Job Summary:
The incumbent will be responsible for providing technical leadership, guidance, coordinate trainings and capacity building to the MoH (Ministry of Health) staff in Saku. He/she will also support the senior program manager in the overall coordination and managerial support to the program including strong conceptual, programmatic direction and technical support to the program teams working in all the four Sub Counties of Marsabit County.
Main Duties & Responsibilities:
- Programme Management and Development:
- Guide the development of programme work plans in coordination with the senior manager and project teams.
- Work closely with the Saku and CHMT in developing and implementation of monthly work plans and guide them on PCA implementation.
- S/he will liaise at the local and county level with C/SCHMT, Marsabit County Officials, and Health Facility Management Teams to enhance coordination and collaboration in program implementation and sustainability.
- Contribute to and maintain strong links with other programme managers (FIM, HIV, Education and Advocacy) to reinforce a strong programme approach.
- Managing, developing and maintaining all aspects of Concern health and nutrition programme comprising facility and community based interventions in Saku Sub County.
- S/he will assist senior manager in advocacy to inform policy makers and assist in policy review based on program learning and field based evidence.
- Working with MoH to establish interventions that address and complement the other aspects of the basic nutrition minimum services packages.
- Training and mentoring
- Provide technical support to MoH through structured capacity building initiatives on delivery of health and nutrition interventions at health facilities and community level;
- Ensure delivery of quality results through active participation in regular M&E activities: facility in-charges meetings, CHVs and skilled health workers review meetings, joint support supervision.
- Orientate and mentor the Sub county Health Management Teams (SCHMTs) and facility-based service providers on existing data capture and summary tools for nutrition and HINI services in line with the District Health Information Systems (DHIS)
- Monitoring and Reporting
- Prepare high quality written reports for Concern and donors (quarterly and annual) and other reports as required.
- Assisting with nutrition programme reviews and evaluations
- Monitor the nutrition situation and advice the Health and Nutrition senior program manager on appropriate actions and changes as may be necessary and document all lessons learnt.
- Working closely with the Surveillance Officer in organizing, coordinating and leading nutrition assessments and surveillance as required.
- Monitor the programme against objectives outlined in the programme plan.
- Conduct field visits to support field teams on effective and quality program implementation.
- Representation
- Attend and adequately represent health and nutrition program in County and Sub county meetings.
- Representing Concern in and liaising with coordinating bodies and partners as required – MoH and other government authorities, UNICEF, WFP, OFDA and other relating NGOs.
- Maintain good working relationships and co-ordination with other health partners.
- Responding to Emergencies:
- Support in the provision of leadership and technical guidance for emergency response programming and approaches
- Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
- Comply with Concern’s health, safety and security guidelines during emergencies

- To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
- To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.
- To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6).
Job Specification:
- A degree in nursing, food, nutrition and dietetics or relevant field
- At least five (5) years’ experience in Maternal and Child Health and Nutrition programming in both a development and emergency context with at least two (2) years’ experience in a managerial/supervisory role.
- Technical knowledge and experience in maternal and child health and nutrition, community based health care.
- Proven success working and partnering with the Ministry of Health
- Good understanding of cross cutting issues- gender, HIV and AIDS, DRR, etc. and how to integrate them into public health/ nutrition programmes.
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in teams.
- Excellent networking and coordination skills – NGOs, UN and government agencies.
- Fluent in both spoken and written English and Kiswahili. Fluency in the local language is an added advantage.
- Proficiency in the use of computer applications
