    Contracting /Grants Manager

    Responsibilities

    • Develops and manages the PIF portfolio, manages PIF funding and usage of funds.
    • Ensures successful and effective design and implementation of funded activities to achieve planned program objectives and outcomes.
    • In coordination with ACDI/VOCA home office team, determines appropriate mix of award mechanisms, drawing from traditional and innovative funding approaches to reach a variety of potential recipients.
    • Prepares grant solicitations, proposal and budget guidelines, and grant funding instructions and procedures. Coordinates the grantee selection process (establishing selection committees, defining selection criteria, developing process documentation templates.)
    • Establishes detailed systems and procedures for management of grants activities, and implements a tracking / monitoring system.
    • Develops contract/sub-award budgets, prepares cash forecasts, and monitors award expenditures, alerting management to irregularities, recommending alternatives/best practice as needed.
    • Ensures appropriate documentation, financial reporting, and budgetary compliance. Provides compliance review of procurement, financial transactions, contracts and grants. Participates in the preparation of responses to audit requests and donor specific reporting requirements for sub-awards and subcontracts.
    • Provides reports to management on the status of the grants in terms of beneficiaries, equipment, amounts, disbursements, procurements, implementation, etc.
    • Prepares and compiles close out documents for all completed grants.
    • Manages the grants support staff, ensuring staff have sufficient training to perform required compliance and reporting duties.
    • Ensures larger technical team understands sub-award mechanisms used and are able to alert the grants team of any potential issues encountered while on site visits.

    Qualifications

    • A Bachelor’s degree or equivalent and a minimum of 10 years’ international experience of successful contracting, administration, or grants management. International experience in a related field is highly desirable.
    • Minimum of 10 years’ experience on projects with similar magnitude and complexity in Kenya and/or other developing countries in the region.
    • Technical expertise in a field related to international development, contracting, public administration, and business development.
    • Experience working on a USAID-funded project is strongly preferred.
    • High level of computer skills, including spreadsheets and database management.
    • High level attention to details is a must.
