    Structures Design Engineer

    Job description

    Summary

    • Plans, coordinates and conducts independent work within a global business unit requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria.
    • Devises new approaches to solving problems.
    • Broad working knowledge of precedents in the specialty area, the principles and practices of related technical areas and of coordinating work with other technical disciplines.
    • Structural engineering with experience in designing transportation structures such as bridges, underpasses and culverts with a working knowledge of geometric and geotechnical design of highways.
    • Knowledgeable of and performs standard discipline engineering/ management activities on projects on the Kenya Expressway project with minimal technical oversight.
    • Coordinates technical issues with other departments on projects including constructability requirements and reviews.

    Performs most assignments independently with instructions as to the general results expected. Receives technical guidance from Supervisors on unusual or complex problems and supervisory approval on proposed project plans.

    Oversees works to be performed by the design consultants (including: design production/ reviews, dashboard reporting, earned progress evaluation/ staffing levels, quality of design, co-ordination between disciplines and other entities)

    Independently contacts vendor’s representatives and project field personnel to gather or give information. Contacts client counterparts as directed.

    Essential Job Duties

    • Plans, schedules, conducts, and coordinates detailed phases of engineering work elements of the Kenya Expressway project. Performs work that involves conventional engineering practice but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements.
    • Performs work potentially using Bechtel Standard Application Programs (BSAPs) and appropriate 2-D and 3-D computer aided design and computer aided engineering (CAD and CAE) tools.
    • Plans, coordinates or prepares equipment or work specifications, bid evaluations and award recommendations for equipment.
    • Coordinates engineering efforts in assigned areas between specialty and other engineering groups or disciplines, including with the client, suppliers, and contractors and between other groups.
    • When delegated, assumes a lead technical role over other engineers or project subgroups for completing specific tasks.
    • Reviews bid analyses and makes recommendation.
    • Prepares or assists in preparation of conceptual studies, designs, reports or proposals.
    • Performs or assists in the performance of problem analysis and original design.
    • Prepares and/or assists in the preparation of cost estimates, quantity take-offs, forecasts and trends/ change orders.
    • Reviews and checks Design Consultant submittals.
    • Participates in technical workshops and design review meetings with the Client, Design Contractor and Construction.
    • Supports the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.

    JOB KNOWLEDGE

    • Thorough knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations.
    • Understands the application of Engineering Department Procedures, relevant Bechtel design guides. Broad knowledge of the application of engineering to plant constructability as applied to construction methods and materials.
    • Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D), CAE and relevant Bechtel Standard Computer Applications to perform the work.
    • Understanding of engineering planning and control methods including computerized methods.
    • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
    • Understanding of industry or regulatory codes and standards and design criteria pertinent to structural engineering.
    • Skill in oral and written communication.

    The Above Is Normally Acquired Through

    • A recognized degree in an engineering or scientific discipline from an accredited college or university, OR
    • A professional license in an appropriate engineering discipline from a recognized licensing board, OR
    • Sufficient number of specialized courses in relevant general engineering or appropriate engineering disciplines to meet job requirements, AND
    • Practical work experience in structural design engineering or relevant equivalent experience in allied types of engineering sufficient to demonstrate competence as a trained engineer.

    • Has full technical responsibility for interpreting, organizing, executing, and coordinating assignments.
    • Is responsible for acting independently on engineering matters pertaining to the project, projects or designated large engineering assignments.

    Job Dimensions

    Supervision Received

    Receives administrative supervision from a global business unit Manager of Engineering/Engineering Manager in terms of broad general objectives and limits. Receives operational supervision from a Project Manager.

    Supervision Exercised

    Exercises functional direction over assigned Engineers, Engineering Supervisors and Project Engineers.

    Contacts

    Participates in contacts with the client on matters relating to project engineering progress and quality. Participates, as appropriate, in contacts with prospective and present clients to help develop new business for the global business unit.

    Essential Job Duties

    • In consultation with Manager of Engineering and Chief Engineers, makes the initial selection of project engineer management team (Project Engineers/Project Engineering Managers), and Engineering Supervisors on new projects, for engineering management/project management and client approval.
    • Establishes the Engineering Execution Plan that ensures: the project/program is executed in accordance with Engineering Department Procedures; Technical Risk Assessments are comprehensive and complete; Safety
    • Practices are implemented; and statutory and company specific design reviews are undertaken and are in accordance with quality assurance (QA) procedures
    • Acts as the primary interface to the global business unit Operation Manager, Project Manager, Manager of Engineering and client for all engineering and personnel matters within the project/program.
    • Manages all engineering activities on a large, complex project/program or on multiple lesser size projects.
    • Has full technical responsibility for planning, interpreting, organizing, executing and coordinating the engineering assignments and activities on the project/program.
    • Establishes/manages the overall engineering budget, maintains ownership, and ensures execution within approved budgets.
    • Directs and provides technical and administrative guidance to assigned Project and/or discipline Engineers in the management of engineering projects.
    • Reviews staffing plans on all assignments.
    • Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
    • Participates in project planning prior to proposals to provide technical guidance in the engineering and construction review of proposals.
    • Participates in the design review process with the Design Contractor, Client and Construction.
    • Inputs to, owns and reviews project schedules and approves staffing estimates for engineering personnel for new proposals and jobs as assigned.
    • Keeps informed on the status of all projects involving assigned personnel with respect to schedule, budget, work quality and client satisfaction, and contributes leadership, experience and expertise in the solution of difficult problems.
    • Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
    • Reviews major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
    • Monitors the use of available engineering computer programs, technical advances and engineering management control techniques on the projects assigned.
    • Formulates and recommends for approval, engineering plans and programs for assigned projects.
    • Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.

    JOB KNOWLEDGE:

    • Extensive technical knowledge of all aspects of Highway Design and Construction, engineering calculations, applications of engineering methods and materials and applications of computers 2-D and 3-D computer aided design (CAD) and computer aided engineering (CAE) to engineering problems.
    • Proficient knowledge of global business unit activities and operations including business development, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
    • Broad knowledge of industry/regulatory codes and standards, Bechtel Standard Application Programs (BSAPs), Engineering Department Procedures, and project controls and design criteria in all engineering disciplines.
    • Broad knowledge of administrative practices.
    • Excellent communications and interpersonal skills.
    • Proficient in negotiation for dealing with client representatives.

    The Above Is Normally Acquired Through

    • A recognized degree in architecture, engineering or scientific discipline from an accredited college or university, AND
    • A professional license in an engineering discipline, or a license to practice architecture from a recognized licensing board, AND
    • Specialized courses in relevant general engineering, architectural design or an appropriate engineering discipline, AND
    • Extensive progressive work experience, including supervision, preferably in project and staff design engineering or architectural design or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.
