    The Technical and Vocational Education and Training Authority (TVETA) is a State Corporation under the Ministry of Education established under the TVET Act of 2013. The mandate of the Authority is to promote quality access, equity and relevance in Technical and Vocational Education and Training (TVET) by developing standards, inspecting, registering and licensing trainers, institutions and training programmes.

    Manager, Research and Development

     

    Minimum Qualification: Bachelor Experience Level: Senior level Experience Length: 12 years  – Grade TVETA 3 Vacancy No. TVETA/14/JUN.2018: Basic Salary Scale: Kshs. 114,300 – 151,200 pm

    (a) Duties and Responsibilities Reporting to the Director, Standards Development, Compliance and Research, the Manager, Research and Development will be responsible for the following:

    • Coordinating studies and reviews in the TVET sector to inform policy;
    • Overseeing policy research to identity priority areas that require intervention;
    • Coordinating development and management of research data base for the Authority;
    • Conducting policy advocacy and creating collaborative partnerships with relevant government agencies, regulators and other stakeholders to influence TVET policies
    • Oversee monitoring and evaluation of systems for tracking TVET developments
    • Ensuring research findings are disseminated to relevant stakeholders.

    (b) Requirements for Appointment For appointment to this grade, one must have: -

    • Served for a cumulative period of at least twelve (12) years in the Public Service, three (3) years of which must have been as a Principal Technical Education Officer/Principal Youth Training Officer or in a comparable and relevant position in the Public Service/Private Sector;

    Manager, Policy and Planning

    (a) Duties and Responsibilities Reporting to the Director Policy and Planning, the Manager, Policy and Planning will be responsible for the following:

    • Coordinating Preparation and monitoring implementation of TVETA Performance Contract and workplans including collating of evidence from other departments and ensuring submission of quarterly and annual reports.
    • Developing and managing a monitoring and evaluation framework to overseeing effective implementation of the strategic plan. (iii) Preparing policy memorandum for funding/partnerships and collaboration on projects
    • Administering, directing, and reviewing policy and planning programs
    • Analyzing government policies, regulations, and legislation to develop new policies and plans or revise existing policies, plans, or programs (vi) Analyzing statistical data and reports to identify and determine areas of interventions and develop recommendations for improvement of organization’s policies and practices.
    • Liaising and consulting with tvet stakeholders on legislative, policy, and planning issues.
    • Managing the design and development of tools to assist management in developing and interpreting policies and to guide managers through policy and planning decisions.

    (a) Requirements for Appointment For appointment to this grade, one must have: -

    Accreditation Officer II

    (a) Duties and Responsibilities Reporting to the Accreditation Officer I, the Accreditation Officer II will be responsible for the following:

    • Undertaking assessment and inspection of TVET institutions for registration and accreditation of programmes;
    • Evaluating trainers’ qualifications;
    • Maintaining and updating a database of accredited TVET institutions, programmes, trainers, and examining bodies;
    • Liaising with relevant foreign TVET regulatory bodies to ascertain the accreditation of foreign TVET qualifications;
    • Conducting stakeholders mapping and needs assessment;
    • Conducting sensitization of stakeholders on registration, accreditation and licensing of TVET institutions, programmes and trainers; (vii) Preparing assessment and inspection reports and agenda for deliberation by the Board.

    • Conducting sensitization of stakeholders on registration, accreditation and licensing of TVET institutions, programmes and trainers; (vi) Ensuring safe custody of registration certificates and licenses for TVET institutions and programmes;
    • Maintaining and updating a database of accredited TVET institutions, programmes, trainers, and examiners;
    • Preparing assessment and inspection reports and agenda for deliberation by the Board.
