    NASCOP Monitoring and Evaluation Officer

    The M&E Officer will report to the NASCOP SI team lead and will work in the M&E section.
    The M&E Officer will work with other programme staff in ensuring that HIV programme data is available, credible and consistent. The officer will primarily be responsible for leading the capacity building component of counties as part of improving data quality.

    Key Responsibilities:

    1. Support in consolidation of data requirements to assist in meeting all HIV M&E global, regional and national reporting requirements including the Global AIDS Progress
      Response and the CS Performance Contract.
    2. Coordinate with the counties on HIV M&E work including and not limited to monitoring the uptake of revised HIV M&E tools, reporting and assessing data quality indicators for all data reported through the DHIS2 platform.
    3. Lead the preparation of quarterly feedback reports including the national and county specific components.
    4. Plan and participate in field visits for data verification, support supervision and data quality assessments.
    5. Support in finalization and implementation of the web based 90-90-90 ACT dashboard and later working with stakeholders to broaden this to incorporate dashboards from
      other programmes such as PMTCT and Key Populations.
    6. Provide support in the preparation of the NASCOP SI work plans and budgets.
    7. Support capacity building initiatives for County and Sub-County Health Management teams.
    8. Ensure that all NASCOP M&E related reports, letters and other communication are compiled and filed.

    Minimum Requirements:

    Bachelor’s degree in Health Information Management or Monitoring and Evaluation. A Master’s degree in Public Health or Monitoring and Evaluation will be an added advantage.
    At least 3 years of proven experience in

    • A hands-on understanding of cascade approaches to analysis of data
    • A practical understanding of data quality assessment and data quality improvement approaches
    • Solid understanding of health programming including HIV, TB and malaria programs.
    • Solid understanding of MOH reporting structures and specifically District Health Information System (DHIS2) platform
    • Strong analytical, problem solving and report writing skills
    • Strong interpersonal communication and facilitation skills.
    • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders.
    • Computer skills: Hands on competency in Microsoft Word, Excel, PowerPoint and Access
    • Leadership qualities, personnel and team management
