The Deputy Chief Security Officer shall be responsible to the Vice Chancellor and will be in charge of the Department of Security and Safety, in overall management, direction, control and co-ordination of Security Operations at the University.
Responsibilities
- In-Charge of the security department.
- Responsible for security matters related to students and staff.
- Manage security intelligence systems within the University
- Carry out any investigation requested by Vice-Chancellor
- Investigation of disciplinary matters as referred by Management Board
- Attend to all security meetings in all Campuses
- Plan and organize training for security staff
- Execute periodic security surveys for all campuses
- Liaise with the external security agent
- Advisor to the University Management Board on security Issues
- Responsible for formulation, planning and control of the departmental budget
- Effective coordination and implementation of policies in the department
- Responsible for formulation and implementation of departmental strategic plan
- Responsible for the procurement of stores for the department
- Perform any other duties and responsibilities as may be assigned from time to time
Requirements
- Must possess Bachelor’s Degree in Criminology/Security Science or its equivalent from a recognized Institution. A Master Degree in Criminology/Security Science will be an added advantage
- Must have worked with any of the Disciplined Forces of Kenya for at least ten (10) years
- Must have served at the level of Chief inspector of police or captain
- Must have a clean Discharge Certificate
- Must possess Certificate of Good Conduct
- Must possess First Aid Certificate
- Must possess Fire Fighting Certificate
- Must have at least three (3) years working experience as Security Officer or comparable position
- Must be Computer literate
- Must be medically and physically fit

The Chief Legal Officer shall be responsible to the Vice-Chancellor and is responsible for efficient legal, advisory and secretariat services of the Council.
Responsibilities
- Serving as Secretary to the Council and all its Committees
- Guiding the Council on the key Governance and compliance issues
- Recording and circulating minutes of the Council
- Acting as custodian of seals, minutes and various records to ensure conformity with regulations
- Proactively promoting good governance in all committees of Council
- Providing guidance to the Council and its committees about its responsibilities and accountabilities under the Universities Act, Charter and Statutes; and on how these should be discharged
- Ensuring that the Council and its committees adopt best practice in all their work
- Working closely with the Vice Chancellor to ensure that Council meetings and business are conducted efficiently and in compliance with relevant legislation.
- Review university’s legal and regulatory framework to ensure compliance, removal of impediments and security of member’s contributions.
Qualifications
- A Master’s Degree in Law
- Bachelor of Law Degree from a recognized University
- Advocate of the High Court of Kenya, a member of the LSK, and have a valid practicing certificate.
- Certified Public Secretary and member of ICPSK with a valid membership certificate
- At least 3 years’ experience as a board Secretary in a large corporation.
- Fully computer literate
- Proven knowledge of corporate regulatory and company law, rules and norms
- Have excellent interpersonal and communication skills,
- Be of high integrity and ensure confidentiality.
- Have the ability to work under pressure and meet deadlines.
- Comply with the requirements of Chapter Six (6) of the Constitution of Kenya, 2010 on leadership and integrity.

Ten (10) copies of the application and referees’ confidential reports on the applicants’ suitability for the post should be sent via registered mail or courier “marked with the reference number on the left hand corner of the envelope” and sent to the under-signed to be received on or before 11th December, 2018 by 5:00 p.m.
