    Senior Procurement Officer

    Ref: HCA/SCM/SOP/2/2017

    Overall Purpose: The Senior Officer, Procurement will be responsible for ensuring that the procurement process is undertaken within the applicable laws, rules and regulations.

    Key duties and responsibilities:

    Reporting to the Manager, Supply Chain Management, the Senior Officer, Procurement will be responsible for:

    (i) Receiving and recording requisitions for goods and services.

    (ii) Ensuring accuracy of specifications and requisition authorisation.

    (iii) Coordinating the invitation for tenders, proposals and quotations from prospective bidders to ensure efficiency and effectiveness of the processes.

    (iv) Assisting in the preparation of invitation for tenders and request for proposals.

    (v) Maintaining up to date tender, proposals and quotation registers.

    (vi) Coordinating opening and evaluating of bids.

    (vii) Recommending adjudication of bids within the threshold of the Tender Committee and Procurement Committee.

    (viii) Assisting in the provision of secretariat services to the Tender Committee.

    (ix) Communicating the results of tenders to all the bidders.

    (x) Submitting tender securities and performance securities to the bidders.

    (xi) Ensuring efficient issuance of orders for goods and services.

    (xii) Ensuring efficient expedition of orders for goods and services.

    (xiii) Undertaking periodic pre-qualification of suppliers.

    (xiv) Undertaking periodic market surveys.

    (xv) Ensuring efficient filing of procurement records and documents.

    (xvi) Preparing consolidated requirements for procurement planning.

    (xvii) Coordinating internal and external audits audit of procurement processes.

    (xviii) Undertaking periodic boards of survey.

    (xix) Undertaking risk management in the Procurement Section.

    (xx) Performing any other duties as may be assigned from time to time.

    Academic / Professional Qualifications and Experience

    The ideal candidate will possess the following:

    (i) Bachelor’s degree in Supply Chain Management, Procurement and Supplies management, Business Administration or any other relevant discipline from a recognised university.

    (ii) Master’s degree in related field will be an added advantage.

    (iii) Professional qualification or Higher Diploma in Supply Chain Management, Procurement and Supplies management or relevant discipline from a recognised certifying body.

    (iv) Knowledge of Government IFMIS system is an added advantage.

    (v) Member in good standing of the Kenya Institute of Supplies Management.

    (vi) A minimum of five (5) years relevant experience three (3) of which should be in middle management in a large organisation and three (3) years relevant experience for serving members of staff.

    The ideal candidate should:

    (i) Be honest, trustworthy and possess a high degree of personal integrity and professionalism.

    (ii) Have demonstrated leadership qualities and management capability for responsibilities at this level.

    (iii) Be result oriented and willing to multitask and meet strict deadlines.

    (iv) Be a team player.

    (v) Demonstrate ability to establish and maintain effective relationships with varied stakeholders.

    (vi) Have thorough knowledge of the Public Procurement and Disposal Laws and Regulations.

    (vii) Be customer centric.

    (viii) Demonstrate sound judgement, excellent analytical, interpersonal, communication, presentation and reporting skills.

    (ix) Be computer literate.

    (x) Satisfy the provisions of Chapter Six of the Constitution of Kenya, 2010.
