    Under the guidance and oversight of the Social Policy Specialist (Public Finance), the main objectives of this assignment are to:

     

    • Produce education, health, social protection and national briefs for Lesotho, Namibia and Swaziland (12 briefs in total); in terms of responsibilities, the consultant will analyse budget data, develop draft briefs according to the existing budget brief guidelines (to the extent possible), incorporate feedback and review the draft impact strategies, while COs will collect and share budget data for fiscal year 2018/19, review the content of drafts, shape and prioritize key messages, approve final drafts, arrange for the briefs to be designed and develop impact strategies.
    • Provide feedback on draft budget briefs and impact strategies produced by other COs; this will involve assessing the quantity and quality of the content against a checklist (see below) and providing both general and specific suggestions for improvement.
    • Develop a budget brief quality review checklist; building on the existing budget brief guidelines, this will summarize the key contents and structural features that should be in place in each brief and serve as a tool to facilitate effective review processes.

    To qualify as a champion for every child you will have…

     

    • Advanced university degree in economics, public financial management or related area;
    • Minimum of 10 years of working on public finance issues and at least 5 years on expenditure analysis;
    • Knowledge of UNICEF programme areas;
    • Must be reliable and able to work with little supervision;
    • Advanced data analysis skills, including advanced Excel;
    • Excellent drafting skills;
    • Excellent spoken and written English.
