    National Information Management Officer

    Duties and Responsibilities

    Within delegated authority, the Information Management Officer will be responsible for the following duties:

    • Coordination, Data Collection and Analysis: Identify data sources and collect, compile and analyse data required to produce quality information products for advisory purposes, strategic planning and decision-making;
    • Design and manage data/information collection plans;
    • Ensure that information is managed and stored in a secure manner consistent with maintaining confidentiality of sources and other sensitive data;
    • Provide ad-hoc analysis (including of open source data) to support thematic reporting;
    • Perform data quality and consistency control;
    • Develop information sharing protocols and promote data and information sharing with other relevant UN IM counterparts;
    • Facilitate the production of human rights analysis drawing on all relevant information available within the UN system and from other sources;
    • Based on emerging information requirements, establish and maintain databases or other relevant tools to collect, compile and manage relevant data;
    • Identify new information and data requirements to support operations and partners;
    • Coordinate and collaborate with information management personnel of other agencies in-country to improve information management and sharing procedures;
    • Present information in a way that is easily understood including through visuals, graphic means such as mapping but also through tables, charts, and narrative writing.
    • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information. Ensure the collection and management of data for GIS use is integrated in information-gathering methodologies, tools and databases.
    • Perform other related duties as required.

    Competencies

    PROFESSIONALISM: Proven skills to analyse statistical information; Advanced Excel skills (e.g. pivot tables, functions, etc.); Ability to formulate IM-related technical requirements and Operating Procedures; Ability to compile and holistically analyse diverse datasets; Ability to collate and present information in easily digestible tables, charts, maps and graphs and deliver reliable, accessible and user-friendly, relevant and timely information products; Experience with handling confidential data and demonstrated understanding of different data collection methodologies. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Candidate takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Knowledge of the UN system is desirable. Experience in web design and software development is an asset.

    COMMUNICATION: Excellent English and written and oral presentation skills; Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

    TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitations of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

    Required Skills And Experience

    Education

    • Advanced university degree (Master's degree or equivalent) in information management, information technology, demography, statistics, social sciences or any related area.
    • A first-level university degree with 8 years of qualifying experience may be acceptable in lieu of the advanced university degree.

    Work Experience

    • At least 4 years with Advanced University degree of relevant work experience of which at least 1-year experience is in international organizations (e.g. UN agencies, INGOs, IOs, bi-lateral cooperation agencies, etc.).
    • Experience in information management systems.
    • Experience in Human Rights or a related field is desirable.
