    Project Officer - Design, Monitoring & Evaluation

    Job description

    Purpose Of The Position

    The purpose of the project holder will be to ensure that the Project is designed, evaluated and transitioning in a proper manner for purposes of ensuring sustainability of the initiated interventions and activities;

    The jobholder will also be responsible for developing and refining design Monitoring & evaluation(DME) standards, processes and materials; training and capacity building; networking with government officers, institutions and other partners regarding program design as per the donor requirements and other internationally set standards.

    In order to successfully do so, the job holder must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

    Major Responsibilities

    • Technical Support 40%
    • Support the Project staff in facilitating the baseline process; development of key performance indicators and benchmarks for M&E in the project;
      With the Support of the PEO, work towards the design of tools, data collection & analysis and periodical sharing of findings with all the stakeholders and work with the DME staff within WV to incorporate this system into the wider DME system.
      Provide updates on achievements against key donor performance indicators
      Support and spearhead as necessary, in reporting issues and review of key documents.
      Working under the guidance of the Project Manager, lead the process of continuous learning and documentation of lessons learned and best practice and support the project team and partners in establishing and maintaining a learning culture.
    • Quality Assurance 35%
    • Support the Project team to assess, design, monitor and evaluate the Project in alignment with set standards;
      Support the PO in monitoring implementation of project activities.
      Engage community leaders and partners in the planning of the monitoring activities in an appropriate manner.
      Provide timely and relevant analysis and recommendations to project leadership and staff ;
      Support PO in developing a monitoring plan.
      Support the project team in the establishment of processes for monitoring and evaluation of implementation and the periodical reviews.
      Support in the coordination of baselines and evaluation process and participate in these events;
      Participate in learning events and Quality Assurance initiatives
      In consultation with the PEO, develop/refine DME materials for use in the Project context;
      Plan tracking for key CWB indicators of strategic relevance from secondary and primary data, with partners and communities.
    • Capacity Building for Quality Programming 10%
    • Support in the capacity building of project staff and partners in DME, learning, documentation and reporting.
    • Support in integrating Child Protection in programming and reporting.
    • Engagement and Networking with Strategic Stakeholders 5%
    • Support the Project team to ensure development, implementation and documentation of best practice in the field;
      Support the Project team to ensure adequate resourcing of accountability and DME initiatives;
      Work with the WVK staff in the regional office, communities, NGOs and other agencies to ensure coordination of accountability efforts in the Project sites;
    • Reporting 5%
    • Prepare monthly, quarterly, semi – annual and annual project reports for sharing with the respective offices.
    • Support Project Officers to track and submit the CPI reporting tool every month
    • Others 5% Any other duties as may be assigned by the Project Manager

    Corresponding Responsibilities

    • Ensure implementation of MNCH and nutrition projects related interventions are in accordance with established WVK norms and policies
    • Ensures consortium members (Nutrition Initiative, Harvest Plus, Kenya Agricultural Research organization and Ministry of Agriculture, Ministry of Health are well coordinated and project implementation is on track
    • Represent WVK in the government of UNICEF funded grants in Kenya and other relevant networks at the County and National levels.
    • Maintain close collaboration with UNICEF and MOH at national level
    • Provide strategic and technical support to implementation of MCNP with minimal support to sponsorship health projects
    • Ensure MCNP monitoring and evaluation database in filled on monthly basis
    • Represent WVK in the relevant nutrition networks at the County and National levels.
    • Spearhead strategic collaborations with relevant partners to support the project
    • Ensure project learning are documented and disseminated to relevant stakeholders
    • Ensure timely procurement of program items

    Qualifications: Education/Knowledge/Technical Skills and Experience

    Required

    The following knowledge, skills, and abilities may be required through a combination of formal schooling, self-education, prior experience or on-the-job training

    • Bachelor’s Degree in a relevant field from a recognized University.
    • A minimum of two (2) years’ experience in DM&E positions including participatory research and impact measurement.
    • Demonstrated understanding of quality assurance systems, and continuous improvement, with particular emphasis on integration of accountability measures into all aspects of the project cycle
    • Experience in providing analysis and community based relief project management involving community mobilization and participatory techniques
    • Significant demonstrated experience in working on donor funded programs, managing projects, including providing narrative reports on project objectives;
    • Empirical knowledge of humanitarian codes, principles and practice
