    Senior Officer, Webmaster

    JOB LEVEL 5 (1 POSITION) - REF: HCA/ICT/SOWM/3/2017 Overall purpose The Senior Officer, Webmaster will be responsible for developing and managing web pages, sites and applications.

    3.1 Key duties and responsibilities: Reporting to the Manager, Systems Development, the Senior Officer, Webmaster will be responsible for:

    (i) Designing and building all front-end components on presentation, templating, controller, client-side behaviour, integration to data services.
    (ii) Coordinating the design, development, deployment and maintenance of online presence.
    (iii) Coordinating third party web developers and graphic artists and overseeing all aspects of creating or enhancing the website.
    (iv) Liaising with the divisions and units on content to be posted, viewed or pulled from the website, intranet and extranet in line with KASNEB ICT and corporate common policies.
    (v) Ensuring that information posted on the website is credible, correct and up to date.
    (vi) Ensuring that the website allows the transfer of information from and to users and that relevant stakeholders can access this information.
    (vii) Writing object-oriented JavaScript applications using techniques to create and manipulate basic graphics for incorporation into interactive output.
    (viii) Participating in development of other web based solutions.
    (ix) Developing and enforcing metadata to aid in indexing and searcheability.
    (x) Providing analysis on web activity.
    (xi) Managing the KASNEB domain.
    (xii) Designing and implementing security architecture for web applications.
    (xiii) Ensuring risk management within the section.
    (xiv) Ensuring implementation of the ISO Quality Management System in the area of operation.
    (xv) Performing any other duties as may be assigned from time to time.

    3.2 Academic/professional qualifications and experience The ideal candidate should possess the following:

    (i) Bachelor’s degree in ICT related discipline from a recognised university.
    (ii) Master's degree in related field will be an added advantage.
    (iii) CICT or other professional qualification in ICT from a recognised body.
    (iv) Knowledge of the Government of Kenya standards on systems and applications.
    (v) Previous experience working with content management systems.
    (vi) Experience in website design, information architecture and usability.
    (vii) Proven experience working with SQL DBMS.
    (viii) Membership in good standing to a recognised professional body.
    (ix) A minimum of five (5) years relevant experience three (3) of which should be in middle level management in a large organisation and three (3) years relevant experience for serving officers.

    3.3 Key personal attributes/functional skills The ideal candidate should:

    (i) Be honest, trustworthy and possess a high degree of personal integrity and professionalism.
    (ii) Have demonstrated leadership qualities and management capability for responsibilities at this level.
    (iii) Be a team player.
    (iv) Demonstrate ability to establish and maintain effective relationships with varied stakeholders.
    (v) Be customer centric.
    (vi) Demonstrate sound judgement, excellent analytical, interpersonal, communication, presentation and reporting skills.
    (vii) Satisfy the provisions of Chapter Six of the constitution of Kenya, 2010.
