    Finance Assistant

    Reporting To: Finance Manager

    Staff Reporting: None

    Base Location: Moyale

    DIVISION/PURPOSE:

    International Programme Department is:

    • To contribute to the process of global poverty alleviation and
    • Strengthen Islamic Relief (IR) global work through the provision of technical support in cooperation with regional desks and support units.

    JOB PURPOSE:

    To assist in finance related tasks in line with agreed and accepted IR financial practices and procedures.

    KEY OBJECTIVES:

    To maintain the petty cash, prepare vouchers, record transactions and petty cash reconciliation, get approval and maintain filing.

    KEY ROLES/RESPONSIBILITIES

    • Accounting:
    • Payments:
      • Preparation of and vouching of transaction supporting documentations as required by Islamic Relief procedures.
    • Writing of cheques
      • Issuing cheques to suppliers.
      • Ensure all transactions are adequately supported prior to payment.
      • Ensure that all vouchers are well approved

      • Reconciling Banks for Moyale Office and also keep updated record for the bank account.
    • Recording
      • Recording of petty cash transactions and cash book maintenance. Ensure reconciliation of the petty cash balance daily and to get it approved by the finance officer.

      • Preparation of monthly field reports and submits to the finance manager.
      • Preparation of monthly funds request and submit to the Country office.
    • Filling
      • Maintenance of the financial filing, and ensuring that copies are maintained at the end of each project and ensuring adequate archiving.
      • Perform any other duties as requested by his/her line manager subject to comply and not conflict with the above.
      • Ensure that all necessary documents are appropriately filled.

    Qualifications/Experience/Skills:

    • Bachelor in Business management (finance option) or related field
    • At least 3 year experience in procurement management in NGO set-up
    • Effective IT Skills (Word & Excel).

    Project Manager

    Job Description

    Reporting To: Livelihood Advisor (Administratively)

    Regional DRR Manager (Technically)

    Base Location: Project site (Field) 100% - Moyale Sub-County)

    Based at the Moyale field office with frequent travel to the project sites in Dabel and other locations.

    GENERAL

    The Job holder will serve as the central point of contract for the SPARE-CS intervention, being the field manager and ensure that all components of the project is being implemented and delivered as per the plans. He/she is also central focal for all GIS related activities at SPARE-CS project. He/she will play leadership and development role for the project including engaging community members, donor’s government representatives, consultants and suppliers for the functions and delivery of the project.

    Job Summary:

    The GIS/Project Manager is responsible for the Moyale satellite office leadership including supervision, coaching, guiding, advising, training, and overseeing the work of lower level project team and other support staff.

    Key Responsibilities:

    The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. The duties or essential functions of this job may be modified at any time.

    • Overall lead person for the project
    • Oversee the implementation of the SPARE-CS project activities to ensure the project activities is planned for and completed in a timely and accountable manner;
    • Communicate with the program staff on a regular basis to coordinate day-to-day implementation of activities, to follow up on security situation, to collect data, and to conduct training as needed
    • Assist with proposal development, including strategic design, research and writing, and assist with seeking potential new partners and donors
    • Represent IRK at the Food Security and Early recovery Cluster and any other meetings focus at the NGOs at other external meetings as needed in Moyale and the county at large
    • Communicate with the project staff on a regular basis to coordinate day to day activities, documentation collection, and logistics
    • Oversee work of project staff and ensure proper tracking of implementation, reporting, and logistics
    • Follow up on security situation and develop contingency plans for projects and to ensure continuation of programing
    • Collaborate with MEAL team to set up, plan, system, and follow up with MEAL plans for relevant activities
    • Work with all stakeholders such as KARI, ILRI, Research institution and universities, ensuring that partnership is developed for the benefit of the community members and as per the project plans;
    • Organize and execute youth development training as per the set activity work plan in collaboration
    • Monitor youth groups economic activities initiated through the project for technical advice and link them to other private sector players for partnership.
    • Work with youth training institutions to ensure that the targeted youths are enrolled for technical skills development training
    • Collaborate with local entrepreneurs and stakeholders to secure internship opportunities for youths graduating from technical skills development.
    • Build the business capacity of the targeted youths for easy access of available credit facilities for startup capital.
    • Work with local partners in advocacy efforts around strategic issues affecting youth livelihood in Dabel and ensure youth participation in the county government processes.
    • Keep abreast of political, economic and social developments priorities in the area of operation and report the same to the line manager for appropriate action.
    • Identify existing and emerging challenges facing the youths in the target community and recommend suitable sustainable innovative approaches of addressing the gaps.
    • Link with other related interventions run by IRK in Moyale to ensure synergy and avoiding duplication of activities.
    • Work with the project staff in the development of other sustainable development Programmes appropriate for the target location.
    • Compile all projects monitoring information on a regular basis and documentation of lessons learnt from field visits and project activities.
    • Report regularly to the line Manager on general progress including learning, participation in project activities and other relevant matters.
    • Work closely with government department that are charged with youth agenda both at the county and the national government level in Moyale and Marsabit.
    • Prepare and conduct community sensitization forums/meetings with community youth leaders and other opinion leaders.
    • Document lessons learned from training activities, community meeting and assist in preparing training reports
    • work, guide and support women groups and youth on economic empowerment and resilience building
    • support and guide all consultants, review reports and guide where necessary
    • Leads GIS and CAD related data development, Produces maps, displays, and figures needed for SPARE-CS and related activities.
    • Provides leadership and strategic planning to SPARE-CS regarding how spatial data can be used to support ongoing SPARE-CS projects and goals and more so on forage mapping and advising community accordingly.
    • Performs GIS analysis, queries, searches, and data manipulation
    • Provides expertise to SPARE-CS staff, engineers, planners, and developers regarding GIS information, such as project site/field location,
    • Ensure that all project results, 1,2 and 3 are achieved with the minimum available resources and ensure all results are owned by the stakeholders;
    • Work and guide livestock insurance, WASH and Agricultural officer in ensuring that the work assigned to each of the officers are achieved as per the project timeline
    • Ensure and lead project related discussion with the community members, women and youth groups on matters related to project delivery

    Qualifications/Experience/Skills:

    • A combination of education n and experience will be considered that is equivalent to those requirements listed.
    • BA/BS in Geography Information System, Cartography, Planning, Natural Resources, Engineering, Environmental resource Management, or GIS related field.
    • Master in related field is a plus
    • Minimum of five (4) years of applied GIS experience and in community/Humanitarian development
    • Proficiency in CADD is preferred
    • Professional technical experience with designing, creating, editing, and maintaining geodatabases and metadata for numerous projects.
    • Good presentation and speaking skills.
    • Experience in humanitarian development including DRR, training of community members
    • Understanding of pastoralist context specially in the area of climate change
    • Understanding of livestock insurance

    Core competencies:

    • Experience with ESRI software, specifically the ArcGIS suite (Arc Info, ArcView, Arc Catalog, ArcToolb ox) and ESRI’s extensions (Spatial Analyst, 3D Analyst)
    • Ability to perform GIS data conversion/editing, GIS map production, spatial database management, spatial analysis/reporting tasks.
    • Experience with CAD data (AutoCAD and/or Micro Station) and how it relates to GIS.
    • Strong cartographic/data management skills needed to perform job duties.

    Livestock Insurance Officer

    Job Description

    Reporting To: Project Manager

    Base Location: Project site (Field) 100%- Marsabit County (Moyale Sub-County)

    GENERAL

    Sustainable Community empowerment is one of the thematic focus areas adopted by Islamic Relief Kenya in its Country strategy. The programme focuses on poor, vulnerable communities with the aim of economic strengthening to enable them generate food and income through diverse livelihood opportunities available in their communities. The programme includes a strong focus in building community resilience and disaster risk reduction to reduce the vulnerability of rural livelihoods to external shocks and the effects of climate change, as well as the strengthening of organization advocacy capacities to influence public rural development.

    Job Summary:

    This post requires someone with experience working in or with community based Disaster Risk reduction and resilience building interventions and the ability to implement livestock insurance among pastoralist communities affected by disasters. We are looking for someone who has insurance background, strong written communication skills and financial analysis expertise, with the ability to engage stakeholders in the implementation of the project and generate quality regular internal reports. The successful candidate will need to understand Islamic Relief’s values and commitment to poor communities’ economic empowerment. Lastly they will need to show strong self-awareness, inter-personal skills, and self-motivation, with the ability to deliver results and work well under pressure and to be flexible in demanding situations.

    The Livestock Insurance Officer will be responsible for the day to day engagement with the project implementation stakeholders and communities in Dabel-Moyale to ensure project results are realized in an effective manner as per the project documents and donor guidelines and expectations.

    Key Responsibilities:

    • Carry out awareness raising activities to ensure that the community is well aware of the project’s objectives and of its potential benefits to their long-term livelihood sustainability and resilience.
    • The Insurance officer will work closely with GIS officer to interpret the NDVI data on forage and pasture and ensure that community members’ livestock are insured and premium collected based on the animal TLU.
    • Prepare a payment methods for the indemnity as a result of livestock death
    • Carry out continuous risk identification, estimation and evaluation during the project period.
    • Organize and carry out continuous engagement and dialogue with the beneficiaries, government and other stakeholders to sensitize them on the project.
    • Carry out orientation training to community members on the insurance operations and benefits based on a detailed training needs analysis.
    • Create awareness on the importance and appropriateness of the insurance in reducing impact of drought on household.
    • Through clear agreements, work with service providers including insurance companies, telecommunication providers, county and national government and other agencies working in the insurance areas.
    • Participate in the development of emergency preparedness plan and involve organizations like Kenya Meteorological department, National Drought Management Authority among others.
    • Ensure that insurance policy is clearly communicated, understood by the beneficiaries including the premium and compensation criteria and adhered.
    • Ensure that insurance policies offered to the target communities are in line with principles of Islamic sharia law for compliance.
    • Maintain an up to data a beneficiary database using in MIS template.
    • Update all client information and recoveries in the Management Information System (MIS)
    • Document and gather learning from the project for experience sharing to enlighten stakeholders for replication and scale-up purposes.
    • Work with other sector project staff to ensure insurance component is integrated into other sectors especially income generation activities for sustainability.
    • Represent IRK in the county and sub-county sector forums as may be necessary
    • Participate in the development of appropriate tools for monitoring and reporting including detailed implementation plans (DIPs) and M&E Plans.
    • Prepare and submit timely monthly, quarterly, annually narrative and financial reports.
    • Work closely in team sprit with other sector officers and contribute to the maximum of his/her knowledge in his/her areas of profession as deemed necessary.
    • Perform any other function/task as and when assigned by the line manager and area manager.

    Qualifications/Experience/Skills:

    • Graduate Degree in Insurance, Economics, and Agribusiness, Livestock Production or any other related fields.
      Minimum of at least three years’ Experience in micro credit programme/project.
    • Experience in Livestock Insurance programme design and management
    • Ability to work on your own initiative as well as a part of a team.
    • Proven analytical skills and ability to think strategically.
    • Excellent communication skills, both verbally and in writing (both in English and Kiswahili, Somali language will be an added advantage)
    • Experience/understanding of Takaful insurance is desirable.

    Procurement Assistant

    GENERAL

    To manage the logistics unit and maintain effective logistics systems ensuring accuracy, accountability and narrative reporting in a manner that IR log Guidelines are complied with.

    Job Summary:

    Under the supervision of the Support services manager, the procurement assistant is responsible for payment of utilities, maintenance of vehicles, insurance for motor vehicle, asset register and submission of monthly reports in line with IRK’s policies & among others:

    • Sending out of RFQs.
    • Receiving quotations/bids
    • Receives supplies, records and ensures proper storage of the same.
    • Preparation and issuing of GRN/waybills
    • Dispatch of project supplies to field offices
    • Prepare and submit (weekly or monthly, as agreed) stock reports of all movements of stock in and out of the store using the appropriate form.
    • Inventory management.

    Key Responsibilities:

    • Project Administration and Operation
    • Implementation of the project; “Strengthening Pastoralist Resilience to Climate Stress through Livestock Insurance and Agricultural Support Services” in accordance with the project requirements and work plan.
    • Mobilize community common interest groups including Women and youth for engagement in various economic activities including fodder production and management.
    • Organize and execute community capacity building in various project thematic focus areas in line with the IR training manual.
    • Monitor the progress of resilience activities initiated through the project for technical advice and ensure sustainable systems are established.
    • Collaborate with local stakeholders to identify market economic opportunities enhance social and economic stability of pastoralist population in Dabel Location.
    • Build the business capacity of the targeted groups for easy access of available credit facilities for startup capital and expansion of business ventures.
    • Monitor distribution of agricultural inputs to farmers including seeds and tools while ensuring that know-how is available for the targeted groups.
    • Work with relevant stakeholders like National Drought Management Authority (NDMA) to establish and strengthen Community based structures for disaster risk reduction.
    • Keep abreast of political, economic and social developments priorities in the area of operation and report the same to the line manager for appropriate action.
    • Identify existing and emerging challenges facing the community and recommend suitable sustainable innovative approaches of addressing the gaps.
    • Link with other related interventions run by IRK and other partners to ensure synergy and avoid duplication of activities.
    • Monitor and mentor the Community extension workers.
    • Compile all projects monitoring information on a regular basis and documentation of lessons learnt from field visits and project activities.
    • Report regularly to the line Manager on general progress including learning, participation in project activities and other relevant matters.
    • Maintain service-oriented culture to achieve service excellence objective.

    Qualifications/Experience/Skills:

    • Diploma on Agriculture, Agribusiness, entrepreneurship, Agriculture resource economics or any other food security related field. A Bachelor’s degree in similar fields is preferred and will be an added advantage.
    • Minimum of at least Three years’ experience in Resilience building and enterprise development Programmes targeting vulnerable groups.
    • Vast experience in youth livelihood Programmes –planning, implementation, monitoring, evaluation and learning.
    • Knowledge of the key issues/challenges and trends with regard to sustainable livelihood in pastoral communities.
    • Experience in the use of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages.
    • Flexible, with ability to work and handle multiple tasks and meet strict deadlines
