    M&E Coordinator (Kenya Nationals)

    Role: The objective of this position is to implement M&E component of the Welthungerhilfe, Global Resilience Program (Also known as Strengthening the Resilience of Agro-Pastoral and Pastoral Livelihoods in East Africa-SRAPLEA); a multi-country programme with project activities in Uganda, Kenya and Ethiopia. The M&E Coordinator will ensure implementation on specified directives in terms of content, schedule, impact monitoring and reporting. The programme is carried out in accordance with Welthungerhilfe standards and the directives/provisions of the co-financer.

    She/he is responsible for M&E sector coordination, planning, impact monitoring, implementing correctly and duly reporting to the Programme Coordinator.

    Key areas of accountability:

    Leadership

    • Manages partners M&E staff according to WHH leadership principles, staff policies and WHH strategy
    • Ensures implementation of WHH policies and their adaptation to local conditions
    • Regularly travels to the field to confirm implementation, compliance and quality (A valid Kenyan digital passport will be a requirement)
    • Supports and guides partner and facilitates the participating communities in achieving livelihoods resilience

    Duties without own area of responsibility

    • Fulfillment of any other tasks assigned by the line manager/CD/DCD which are within the employees’ capability.
    • Mentoring local partners in the collection of data relevant to the project needs and related monitoring plans.
    • Roll-out the Measuring success indicators for the project.
    • Share progress and status of implementation with all programme partners.

    Specific Activities and duties of the position

    The main task of the M&E Coordinator is to assist the Programme Coordinator.

    She/he is primarily responsible for ensuring monitoring results are participatory, efficient and transparent and contributes towards strengthening partners’ sense of responsibility and decision-making processes.

    For this purpose, it is imperative to set up;

    • An effective result- and impact-oriented monitoring system (M&E). Train the involved partners in impact-oriented M&E, as none of the organizations involved has significant expertise in this area. She/he develops and coordinates the various trainings, summarizes good practices and contributes significantly to the capacity building. Through close monitoring, focuses on impact and results of the programme, lessons learnt are documented, regularly discussed at various levels and used for knowledge-based program management. Modern methods (e-tools) for the exchange of knowledge are introduced and the partners are trained on their application.
    • Oversees M&E implementation in the 2 Regions in the Agro-Pastoralist zones in the 3 countries mentioned above: Borana (North Kenya/South Ethiopia) and Karamoja (North East Uganda/ Turkana). Develops and delivers technical training to improve aspects of M&E work within Welthungerhilfe and identified partners.
    • Supports in the local implementing partners’ capacity development by Identifying learning and training opportunities and working as a mentor to partners for regular collection, analysis and use of data informing programming.
    • Assist in training WHH partners and staff on Core Humanitarian Standards implementation and monitoring compliance (This is delegated to the CHS Focal Persons)
    • Assists in the development of monitoring tools for project staff and partners for improved quality of information and reports. Provide technical oversight and training to field-based programme staff and implementing partners in the area of impact monitoring and use of AKFLOW.

    Qualifications and Experience:

    • Master’s degree in Social Science, Monitoring and Evaluation, International Development or a related field from an accredited academic institution Minimum 3 years of work experience in Monitoring and Evaluation
    • Proven track record and experience in developing M&E plan, systems and database using MS office applications

    Desirable:

    • Fluent in English and ability to communicate in a local or regional Language would be an advantage.
    • Communication and cooperation in overseas structures/projects where objectives are often conflicting
    • Capacity for teamwork
    • Experience in capacity building and ability to train people
    • Ability to successfully work and deliver in a multi-cultural, multi-ethnic and multi-country environment
    • Disciplinary leadership of staff in several partner projects
    • Activity based on specifications with scope of action and decision-making for an assignment; independent use of familiar methods and instruments necessary
    • Experience and intimate knowledge of resilience programing and impact monitoring
