    NASCOP Health Information Systems Officer

    The HIS Officer will report to the NASCOP SI team lead and will work in the Health Informatics section. The HIS Officer will be responsible for guiding the overall HIV HIS
    strategy, coordination of HIS partners and implementation of related activities. In addition, s/he will liaise with the HIV HIS partners and ensure implementation of projects such as the National HIV EMR data warehouse and optimization of EMR and mHealth projects.

    Key Responsibilities

    1. Support in running the HIV Health Information Systems Technical Working Group and ensure that all minutes are filed and all action points followed and implemented.
    2. Guide the process of conceptualization and implementation of HIS projects such as optimization of the EMRs at HIV service delivery points including improving reporting
      through initiatives such as Automated Indicator Reporting (AIR) and mHealth projects such as C4C and Text for Adherence.
    3. Guide the expansion of the functionality of the National HIV EMR data warehouse. This will include leading in the development of data sharing protocols.
    4. Work together with stakeholders to ensure that cohort monitoring using EMR based data is carried out including ensuring upload of all HIV EMR data into the warehouse, cleaning and analysis.
    5. Work together with stakeholders to guide in the use of health informatics in predictive analysis of HIV programme data.
    6. With stakeholders, set out the framework and procedures for the evaluation of all HIV HIS project activities.
    7. Work with eHealth – MoH guide in key areas such as interoperability and national unique patient identifier.
    8. Undertake regular visits to the field to support optimization of HIV EMRs and to identify where improvements might be needed.

    Minimum Requirements:

    • Master’s degree in Epidemiology or Public Health with either a background in Health Informatics or Computer Science. At least 3 years proven experience with:
    • Clear understanding of use of health informatics in public health
    • Data analysis and report writing
    • Have excellent computer skills
    • Demonstrated innovation and creativity
    • Have a solid understanding of health programmes especially HIV, TB and malaria.
    • Demonstrate familiarity as regards the District Health Information System (DHIS)
    • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders.
    • Have leadership qualities, personnel and team management
