    Amplify Change Study - Consultant

    Purpose and Objectives

    This study will be undertaken in various parts of Nairobi and Kiambu Counties where the entrepreneurs are domiciled; namely Kasarani, Eastleigh, Kawangware, Ruiru.

    The purpose of the study is together and analyse the way the project was implemented in line with the project aim as stated above. The study will focus on the processes and gather data and evidence of success to measure the project effectiveness and relevance.

    The objectives are

      • Assess impact/results compared to objectives and targets.
      • Assess cost efficiency.
      • Assess effectiveness of the application of the lessons learned during the prototype project cycle (design, planning, timing of various interventions implementation and monitoring), partnerships and management.
      • Measure effectiveness of communication and coordination strategies deployed during the project implementation and identify gaps in the same and recommends alternative options where the deployed communication and coordination strategies were not effective if Heshima Kenya is to implement similar project in future.
      • Assess project monitoring and recording, and how this was used for improvement.
      • Assess how the principles of equity in selection of target entrepreneurs from various nationalities and provision of social services (food baskets, medical and rental support), age, inclusion (especially of disabled and minority refugee communities) have been integrated in the project.
      • Assess if provision of social services (monthly food baskets, medical and rental support) contributed in any significant way in nurturing and growth of businesses of the entrepreneurs who benefited from the services.
      • Assess how the interventions have alleviated SGBV occurrence among the target entrepreneurs and their families.
      • Assess how individual entrepreneurs benefited from technical support from the staff through business visits (check on frequency of visits) and or recommend best options that would ensure effectiveness in provision of technical support to individual entrepreneurs.
      • Assess effectiveness and relevance of various capacity building trainings offered and application of the knowledge and skills acquired in individual businesses and how the same translated to successful business ventures.
      • Identify lessons learnt (best and bad practice) and document the same via video recording (clips) during FGDs and individual entrepreneur’s interviews.
      • Recommend areas of improvement and best practices to replicate in similar future projects.

    3.0 Scope and Methodology

    The evaluation will be carried out by the consultant supported by the SGBV team led by the Officer in Charge who will be the focal point person during the project study/evaluation. The methodology will include a comprehensive document review and in-depth consultations with key stakeholders. Both qualitative and quantitative data will be collected. The consultant will propose an appropriate sampling methodology and size that is statistically valid and cost effective. The sample size and proposed tools will be discussed and approved by Heshima Kenya before the exercise.

    4.0 Deliverables

    i. An inception report and action plan after literature review and development of tools

      • Consent forms duly signed by the individual women entrepreneurs interviewed

    5.0 Timeframe

    The exercise will start no later than 16thMarch 2017 and be completed no later than31st March 2017 with submission of the final report by 15th April 2017.

    6.0 Ownership

    All documents, project designs, drawings, technical data and other information shall remain the property of Heshima Kenya and shall be treated as confidential by the consultant(s) at all times. They shall not be made available to any third party whatsoever, in any form, without the prior written approval of a properly authorised employee of Heshima Kenya.

    The utilisation of all proposals, plans and reports and other information provided by the consultant(s) to Heshima Kenya is the property of Heshima Kenya and the use thereof is solely at the discretion of Heshima Kenya. All documents and other papers, whether in soft or hard copy and whether containing data or other information, provided by Heshima Kenya shall be returned complete to Heshima Kenya upon completion of the assignment.

    All documentation and reports written during and/or as a result of this study, or otherwise related to it in any way, shall remain the property of Heshima Kenya and no part shall be reproduced or quoted, or otherwise used in any way except with the prior, express and specific written permission of a properly authorised employee of Heshima Kenya.

    7.0 Heshima Kenya Child Protection Policy and Code of conduct

    All personnel employed on or by the consultant(s) shall read and sign Heshima Kenya child protection policy (CPP) and code of conduct as fully understood and in agreement to in all respects, and shall follow this in all and every respect during the term of the consultancy.

    8.0 Consultants’ Qualifications

      • Evidence of undertaking similar worker especially under livelihoods and SGBV projects implemented among refugee women in Kenya and or the Great lakes region of Africa during in the last 4 years or more.
      • Demonstrated experience with community development approaches
      • Demonstrated skills in use of video recordings during project evaluations/study
      • Evidenced theoretical knowledge and practical application of equity, participation and non-discrimination in project work
      • Evidenced experience in conducting participatory qualitative and quantitative evaluations
      • Evidenced report writing (English language) and documentation skills
      • Meets and provides proof of meeting all legal requirements including registration, VAT, no criminal records among others
      • A masters degree in communication/ statistics / IT and or humanity courses

    9.0 Proposal Requirements

    The consultant will submit a full technical proposal and a separate financial proposal. The following components must be included:

     

    • Technical proposal
    • The consultant’s understanding of the terms of reference
    • Clear and detailed work plan including a Gantt chart
    • A detailed methodology
    • Full details of proposed consultancy team members, including their CVs which relates their experience and skills, etc to this study
    • A detailed time schedule
    • Evidence of past work relevant to this study
    • Names, physical and email addresses and telephone numbers of three references for the consultancy organization which must relate to major work done within the last four years, and the contact details (names, addresses and email and telephone numbers) of the persons who were ultimately responsible and accountable for contracting the consultants for that work
    • Full names, post office box number, telephone number(s), e-mail address, physical address and contact person(s) of the consultant(s)

    Ii) Financial Proposal

     

    • An itemized and detailed budget including consultancy fees and allowances, and all administrative costs in Kenya shillings Proposed terms and schedule of payment
