The Objective of the Study is:

To determine the degree of youth responsive budgeting by the county governments in the County Budgets 2018/2019 in 22 counties;

Youth is a cross cutting function that lies with both national and county governments; in order for counties to reap the youth dividend, they must be willing to be proactive in mainstreaming youth within the various county departments as well as be deliberate in programing for youth through various development initiatives. County Government commitment to the youth agendas will be made clear through budgetary allocations to youth programs and initiatives. The County budget paints the true picture and is the benchmark for any gains the county governments hope to make on youth within their tenure in office, as such YAA would like to analyze the contents of the county budgets to synthesize what the youth should expect from their county governments. With this information county youth will be able to monitor and keep track of the implementation of budgeted for programs.

Scope of Work

The consultant will be expected to meet the following deliverables:

• Carry out a desk review of previous budgets, the Controller of Budgets report and Auditor Generals reports in the select 12 counties for the period 2014/2017
• Collect and analyze the approved annual budgets 2018/2019 of the 22 counties.
• Identify trends on budget allocation and expenditure in the counties particularly on youth programming
• Provide recommendations on budget trends and process.
• Prepare a comprehensive report that includes the findings, the trends identified and the recommendations based on the findings.

Interested Candidates should have:

• at least 5 years practical experience as a researcher in county public finance management, especially within a non-profit context;
• extensive experience with empirical research, particularly qualitative and quantitative research methods and good analytical skills
• fluency in written and spoken English;
• excellent writing skills and a proven ability to write in a non-academic, engaging manner for non-technical audiences in a number of formats;
• an advanced degree in a humanities or social sciences discipline;
• good knowledge of the debates and issues around affirmative action and youth development
• ability to deliver on-time under tight deadlines;
• excellent interpersonal skills.
