIV Testing Services Officer

    Overall Job Function

    Reporting to the Senior Program Officer, the HIV Testing Services (HTS) officer will strengthen the implementation of HTS in CHS-supported health facilities in collaboration with county, sub-county and hospital management teams at the facilities.

    Responsibilities for the for the HIV Testing Services Officer Job

    • To oversee the planning and implementation of HTS strategies at selected CHS -supported facilities
    • To ensure the Provider-initiated HIV Testing and Counselling is offered at all service points (inpatient, outpatient and clinics) at selected facilities
    • To oversee planning and implementation of high yield community HTS strategies in selected catchment areas
    • To provide training, mentorship and supervision of HIV Testing services to the HTS providers at the selected facilities
    • To oversee the planning and implementation of HIV testing services for families and sexual partners/contacts of people living with HIV (Family and Partner Testing and Counselling [FPTC]) at selected CHS-supported facilities
    • To implement strategies for referrals and linkages of newly diagnosed HIV infected clients between HTS points and the HIV clinics (CCC), at selected health facilities
    • To implement internal and external quality assurance measures for HIV testing services, at selected health facilities
    • To improve documentation and reporting of HTS activities at facility level for program evaluation and planning

    Qualification for the HIV Testing Services Officer Job

    • A diploma or degree (preferred) in nursing, clinical medicine, public health, community health, sociology, or equivalent health related field.
    • At least two years’ experience in implementing a HIV program, preferably HIV testing services
    • Training in HIV/AIDS prevention, care and treatment including HIV Testing
    • Proficiency in Microsoft Office packages for report writing and presentation
    • Excellent interpersonal skills; ability to work well with others and to develop and maintain relationships
    • Ability to identify problems, design interventions and oversee their implementation
    • Excellent oral and written communication skills in both English and Kiswahili
    • Ability to train and mentor others

    Mobilisation Officer

    Overall Job Function

    Reporting to VMMC Mobilisation Advisor, the officer will coordinate VMMC social mobilisation and demand creation strategies and activities within the sub county and will ensure the targets for the teams are achieved accordingly within expected time.

    Responsibilities for the Mobilisation Officer Job

    • Ensures the sub county targets for the surgical teams are shared and met through continuous referral of clients for circumcision.
    • Coordinates all social mobilization activities in the sub county, this includes organising social mobilisation activities in collaboration with sub county health promotion department
    • Provides leadership, sensitisation and mentorship to the community health volunteers, VMMC Volunteer Peer mobilisers, target groups and satisfied clients
    • Conduct mapping of the sub county health facilities and villages to ensure program resources are efficiently allocated with regard to the total sub county population, number of males in the target group, number of circumcised males. This includes matching demand creation plans to the community regular activities calendar
    • Ensure monthly and quarterly reporting and documentation of mobilisation and demand creation activities in the sub county. This includes challenges, successes and best practices
    • Prepares monthly sub county demand creation budgets and quarterly mobilisation work plans for approval
    • Ensures tracking and follow up on agreed mobilisation activities/strategies are conducted as per measurable indicators. Ensures the right age groups are referred to the sites for circumcision
    • Ensures financial compliance in accordance to financial policy
    • Any other duty as assigned by the supervisor

    Qualifications for the Mobilisation Officer Job

    • Degree or Diploma in Social Sciences or Community Development
    • Three years experience in VMMC social mobilisation and demand creation activities
    • Ability to integrate and work with the local community in Siaya County

    Senior Program Officer

    The Senior Program Officer (SPO) will be responsible for providing management and technical support to ensure the implementation of HIV Prevention, Care and Treatment services including MER activities in CHS-supported facilities.

    Specifically, the SPO will be tasked to support, supervise and conduct capacity building activities for program officers and facility staff under the SHINDA Project.

    Responsibilities for the Senior Program Officer Job

    • Support the development, and ensure the implementation and routine monitoring of the programmatic annual work plan in collaboration with the Monitoring and Evaluation (M&E) Advisor and other members of the technical team
    • To act as a liaison between the Program Officers and the technical team to ensure the implementation of all HIV Prevention, Care and Treatment activities at CHS-supported facilities
    • Play a lead role in capacity building activities such as didactic trainings, CMEs and CSMs to CHS Program
    • Officers and Ministry of Health (MoH) staff in supported facilities
    • To liaise with MoH, County Department of Health and other regional stakeholders to ensure that the program is implemented in compliance to the national guidelines
    • Represent CHS at Hospital, County Health Management Team meetings to promote and communicate program priorities
    • To contribute to budget preparations as well as to monthly, quarterly and semi-annual reports in a timely and accurate manner
    • To review the analysed quarterly facility programmatic reports and provide feedback to the technical team and correlate the program activities with performance of the sub-grants
    • Assist with the conceptualisation, design and conduct of operational research
    • Additional responsibilities as may be assigned by the supervisor

    Qualifications for the Senior Program Officer Job

    • Bachelor of Medicine and Surgery (MBChB)
    • Having an MPH or MMed degree is an added advantage
    • Registered with the Kenya Medical Practitioners and Dentists Board
    • At least five years progressive HIV-related clinical experience
    • At least three years’ experience working in an HIV-related program in an NGO setting
    • Ability to identify problems, design interventions and oversee their implementation
    • Ability to work well with others, develop and maintain relationships with project staff and partners, including
    • ability to supervise staff
    • Ability to use Word and PowerPoint to develop presentations and Excel for moderately complex spreadsheets
    • Excellent writing and oral communication skills

    Quality Improvement Advisor

    Overall Job Function

    Reporting to the Program Director, the Quality Improvement Advisor will closely work with the program technical staff and the rest of the program implementation team to support teams to effectively implement, document and report quality improvement activities.

    Responsibilities for the Quality Improvement Advisor Job

    • Building capacity for QI coaching at project supported sites by closely working with the project QI teams to plan for and implement activities aimed at institutionalising the use of QI methods to improve service delivery and client outcomes through training, on-site coaching and support supervision
    • Support needs-based quality improvement capacity building for community based HIV Counselling and
    • Testing while supporting them in providing leadership to improvement initiatives
    • Work with health facilities to apply QI approaches to routine facility practices to bridge performance gaps
    • Support the Ministry of Health (MoH) to establish systems for continuous learning and implementation of continuous Quality Improvement methods as well as the spread of successful innovations throughout the health sector
    • Work with MoH to improve the competency and capability of health workers by strengthening quality training programs, including advocacy for quality improvement within core curricula for health providers
    • Assist MoH in improving performance of health care providers by applying evidence-based innovations and continuous monitoring techniques including proficiency testing and point of care CD4
    • Convene and conduct quality improvement performance review meetings and other fora needed to achieve the project objectives
    • Assist with the design and oversight of learning sessions to facilitate the scale up of improvements
    • Work with MoH to establish performance monitoring system for tracking priority QI indicators across collaborating sites to show improvement in HCT processes and care outcomes
    • Actively participate in compilation and submission of periodic performance and progress reports
    • Work with MoH and implementing partners in identifying and communicating best practices in improvement of health care delivery through newsletters, training and coaching session’s publication and research
    • Document QI efforts and develop QI tools as necessary
    • Guide initiation and implementation of the collaborative improvement effort in the region

    Qualifications for the Quality Improvement Advisor Job

    • BS/BA in Public Health or related field, with five to seven years’ experience in the public health sector (Nursing Degree preferred)
    • At least five years’ experience of working with government health care facilities in the area of quality improvement
    • Demonstrated knowledge and skills in implementation of QI interventions in the context of developing countries and management of QI data and databases
    • Experience in knowledge management, specifically in the area of public health/ healthcare
    • Good facilitation and writing skills
